The meeting was called to order by the Chairman, Cal Conklin, at
4:30 P.M.
Mr. Conklin announced that Altermese Bentley and 011ie Williams
were the new board appointees. He stated the Board was looking
forward to their contributions and assistance.
Mr. Conklin requested Mrs. Turner obtain Commendation Certificates
for Mr. Fiorelli and Mr. Blacksheare.
Sandy Mandia, representing Kirchoff & Associates, was present and
submitted an Application for Certificate of Appropriateness to
attach a sign to the building at 106 W. Commercial Street.
A discussion was held regarding the color, the type of materials to
be used and how the sign would be attached to the building.
Monte Olinger moved to approve the location and the shape of the
sign but asked that Kirchoff & Associates contact Jerry Mills or
Cal Conklin for review of the color, materials to be used and how
the sign would be attached to the building. Seconded by Lynn
Stogner and carried by unanimous vote.

Discussion was held regarding the Minutes of June 20, 1991. Mr.
Conklin requested a few minor corrections.
Monte Olinger moved to approve the Minutes of June 20, 1991.
Seconded by William Forbes and carried by unanimous vote.
Kay Bartholomew moved to approve the Minutes of July 11, 1991.
Seconded by 011ie Williams and carried by unanimous vote.
Mr. Conklin reported on the presentation to the City Commission
regarding the demolition of the Chase building. An article in the
Sanford Herald implied Mr. Conklin had gone before the City
Commission as an individual expressing his own opinion and
presented only the minority side of the issue. Mr. Conklin assured
the board that he went as the Chairman of the board and attempted
to objectively present both the majority and minority sides of the
issue. He further informed the board that he had written a letter
to Nick Pfeifauf of the Sanford Herald informing him that the
article was not put in context, and the quoted remarks were not
entirely accurate.
A discussion was held regarding the Community Improvement
Association Project. Ms. Williams informed the board that Hopper
Academy would be receiving their corporation papers shortly.
Hopper's goal is to obtain $150,000, for improvements. They have
received Tourist Tax Money in the amount of $100,000. She stated
they have raised $30,000. A fund raising event has been scheduled
for September 2, 1991, on Hopper's grounds. Mr. Conklin suggested
that Ms. Bently and Ms. Williams form a sub committee and compile
information regarding Hopper Academy's history in order for the
board to recommend that the City Commission consider designation as
an historic landmark.
Mr. Conklin reported on the developments of the second phase of the
black community survey. Brenda Elliott, while associated with the
Orange County Historical Society, did the first phase of the
survey. Since she is no longer associated with the Orange County
Historical Society, there is a possibility they will not follow up
on the second phase of the survey. Ms. Elliot is communicating
with the Seminole County Historical Society regarding becoming an
employee and doing the second phase with their support in a joint
project with this board. If the Seminole County Historical Society
does not support the project, Ms. Elliott proposed she finish the
survey under the board's sponsorship and accept the funds available
in the board's budget.

Mr. Conklin reported on the status of the budget. Funds had not
been encumbered in the budget for both the Hopper Academy and the
black community survey projects, but the funds were moved to next
year's budget. City staff has requested the board's endorsement to
utilize the $6,188 in this year's budget for the Duany Project.
The City Commission authorized $6,000 for the Duany Project but
those funds were used to finish the Comprehensive Plan. Mr. Forbes
expressed concern regarding it depleting the board's budget. Mr.
Conklin explained that allowing them to utilize the funds in this
year's budget would not impact the funds in next year's budget.
Monte Olinger moved to endorse the proposal to use $6,188 of the
Historic Preservation Board budget for funding of the Duany
project, with the understanding that the same $6,188 for the black
community survey remains in the City's budget for the upcoming
fiscal year. Seconded by Altermese Bentley and carried by
unanimous vote.
Lorraine Whiting, the curator of the Seminole County Historical
Museum, was present and donate plaque which was dedicated in
1924 to the work, workers, s. Minnie E. Key, a librarian who
died December 23, 1923. T place as donated to be placed in the
Sanford Cultural Arts Buil ng whi h served as the Sanford Library
until the 1960s.
Ms. Whiting invited the Board to the Seminole County Historical
Museum to see the War Memorabilia exhibit. The Museum is open from
9 A.M. to 1 P.M.
A discussion was held regarding the City of Sanford's Sign
Ordinance. Mr. Olinger recommended Mr. Conklin draft a letter
informing the City Commission that the board was in the process of
formulating suggestions for special standards for signs within the
Ordinanced Downtown Commercial Historic District, for their
consideration in revising the Sign Ordinance.
Kay Bartholomew moved the meeting be adjourned. Seconded by Monte
Olinger and carried by unanimous vote.
As there was no further business before the Board, the meeting was
adjourned at 5:20 P.M.
