Cultural Arts Center Sanford, Florida Members Present: Chairman, Hal Welch Altermese Bentley Kay Bartholomew Cal Conklin John Mercer Jerry Mills Monte Olinger 011ie B. "Lynn" Stogner Laura Straehla Others In Attendance: Alicia Clarke, City Liaison Penny Turner, Secretary The meeting was called to order by the Chairman, Hal Welch at 4:37 P.M. John Mercer moved to approve the Minutes of December 5, 1992, and the Minutes of December 17, 1992. Seconded by Jerry Mills and carried by unanimous vote. Tom Stevenson and Joe Russi were present to discuss the Board's recommendations for restoration on the building at 201 E. Commercial Street. Discussion was held regarding the cost to stabilize and the potential for future usage of the building. The Board recommended that the building be maintained while attempts to market the building were made. The Board offered their assistance with ideas and leads for potential usage of the building. Jay Marder, Director of Planning and Development, was present to discuss the Land Development Regulations. The Board expressed the need to have the Board and its purpose referenced in the Land Development Regulations. Mr. Marder gave his view on referencing the two sets of guidelines as a schedule and integrating the Board, the pertinent Ordinances, and a map of the district in the Land Development Regulations. Jerry Mills moved to approve that the Board, the pertinent Ordinances, the Secretary of Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, the Design Guidelines for New Construction and a map of the district be integrated in the Land Development Regulations at Jay Marder's discretion. Seconded by John Mercer and carried by unanimous vote. HISTORIC PRESERVATION BOARD MEETING, con't. Page 2 Discussion was held regarding the Second Phase of the Black Community Survey. Mr. Marder presented drafts of the Request for Proposal for Historic Preservation Services. Mr. Mills stated he would sit on the Selection Committee. Jerry Mills moved to approve the concept of the Request for Proposal for Historic Preservation Services regarding the Second Phase of the Black Community Survey with the contract being subject to review. Seconded by John Mercer and carried by unanimous vote. Discussion was held regarding a Sign Ordinance for the Downtown Commercial District. Mrs. Bartholomew updated the Board on a survey of the signs in the downtown district. The Board requested Mr. Olinger contact Mr. Duany and find out how he would address the sign issue in the district. The assigned Committee members were requested to review the guidelines and give an update at the meeting of February 6, 1992.
