1014354 MINUTES CITY COMMISSION, SANFORD, FLORIDA, OCTZBER 14, 7:30 P M 19 35 { The City Commission of the City of aanford, Florida, met in Regular Session at the City Hall in the City of Sanford, Florida, at 7:30 O'Clock P.M. October 14,1935• Present: Commissioner T.L.Dumes, Mayor. If 4Al.A.Leffler. if H.J.Lehman If S. O. Shinholser If V. A. Speer City Attorney Fred R.�ilson City Clerk F.S.Lamson Chief of Police R.G. Williams Meeting called to order by the Chairman. Minutes of regular meeting of September 23rd., adjourned meeting of September 24th, adjourned meeting of September 27th, adjourned meeting of September 30th, adjourned meeting of October 2nd, and adjourned meeting of October 4th, 1935 read and approved. Current invoices and payrolls for the month of September, 1935, properly audited and voucherea as evidenced by vouchers Duos. 7244 through 7322, submitted, examined, approved and payment ordered. Monthly reports of the streets, sanitation, health, water, police, fire and library departments for the month of September, 1935, submitted and examined. Bank statements in all accounts, properly reconciled, submitted and examined. Andrew Carraway next presented the needs of the Municipal Golf Course, advising that a total of 6365.00 for labor, fertilizer and rye grass seed would be needed in order to put nine holes in playing condition for the winter. Thereupon Commissioner Shinholser moved that the expenditure be authorized, to be charged against the reserve from the 1934 -1935 appropriation, set aside for this purpose. Seconded by Commissioner -ehman and carried. The Clerk next reported that in compliance with instructions, bids had been asked for furnishing gasoline for the City's automotive equipment for the balance of the fiscal year from November lst, said gasoline to be furnished from service station to automotive equipment as needed. Thereupon bids were received from the Gulf Refining Co, the Standard Oil Co, and the Seaboard Oil Co. but in view of an apparent misunderstanding on the part of the other gasoline and oil companies action was deferred until next regular meeting in order that all would have an opportunity to present bids. Joe Moss next appeared with reference to license for horse - racing machine under the provisions of the new State "Slot- Machine" law, and same was referred to City Attorney Wilson to investigate and report. Application next received from Thomas Harris for permit to sell beer and wines at 412 Sanford Avenue, and on motion duly carried , same was approved. Application next received from Martin F.Ceresoli and Nick Constantine for permit to operate package liquor store at 312 Sanford Avenue. Action deferred pending investigation by the Chief of Police. 1 1 1 LJ 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, October 14, 7:30 P M —19 35 Communication next read from J."Jarren Leach requesting a further reduction in the 1935 assessed valuation against Lots 2,3,4 and 5 Block 3 Tier 4, but in view of the fact that the matter of 1935 valurtions has been closed, the request could not be con- sidered. Report next presented from City Physician Tola.r for the month of September, 1935, and same was ordered filed. Communication next read from G M Douglass, Secretary of the Sanford Townsend Club, calling attention to the action taken by the City Commission of St. Augustine, approving the Townsend Plan, and same was ordered held for consideration at a later meeting. Communication next read from Ars J.j.Shadoin, operator of a hat and dress shop at 110 S. Sanford Ave., presenting bill for damages to stock and equipment claimed to have been caused by water backing into the above store from the alley. After consideration in which it developed that the fault lies in the construction and level of the building rather than the level of the alley, claim refused with the suggestion that the matter be taken up with the owners of the building. Communication next read from Fire chief Cleveland reporting on the Fire Chief's Convention at Knoxville, Tenn, and attaching itemized list of expenses totalling $49.55- Thereupon Commissioner Speer moved that the Fire Chief be reimbursed for the difference between the amount authorized and the amount required. Seconded by Commissioner Lehman and carried. Petition next received from residents in the neighborhood of Ninth Street from Bay Ave. east to Locust Ave., requesting that this street be graded and the ditches opened. Matter referred to superintendent Moughton. Communication next read from the Lessees of the Valdez Hotel complaining about the excessive noise created by automobiles and trucks after midnight and requesting that an anti -noise ordinpnce be passed similar to those in effect in other cities. Matter referred to City Attorney to investigate and report. Application next received from Mr. I.F.Schwartz for permit to make repairs to and enlarge building on the northeast corner of Third St. end Sanford Avenue , using corrugated iron for wall and roof, with the understanding that if this construction is not permissible, brick will be used for the wall. code. Application approved provided it conforms to the requirements of the building Application next received from the Sun Oil Co. to erect advertising sign 8 x 21 with 4 foot posts on the vacant lot at 11th St. and Park Ave., this location being in the residential district. Request refused. Building permit next requested by G.H.Brown to erect freme building with tin roof at the southeast corner of Park Ave. end Seminole Boulevard, to be used as barbecue stand. Application refuAsed due to the construction being contrary to requirements of the building code for construction. within the fire limits. 450 MINUTES CITY COMMISSION, SANFORD, FLORIDA, Ontab r 14 at 7 :30 P A9_3-5- The Clerk next presented itemized statement showing small over - expenditures for the fiscal year 1934 -1935 in the Divisions of Street Lighting, Police, Parks Sanitation, and Aviation Field, and on motion of Commissioner Speer, seconded by Commissioner Lehman and carried, transfers from the Contingent Fund as of September 30, 1935, to these over - expended divisions in amounts sufficient to offset such over - expenditures, were ordered made. Consideration next given to the status of Special Sanitary Inspector A.R. Marshall in view of the fact that the appropriation for this work has been reduced to $600.00 for the year. Thereupon commissioner Leffler moved that until further notice Mr. Marshall be placed upon a half time basis, at the same rate. Seconded by Commissioner Shinholser and carried.
