For purchase of City of Sanford, Florida, bonds and certificates of
indebtedness at market prices, the revenues for this purpose to be
from net collections of delinquent taxes 3,000.00
That there is hereby appropriated for the payment of the several items of
expenditures of said City during said fiscal year, all revenues received by said City
during said year from the sources and in the amounts or percentages set forth below
to -wit:
(1) 50 percent of all revenues during said fiscal year from taxes levied
and assessed by the City of Sanford, Florida, on all taxable property except Homesteadq
for the year 1935, and all of the miscellaneous revenues of said City of Sanford,
Florida, including proportionate share of delinquent taxes collected as was originally
levied during the respective years to the Department of General Government, ratable
and proportionately for the payment of expenditures hereby authorized and appropriated
for the Department of General Government.
(2) 50 percent of all revenues received by said City of Sanford, Florida, from
taxes levied and assessed on all taxable property except Homesteads for the year 1935,
and all the revenues from taxes levied and assessed for tyre year 1935 on Homesteads, and
such amount of the proportionate share of delinquent taxes collected as was originally levied
for Debt Service during the respective years, as will be necessary in order to realize
$56,161.40 for Debt. service, ratable and proportionately for the several items of expendi-
tures hereby authorized and appropriated for Debt. Service, except the appropriation for
the purchase of City of Sanford, Florida, bonds and certificates of indebtedness; that is
to say 97.93205% of said revenues appropriated for Debt Service to items of interest
included in those certain four judgments of the United States District Court wherein
nenneth M.Keef e and others were plaintiffs and the City of Sanford, Florida, was de-
fendant, docketed as Case Numbers 2350- T,2351 -T, 2511 -T and 2749 -T, except those certain
bonds issued for the construction or improvement of the Vil'ster '.corks Plant of said City,
and 1.00635;0 of the same revenues to interest coupons and interest upon the principal
of bonds included in that certain judgment for the sum of $23,181.39 and $7.95 costs,
dated `�ctober 22nd.,1931, and of record in the Public Records of Seminole County
Florida, in Final Judgment Docket 2, Page141, and rendered in that certain cause wherein

(3) That allnet amounts derived from the payment of delinquent taxes, other
than that part heretofore levied during the respective years for the Department of General
Government, and other than that part appropriated to the Payment of interest, are hereby
appropriated to the purchase of bonds and certificates of indebtedness of the City of Sanfor
Florida, at their market value at the time of purchase.
(4) All of the income, revenue and profits derived by the City of Sanford, Florida,
in the operation of its waterworks plant in excess of the amount hereby appropriated to
the Department of Water Utility, are hereby appropriated to interest upon bonds of said City
issued to provide money for the construction or improvement of said water plant, to —wit:
those two certain issues of bonds of said City designated "Public Utility Bonds ", dated
January 1st, 1924, and "Improvement Bonds ", Series "CC" , dated July let, 1926, respectively
WHEREAS, each and every item contained and set forth in said budget prepared
by the City Clerk has been carefully considered by this Commission.
THEREFORE, BE IT RESOLVED, that said budget as prepared and presented by the City
Clerk to the City Commission be and the same is hereby adopted as the budget of the
City of Sanford, Florida, for the fiscal year beginning the first day of October , 1935,
and ending the 30th day of September, 1936.
Be It FURTHER RESOLVED, that upon the collection of any revenues of said City
the City Clerk shall allocate from each dollar collected and received the several
amounts to the respective funds or purposes for which the same are hereby authorized
and appropriated.
BE IT FURTHER RESOLVED, that this Resolution shall become effective immediately
upon its passage and adoption.

1NiEREAS the City of Sanford, Florida, has on hand certain funds collected by it from
delinquent taxes and appropriated in the budget for the fiscal year of 1934 -1935 for the
purchase of bonds of the City of Sanford, Florida, at market price, and
uHEREAS GEORGE A. DECOTTES and LUCIAN H. BOGGS obtained a judgment against the
City of Sanford, Florida, in the principal sum of $27,335.57 on the 23rd, day of September
1932, and the City has effected a settlement and satisfaction in full of said judgment of
principal and interest for the sum of $8000.00 , and has on hand certain monies applicable
to the payment of said judgment and in order to effect said settlement it will be necessary
for the City to use certain of said funds appropriated in the 1934 -1935 budget for the pur-
chase of bonds of said City, and the City Commissioners deem it advisable and expedient
and for the best interests of said City to employ so much of said funds on hand for the
purchaseJof said bonds as may be necessary to complete the settlement and satisfaction
of said judgment, and
WHEREAS, The City of Sanford did in its budget for the fiscal year 1934 -1935 appropria
the sum of $55,000.00 for debt service and the sum of $53,862.63 was appropriated for the
aforesaid judgments of KENNETH M. KEEFE and others against the City of Sanford, but the hold-
ers of said judgments anticipated that all of said sum of $55,000.00 would be paid upon
said judgments and the City Commissioners deem-it proper and for the best interest of said
City that the difference between said sum of $55,000.00 and said sum of $53,862.63,
namely $1137.37 be paid to the holders of said judgment out of said funds now on hand for
the purchase of bonds of the City at the market price:
N aV , THEREFORE, Be It Resolved by the City Commission of the City of Sanford,
Florida, that so much of said funds now on hand for the purchase of bonds of said
City of
Sanford at-the market price as may be
necessary for such purpose be and the same is
hereby appropriated to be paid on the
settlement and satisfaction of said judgment
of the
said GEORGE A. DECOTTES and LUCIAN H.
BOGGS against the City of Sanford, Florida,
and that
said amount and the aforesaid funds now on hand and heretofore appropriated to the
payment
of said judgment be paid in settlement
and satisfaction of said judgment, and that
the
sum of $1137.37 of said funds on hand
for the purchase of bonds of the City at market
price

As the City Commission of
the City of Sanford, Florida.
On motion duly carried, the Commission next authorized the placing of $2,000.00
Fire Insurance on the personal property in the City owned McCracken Concrete Pipe Plant
building, with the American Fire and Casualty Company of Orlando at a cost of $2.00
per $100.00
Instructions were next issued that the Florida Power & Light Company be notified
to correct the condition adjacent to the Water Pumping Station caused by high power lines
coming into contact with and burning the trees with a possibility of a short circuit
and cutting off the current to the wells.
Consideration next given to request of J.E.Jackson for permit to demolish
and remove old building on the rear of Lot 6 Block 2 Tier 7 , and on motion duly
carried, same was ordered granted.
The Clerk next notified the Commission that P.Bayard Smith had advised of
his inability to serve as Inspector. of the Primary Election to be held on November 5th.
Thereupon E.F.tane was appointed to serve as Inspector of said election in place
of Mr. Smith.
The Commission was next advised of the holding of the first annual convention of
the Florida Officers Communications Association in Gainesville on October 21st. to 23rd.
inclusive, and on motion of Commissioner Speer, seconded by Commissioner Lehman
and carried, Chief of Police Williams was authorized to represent the City of Sanford
at such convention.
Instructions next issued to notify the owners of the house located on Lots
4 and 5 Block 6 Tier 5 of the need for repairs and if such repairs are not made,
condemnation proceedings will be instituted.
Instructions next issued to set up reserve of $5,000.00 in the appropriation
for the Department of Water Utility for the fiscal year ending September 30, 1935, to apply
on cost of improving the City water Supply as recommended in the report of Dr. A.P.Black of
the University of Florida, after which the meeting adjourned.
