081235MINUTES CITY COMMISSION, SANFORD, FLORIDA, August 12, 7:30 P M 19 35 The City Commission of the City of Sanford, Florida , met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 O'Clock P.M.August 12, 1935• Present: Commissioner T.L.Dumas, Makor. " W.A.-Leffler. " H J Lehman " S. 0. Shinholaer it V. A. Spe er. City Attorney Fred R.Wilson. City Clerk. F.S. Lamson_, Chief of Police R.G. Williams Meeting called to order by the Chairman. Current invoices and payrolls for the month of July 1935, properly audited and vouchered as evidenced by vouchers Nos 7101 thru 7177 submitted, examined, approved and pay- ment ordered. Monthly reports of the streets, sanitation, healtki, water, police, fire and library departments for the month of July 1935, submitted and examined. Financial statement and statement of revenues and expenditures during the month of July 1935, submitted and examined. Bank statements in all accounts, property reconciled, submitted and examined. Mr. H B.Pope next presented copy of plans for proposed gas and oil service station at the southwest corner of Second Street and Park Avenue, provision being made for terminal facilities for the Florida Motor Line buses; also letter from T.B.O'Steen, rent Traffic Manager of the Florida Motor Lines Inc. agreeing to /this space as soon as made available. In view of the foregoing and in accordance with request of Mr. Pope, Mr Lehman then moved that the time for the Florida Motor Linoes, Inc. to provide station facilities on private property be extended an additional 60 days from August 15, 1935• Seconded by Commissioner Leffler and carried. Captain F.S.Feren of the Salvation Army next reported the inability of that organization to handle indigent transient cases as well as local welfare cases which come within the scope of their work due to lank of funds, and requested an appropriation from the City for that purpose. After consideration and upon assurance of Capt. Feren that there would be no overlapping the work being done by the Welfare Board, Commissioner Speer moved that $50.00 be appropriated to the Salvation Army for welfare work. Seconded by Commissioner Lehman and carried. 417 Commissioner Speer next moved the approval of two PWA projects presented by P roject relaying.the brick paving on First Street from Sanford Avenue to Poplar Avenue, and patching and surface treating the paving from Poplar Avenue west to the City limits, at an estimated cost of $23,954.00. Engineer W.S.Earl, one for widening and relaying the brick paving on Park Avenue from Fulton Street south to Tenth St., at an estimated cost of $24,166.00 , and the other for relaying.the brick paving on First Street from Sanford Avenue to Poplar Avenue, and patching and surface treating the paving from Poplar Avenue west to the City limits, at an estimated cost of $23,954.00. Commissioner Shinholser next moved the approval of PWA project for the Municipal Airport, covering the construction of BE runways, smoothing NS runway, sprigging with grass and installing boundary and obstruction lights, at a total estimated cost of $13,413.00 the City agreeing to contribute $500.00 towards the cost of the lights, and 600 feet of 18 inch concrete pipe. Seconded by Commissioner Leffler and carried. Communication next read from Mr Card Bauman offering to pay $75.00 per month to apply on past due taxes against the property known as the Swope building and described as lots 1,2, and 3 Block 3 Tier 2, if he could have the assurance that the certificate against this property would not be sold as long as these payments were continued. in view of the fact that the City has no authority to make the guarantee requested, request refused. In connection with the efforts to obtain Federal assistance in remodelling and enlarging the Fernald - Laughton Memorial Hospital through PWA grant, Commissioner Shinholserle next offered the following resolution and moved that a copy be forwarded to the proper PWA officials: WHEREAS, the Fernald - Laughton Memorial Hospital of Sanford, Florida, is sadly in need of repairs and enlargements, and .WHEREAS, neither the City of Sanford nor the County of Seminole is in financial condition to meet the expense of this work, and WHEREAS, it appears possible to obtain a grant of Twenty -five Thousand Dollars from the Federal Government without any appropriation by the City or County. THEREFORE, BE IT RESOLVED, that the City Commission of the City of Sanford, Florida, in session this 12th. day of August , 1935, do approve and endorse the appli- cation being made for such a Federal Grant. Seconded by Commissioner Lehman end carried. Petition next received from residents of the Georgetown section of the City urging that as a health measure the open canal known as Pump Branch running north from. Celery Avenue to Fifth Street be filled in. Matter referred to Supt. Moughton for investigation and report as to the cost of such an undertaking. Commissioner Lehman next introduced Resolution No. 473 and moved its passage and adoption. BE IT RESOLVED BY THE CITY COMMISSION of the City of 6anford, Florida, that sidewalks shall be repaired on the EAST SIDE of MYRTLE AVENUE along and in front of the following described property towit: Lot 10 Block 7 Tier 5, Lot 10 Block S Tier 5 Lot 6 Block 8 Tier 5 Lot 6 Block 9 Tier 5 Lot 7 Block S Tier 5 Lot S Block 9 Tier 5 Block 10 Tier 5 E R Trafford' s Mq of Sanford. n n n H n If If tl If H H H If If It If It H If If If n If in the City of Sanford, Florida, that such sidewalks shall be repaired with cement, and shall be repaired in accordance with the ordinances of the City of Sanford, Florida, covering the construction of sidewalks, and BE IT FURTHER RESOLVED that the City Clerk shall cause written notice of the passage and adoption of this resolution to be served in the manner required by the Charter of the City of Sanford, Florida, upon the owner, or agent of the owner of the property hereinabove described , and BE IT FURTHER RESOLVED, that if the said sidewalks hereinabove described be not repaired within sixty(60) days after the service of notice provided for in the preceding paragraph, the City of Sanford, Florida, shall proceed by contract or direct employment of labor to repair sUeh sidewalks at the expense of the owner of the property abutting thereon, which expense shall be a lien against the respective properties until paid. F.$.Lamson City Clerk.- ( Seal) Report next presented from Fire Chief Cleveland and Building Inspector Paxton recommending that due to their deteriorated and neglected condition the building known as the Princess Theater, and those lying immediately west, all being located on Lots 3,4, and 5 Block 3 Tier 4, be condemned and torn down. 1 1 1 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, August 12, at 7:30 P M, 19-35 Thereupon instructions were issued that the owners of this property be notified to demolish these buildings within 60 days and that if not done so by that time, condemnation proceedings would be instituted. On motion duly carried the following payments were next ordered made f rom.funds applicable therefor: To DeCottes & Boggs, to apply on Judgment 416.00 To Keefe, et al, to apply on Judgment 1359.63 To United Mutual Life Insurance Co, to apply on Judgment 193.35 Minutes of regular meeting of July 22, 1935 next read and approved. Consideration was next given to the procedure to be followed in cased of City prisoners where due to sickness or for other good reason it might be advisable that a portion of the sentence be suspended. Thereupon Commissioner Lehman moved that the Mayor be granted the authority to take action in such cases on recommendation of the Municipal Judge and Chief of Police. Seconded by Commissioner Shinholer and carried. The Commission next heard a report on the first meeting of the Joint Committee on Uniform Municipal Government, held in Jacksonville on August 2nd. for the purpose of drafting uniform charters for Florida cities and towns in accordance with the constitutional amendment adopted in November , 19349 to be submitted to the 1937 Legis- lature. It was brought out in this report that the City of Sanford is included with eleven other cities in the tentative population group of 7500 to 20,000 , and that the City is requested to name a representative to serve on a committee to draft and recommend a uniform charter to be used by all the cities in this classification. Thereupon City Attorngy Wilson was designated to represent the City of Sanford on this committee with authorization to furnish what information.as is needed. Instructions were next issued that the City Commission will hold its final session as a Tax Equalization Board for the year 1935 at the meeting of August 26th., due notice of which to be placed in the Sanford Herald, after which the meeting adjourned.
