The Meeting was called to order by the Chairman, Hal Welch at 4:30
P.M.
Monte Olinger moved to approve the Minutes of February 18, 1992 and
the Minutes of February 21, 1992. Seconded by Kay Bartholomew and
carried by unanimous vote.
Mr. Olinger introduced Tom Low, representative of the Andres Duany
Project. Mr. Low presented the proposed Master Plan and Urban
Regulations for Old Sanford describing the City Officials areas of
concern. Mr. Low stated details in the proposed Master Plan would
have to be adjusted.
Discussion was held regarding the Board's earlier negotiations with
the City Commission not to seek police power for the designated
National Register Residential District. The Master Plan and Urban
Regulations for Old Sanford designates responsibility for review
and police powers to the Historic Preservation Board. Mrs.
Straehla explained that recommendation for review and police powers
would need to come from the citizens. The Master Plan will be
presented to the City Commission by the a representative of the
Sanford Historic Trust.
After review of the Master Plan Monte Olinger made a motion to the
City of Sanford and the Sanford Historic Trust to adopt, in
concept, the Master Plan and Urban Regulations for Old Sanford as
presented. Seconded by Laura Straehla and carried by unanimous
vote.
