112635462 MINUTES CITY COMMISSION, .STANFORD, FLORIDA, Nov. 26, 7 :30 p M 19 35 The City Commission of the City of Sanford, Florida, met in adjourned regular session at the City Hall in the City of Sanford, Floirda, at 7:30 O'Clock P.M. November 26, 1935• Present: Commissioner T.L.Dumas, Mayor. " W.A.Leffler " S. 0. Shinholser " V.A.Speer City Attorney Fred R.W ilson, City Clerk F.S. Lamson Chief of Police R.G. Williams Absent: Commissioner n.J.Lehman. Meeting called to order by the Chairman. Minutes of adjourned meeting of November 12th. and regular meeting of November 25th, 1935 read and approved. Complaint next received from Special Committee of the State Farmer's Wholesale Market as to the condition of French Avenue at its intersection with Seminole Boulevard, and same was referred to Superintendent Moughton to make the necessary temporary repairs until such time as permanent repairs can be made. In view of the delay in completing the 1935 tax roll, caused by the homestead ex- emption amendment, Commissioner Speer next moved that the Two per —cent discount period be continued through the month of December 1935• Seconded by Commissioner Leffler andcarried. Communication next read from 1-Yendall C Heaton, Chairman of the Florida Industrial Commission, inclosing applications for Workmen's Compensation Insurance to be filled out and forwarded to the Florida Compensation Rating Bureau for placing, provided no insurance company is willing to carry this coverage on the City of banf ord. Clerk instructed to handle. i Communication next read from the Sanford Garden Club calling attention to hazard- ous condition at the southeast corner of Eighteenth St. and Magnolia Ave. caused by large cedar trees planted next to the curb, and requesting that these treesbe removed. report. Matter referred to Supt. Moughton to handle with the owner of the property and Request of the River Valley Transportation Company to rent the old dock at the foot of Myrtle Avenue, formerly occupied by the Winn & Lovett Grocery Company, end now the property of the city of Sanford due to expiration of the lease to the site and failure of the former owners to remove after due notice, next brought up for further consideration.. Thereupon Commissioner Speer moved that the City rent this building to the River Valley Transportation Company on a month to month basis at the rate of $50.00 per month, with the privilege of the tenant making necessary repairs and alterations not to exceed $200.00 , and deducting the cost of same from the first four months rental. Seconded by Commissioner Shinholser and carried. Request next received from P N Whitehurst for permit to remove three oak trees from the Parkway on Seventh Street in front of the W. 65 ft of Lots 6 and 7 Block 9 Tier 3, and on recommendation of Inspector Paxton, Commissioner Speer moved that the permit be I L] �1 1 1 LI 1 '1 1 granted. Prince for permit to demolish and remove old house from Lot 9 B1obk 11 Tier D, and on advice from Building Inspector Paxton that this house is a nuisance and condemned for living purposes, Commissioner Speer moved that the permit be granted. Seconded by Commissioner Leffler and carried. Consideration next given to the advisability of discontinuing the use of the old worn out three inch water main in Park Avenue South to Ninth Street and moving all service connections to the new mains in the alleys between Park Ave. and Magnolia Ave., and between Park Ave. and Oak Ave., it being brought out that the line in Park Avenue is dangerously near the surface of the repaving and in such condition as to break at any time Thereupon Commissioner Speer moved that the old three inch water main in Park Avenue be abandoned and new connections and services be run to the new mains in the alleys between. Park Ave. and Oak Ave. , and between Park Avenue and Magnolia Avenue, the entire cost of such new connections and re- arrangement to be borne by the City. Seconded by Commissioner Leffler and carried. Request next received from Pentland, Gray & Moore, City Auditors, for $250.00 advance on account of services rendered in preparing Annual Audit for the year ending September 30, 1935, and on motion of Commissioner Speer, seconded by Commissioner Shinholser and carried, same was authorized. Request next received from the Seminole County Welfare Board for the usual appropriation of $50.00 for Welfare work during the month of November, and on motion of Commissioner Shinholser, seconded by Commissioner Speer and carried, same was authorized. The Clerk next presented list of magazines and periodicals needed for the Sanford Public Library during the ensuing year, and on motion duly carried, prices were ordered obtained. Request next received from the local WPA officials for a telephone in the WPA office at the City Hall, it appearing that no funds are available through the WPA for this purpose. requested. Thereupon Commissioner Shinholser moved that the telphone be furnished as Seconded by Commissioner Speer and carried. Communication next read from M. Henry Cohen, of Tampa, demanding payment of certain obligations of the Town of Goldsboro, claimed to have been assumed by the City of Sanford at the time the town of Goldsboro became a part of the City of Sanford. Matter referred to the City Attorney. Oral report next made by the Chief of Police Williams that the complaintof the lessees of the ValdeE Hotel to the noises caused by trucks at night had been satisfactorily disposed of through cooperation of the truck owners and the operators of the adjoining Service Station. WPA Engineer, W.S.Earl next presented request for increase in salary to $40.00 per week, due to the additional car expense, caused by increasing number of WPA projects under way and the necessity to rent Engineering Instruments.
