102835MINUTES CITY COMMISSION, SANFORD, FLORIDA, October 28th, at 7 :30 P.M.19 35• 453 The City Commission of the City of Sanford, Florida, met in Regular Session at the City Hall in the City of Sanford, Florida, at 7 :30 o-'clock P. M., October 28th, 1935. Present: Commissioner T. L. Dumas, Mayor " W. A. Leffler " H. J. Lehman " S. 0. Shinholser " V. A. Speer City Attorney Fred R. Wilson City Clerk F. S. Lamson Chief of Police R. G. Williams. Meeting called to order by the Chairman. Minutes of regular meeting of October 14th, adjourned meeting of October 18th, and adjourned meeting of October 19th, 1935, read and approved. The Clerk next presented bids received for furnishing gasoline for the City automotive equipment for the 11 month period commencing November let, 1935, the gasoline to be furnished from service station to automotive equipment as needed, bids having been received from H. B. Pope Company, the American Oil Co., Sinclair Refining Co., The Texas Co., Gulf Refining Co., Standard Oil Co., and the Seaboard Oil Co. In view of the fact that all bids furnished were based upon posted service station price at the time of delivery, Commissioner Leffler moved that no action be taken. Seconded by Commissioner Shinholser and carried. Captain F. S. Feren, local commander of the Salvation Army, next presented report showing how the $50.00 appropriated under date of August 12th had been expended, and requested advice as to how the indigent transient problem should be handled during the coming Winter and Spring. After careful consideration, Commissioner Lehman moved that $50.00 be appropriated for use by the Salvation Army in supplying lodging and meals for indigent transients, the method of disbursements to be similar to that followed during the past year. Seconded by Commissioner Speer and carried. Request next received from J. E. Jackson to tear, down dilapidated house on the * of Lots 1 & 2 ofBlock 13 Tier 8, and on recommendation of Building Inspector Paxton, Commissioner Speer moved that the permit be issued. Seconded by Commissioner Shinholser and carried. The Clerk next advised the Commission of the necessity for the Auditors to obtain access to the "Gas Plant Bonds" Safety Deposit Box at the Sanford Atlantic National Bank in order to count and verify these bonds. Thereupon Commissioner Speer moved that permission be granted for the Clerk to open this Safety Deposit Box in order that the bonds owned by the Gas Plant Fund may be verified by the Auditors. Seconded by Commissioner Leffler and carried. The Clerk next reported that the property in Block K, First St. Extension, heretofore offered by the City as a site for a National, Guard Armory, had been included in the Sheriff's sale under levy to satisfy judgment of Augustus T. Ashton, but that the purchasers of this property had agreed to waive all claim to the property upon receipt of the actual amounts paid. Also that Wight Grocery Co. held State and County Tax Certificate against Lots 7 and 8, for which $23.70 was paid, and that the City had been advised by the local officers of the National Guard that the receipt of the $23.70 paid by the Wight Grocery Co- would release this claim. National..; V MINUTES CITY COMMISSION, SANFORD, FLORIDA,October 283, at 7:30 P.M. 19-35- interest of said City of Sanford to convey the above described lots, pieces or parcels of land to said State Armory Board: NOW THEREFORE BE IT RESOLVED by the City Commissioners of said City of Sanford, that the Mayor and City Clerk be and they are hereby authorized to execute and deliver to State Armory Board, State of Florida, its successors and assigns for the use of the State of Florida, a deed of bargain and sale of the above described lends andpremises and to deliver the same to the Adjutant General of the State of Florida. A RESOLUTION PROVIDING FOR THE CONVEYANCE BY THE CITY OF SANFORD, FLORIDA, TO SANFORD COCO -COLA BOTTLING COMPANY, A FLORIDA CORPORATION OF SANFORD, FLORIDA, OF A PORTION OF AN ALLEY IN BLOCK K OF FIRST STREET EXTENSION, WHICH ALLEY HAS BEEN CLOSED, VACATED, AND ABANDONED BY THE CITY OF SANFORD, FLORIDA. WHEREAS the City Commission of the City of Sanford, Florida, has this day passed and adopted an ordinance closing, vacating and abandoning that certain alley between San Carlos Avenue on the East and Lakeview Avenue on the West in Block K of that certain subdivision in the City of Sanford, Florida, known as First Street Extension, in order that there might be established on said Block K of First Street Extension an armory and drill grounds for the Florida National Guard; and WHEREAS Sanford Coco -Cola Bottling Company, a Florida corporation of Sanford, Florida, is the owner of Lots 9 and 10 of Block K of said First Street Extension and consented to the closing,of the alley mentioned in the next preceding paragraph hereof provided said City of Sanford, Florida would convey to it the South Half of the portion of said alley abutting said Lots 9 and 10 on the South: NOW THEREFORE BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that it is for the best interest of said City of Sanford to convey to said Sanford Coco -Cola Bottli Company of Sanford, Florida, the above described portion of said alley so closed, vacated and abandoned as aforesaid; and BE IT FURTHER RESOLVED by the City Commission of said City of Sanford, Florida, that the Mayor and City Clerk of said city be and they are hereby authorized to execute and deliver to said Sanford Coco -Cola Bottling Company of Sanford, Florida, a deed of bargain and sale of the aforesaid portion of said alley closed, vacated anJL abandoned as aforesaid. The Mayor was next authorized to issue an election proclamation calling a General Municipal Election to be held on December 3rd, 1935, for the purpose of electing two City Commissioners to fill vacancies caused by the expiration of the terms of office of Commissioners Lehman and Speer. Thereupon the following were designated as Clerk and Inspectors of said election: For Clerk: E. F. Lane For Inspectors: R. C. Whitten W. M. McKinnon W. E. Watson The Commission was next advised that W. C. Erickson is the sole owner ofthe Erickson Funeral Home and therefore exempt from paying occupational license on this business under the State Law exempting disabled war veterans. Thereupon Commissioner Lehman moved that the $50.00 license tax paid by the Erickson Funeral Home be refunded. Seconded by Commissioner Shinholser and carried. Communication next read from H. M. Papworth as Chairman of the Sanford State Farmer's Wholesale Market, advising that it would be necessary to appoint a representative from the City Commission on the Supervisory Committee of this market, for the year commencing November 1st. Thereupon Commissioner Shinholser moved that Commissioner Lehman be appointed as a member of the Supervisory Committee representing the City Commission, until further notice. Seconded by Commissioner Speer and carried. On recommendation of Chief of Police Williams and Municipal Judge Wilkinson, the Commission next approved suspension of the $50.00 fine of Torris Scott, Case No. 21796, provided the fine of $200.00 against the same man, Case No. 21797, is paid at once. The matter of amending the Ordinance regulating the construction of sign boards so as to allow wood construction outside the Fire Limits was next brought up for further consideration, Mr. Geo. Barker representing the Barker Poster Advertising Co. being present. After considerable discussion, Commissioner Lehman moved that the Sign Board Ordinance be amended to permit the erection of wood sign boards, in accordance with standard construction authorized by the National Outdoor Advertising Association, outside the Fire Limits, when recommended by the Building Inspector and ep proved by the City Commission. Seconded by Commissioner Shinholser but failed to carry. Report of the Seminole County Welfare Board for the month of September, 1935, next pre- sented, together with request for an appropriation for welfare work during the month of October. Thereupon Commissioner Shinholser moved that the regular monthly payment of $50.00 be made to the Seminole County Welfare Board for welfare work during the month of October, 1935. Seconded by Commissioner Lehman and carried. :,J. Consideration was next given to the hazardous condition existing on 13th Street at certain intersections between Sanford Avenue and French Avenue. 0 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, October 28th, 7:30 P. M49-3-5-- Thereupon Supt. Moughton was instructed to place "Stop" signs on Elm Avenue on the gouth side of Thirteenth Street and "Slow" signs at all other intersections as well as on Thirteenth Street itself. The Chairman then announced that the meeting was held for the purpose of correcting or revising the Registration List. Thereupon the Commission proceeded to a careful inspection of the Registration List, striking therefrom the names of all persons known to have either died or moved their residence elsewhere.
