The City Commission of the City of Sanford, Florida met in Regular
Session at the City Hall in the City of Sanford, Florida, at 7:30 O'Clock P M
September 23, 1935•

Meeting called to order by the kjhairman.
Mr J E Jackson appeared with request for permit to wreck two old dwellings
against which considerable City taxes have accrued, one on Lots 1 and 2 Block 5
Tier 8, and the other on the rear of Lot 6 Block 2 Tier 7.
Matter taken under consideration.
Petition next presented by fir H. McLauiin protesting against the re— issuance
of a permit for the operation of a liquor store at 114 Park Ave., and on motion of
Commissioner Leffler, seconded by Commissioner Lehman and carried, same was ordered
spread on the minutes and taken under advisement, said petition being as follows:
"To the Honorable City Commissioners
We the undersigned merchants, property owners and professional men on Park Ave.
do hereby protest against the reissuing of a permit to operate a saloon at
114 Park Ave. now being operated as Harry's Liquor Store. 71e have found that
this store is operated in a disorderly manner by allowing drunks to continually
congregate on the sidewalk, and use profane language in the presence of women
and children who might be passing. Therehave been several fist fights between
drunks and it has been necessary to call the police twice.
We the undersigned believe this to be detrimental to our business and to our
property values.

number of drunken men recently on Park Ave. between First and Second streets, and
urge you to correct this condition.

Mr George Barker, representing the Barker Poster Advertising Co., next presented
request that the present ordinance requiring all —metal construction for sign boards in
the City limits, be amended so as to allow wood construction outside the fire limits
except in such cases where in the opinion of the proper authority such wood construction
would constitute a fire hazard.

Thereupon Commissioner Lehman moved that the present signboard ordinance be amended
so as to allow wood construction outside the fire limits, in accordance with the require-
ments of the National Code, subject to recommendation by the Building Inspector.

The matter was then taken under advisement with the request that Mr. Barker furnish
a list of the locations where he desires to erect approximately twenty new boards.
Mr Brady next presented request for a reduction in the annual occupational license
against livery stables from $25.00 to $10.00 and same was taken under advisement.
Mr. George S.Witmer and Mr. Rex Packard next requested financial assistance in the
fight being conducted to prevent the construction of a. cross state sea level canal until
a comprehensive survey has been made to definitely determine the effects upon the under-
ground water supply.
Matter taken under advisement with the request that a statement be furnished of the
revenues and proposed expenditures of the organization conducting the fight.
Bills next presented from.E.J.-�Ioughton, Architect, one for $25.00 representing balance
for preparation of sketches, estimate etc. necessary in drawing up a WPA project for the
Fernald Laughton Memorial Hospital, and the other for $45.00 for similar work for a. WPA
project for a National Guard Armory, and on motion of Commissioner Lehman, seconded by
Commissioner Shinholser and carried, same were approved and ordered paid.
The Mayor was next authorized to issue an election proclamation calling a Primary
Election to be held on November 5th. 1935, for the purpose of selecting two nominees to
fill vacancies in the office of City Commissioner due to the expiration of the terms of
Commissioners Lehman and Speer.
Thereupon the following were designated as Clerk and Inspectors of said Election:

Various applications next received for permit to sell beer, wines and liquor in
accordance with the terms of Ordinance No. 243, and same were taken under advisement.
Minutes of regular meeting of September 9th, adjourned meeting of September 13th.
and adjourned meeting of September 19th, 1935, next read and approved.
Commissioner Lehman next introduced Resolution No. 475 and moved its passage and
adoption.

+YHEREAS, the City of Sanford, Florida., now has in its possession certain bonds
of said City of Sanford which have been received by said City in payment of certain
special assessments made by the City of Sanford and certain bonds of said city of Sanford
received by it in payment of delinquent taxes and miscellaneous items, and certain bonds of
said City of Sanford purchased by said City from collections of delinquent taxes,which

BE IT FURTHER RESOLVED that this Resolution shall become effective immediately
upon its passage and adoption.

Thereupon the bonds enumerated in Resolution No. 475 were checked and their
cancellation verified.
In connection with the audit for the fiscal year ending September 30th, 1935
Commissioner Shinholser next moved that Pentland, Gray and Moore be designated to pre-
pare this audit.
Seconded by Commissioner Leffler and carried.
Report of the Seminole County Welfare Board for the month of August, 1935 next
presented, together with request for an appropriation of $50.00 for welfare work during
the month of September , 1935.
`thereupon Commissioner Shinholser moved that $50.00 be appropriated to the
Seminole . County Welfare Board for welfare work during the month of September,1935.
Seconded by Commissioner Leffler and carried.
Annual report of Mrs E J Moughton, Librarian, next presented, read and ordered
filed for record.
Communication next read from A.B..Crosby, Tax Commissioner, Florida Power & Light
Company, objecting to the value as finally set on the personal property of this company
for the year 1935, but in view of the fact that this matter has been closed no further
action was considered necessary.
The Clerk next presented an estimate of $217.00 necessary to repair the roof
and equipment at the McCracken Concrete Pipe Plant property in order to manufacture
the sewer pipe used on the WPA sewer project.
Thereupon Commissioner Leffler moved that this expenditure be authorized.
Seconded by Commissioner Lehman and carried.
Consideration was next given to the matter of safe keeping of the Bonds owned
by the Gas Plant Fund.
Thereupon Commissioner Lehman moved that the bonds owned by the Gas Plant Fund,
totalling $326,000.00 par value, be placed in a. Safety Deposit Box at the Sanford
Atlantic National Bank with instructions to the Bank that such box is to be opened only
upon written order signed by a majority of the members of the City Commission, which
order shall be issued at a regular or special meeting of the City Commission and shall
be entered in the minutes of such meeting.
Seodnded by Commissioner Shinholser and carried.
Instructions were then issued that a copy of the foregoing motion be furnished
the Sanford Atlantic National Bank.
Requests next received from I&rs Rhoda B.Ewing to remove a dead tree from the parkway
in front of Lot 2 Block 14 Tier 4 bnd from C.D.Couch to remove small tree from the parkway
in front of Lot 1 Block 8 Tier 3, and on motion duly carried permission granted.
Request next received from H.B.Pope for permit to erect gasoline service station
at the S.W.corner of Second St. and Park Ave. on Lots 1 and 2 Block 4 Tier 4 in accordance
with plans submitted, and on motion of Commissioner Lehman, seconded by Commissioner
Shinholser and carried, same was ordered granted.

In accordance with instructions issued at the meeting of September 9th.
estimate next presented by Engineer +.5._Earl showing the cost to extend the sewer
system so as to serve the property on the east side of Mellonville Ave. south
to Twentyf oorth Street toA$10,250.00; to serve the property on the west side of
Mellonville Ave. south to Twenty —fifth Street to be $24,865.00; and to serve the property
on the south side of Hughey Street in Pinehurst.Subdivision, to be $9,570.00
Thereupon Commissioner Shinholser moved that the report be filed for consideration
at a. later date.
Seconded by Commissioner Leffler and carried.
The meeting then adjourned to meet again at 7:30 O'Clock P.M. Tuesday, September
24, 1935.
