The City Commission of the City of Sanford, Florida, met in.Regular
Session at the City Hall in the City of Sanford, Florida, at 7:30 O'Clock P.M.
September 9, 1935.

Meeting called to order by the Chairman.
Minutes of regular meeting of August 26th, 1935, read and approved.
Current invoices and payrolls for the month of August 1935, properly audited
and vouchered as evidenced by vouchers Nos. 7175 through 72+3 submitted, examined,
approved and payment ordered.
Monthly reports of the streets, sanitation, health, water , police, fire
and library departments for the month of August 1935, submitted and examined.
Financial statement and statement of revenues and expenditures during the
month of August 1935, submitted and examined.
Bank statements in all accounts, properly reconciled, submitted and examined.
Request next received from C E Rawson and F F Dutton to have the sanitary
sewer system enlarged so as to serve Mellonville Avenue south to Geneva Street, and
from J E Jackson so as to serve property on the south side of Hughey Street in the
Pinehurst Subdivision.
Referred to Supt. Moughton and Engineer Earl to investigate and report.
Delegation headed by Otto Caldwell next presented request for financial
assistance for the Sanford Baseball Club in order to clear up a deficit represented
by unpaid bills for meals end lodging for players, baseballs etc.
After careful consid- eration, Commissioner Lehman moved that the City con-
tribute $100.00 towards clearing up the deficit of the Sanford Baseball Club.
Seconded by Commissioner Shinholser and carried.
Protest next received from A.B.Crosby, Ta.x Commissioner,Florida Power & Light Co.
As. to the 1935 personal tax assessment against that Company of $250,000.00
Matter taken under advisement with the request that Mr. cCrosby submit figures
showing value of personal property excluded from the City limits by the 1935 Legislature
as well as the value of personal property remaining inside the City limits.
Application next received from Pentland, Gray and Moore, Certified Public
Accountants, to be designated to make the regular annual audit for the fiscal year
ending September 30, 1935 at a price not to exceed $600.00.
Action deferred until the next regula meeting.
Report of City Physician .J N.Tols.r for the months of July and August next
presented and ordered filed.
Application next received froit' the `roods Fuel Oil & Coal Co. for permit to
erect fuel oil storage tank and leading platform immediately in the rear of the
Standard Oil Co. Bulk 'Plant on the Lake Front, in accordance with plans submitted.

Thereupon Commissioner Speer moved that the permit requested be granted.
Seconded by Commissioner Lehman and carried.
In accordance with the terms of the Charter, Commissioner Shinholser
next moved that the City Registration Books be opened Monday, September 16, 1935v
for the primary election to be ?geld on November 5th, 1935•
Seconded by Commissioner Lehman and carried.
Communication next read from the Colclough Realty Co. requesting authority
to renew as of October let, 1935, liability and property damage insurance on the
City's fleet of automobiles and trucks.
After consideration Commissioner Lehman moved that the request be granted and
that the Colclough Realty Co. be designated to write the liability and property
damage insurance on the City's automotive equipment for the year ending September 30,
1936.
Seconded by Commissioner Speer and carried.
As a Tax Equalization Board, and on motion of Commissioner Lehman, seconded
by Commissioner Speer and carried, the Commission next approved the following action
taken on complaints received as to valuation on the 1935 Tax Assessment Roll:

The Clerk next submitted the 1934 delinquent personal tax list and on motion
duly carried, same was ordered turned over to the Deputy Personal Tax Collector
for collection on October let, 1935.
Request next received from Morris Spencer for permit to remove three trees
from the parkway in front of his home on the south side of Second Street west of
Laurel Ave. and on motion duly carried, same was granted.
Commissioner Lehman next introduced Ordinance No. 243, entitled:

AN ORDINANCE REGULATING THE MANUFACTURE , DISTRIBUTION AND SALE IN THE CITY OF
SANFORD, FLORIDA, OF BEVERAGES CONTAINING MORE THAN ONE PER CENTUM OF ALCOHOL BY 'HEIGHT,
REQUIRING A PERMIT TO BE OBTAINED FROM THE CITY CMIMISSION FOR THE MANUFACTURE, DISTRI-
BUTION OR SALE OF SUCH BEVERAGES; PRESCRIBING A ZONE IN THE CITY OF SANFORD, IN WHICH
THE BUSINESS OF DISTRIBUTING OR SELLING SAID BEVERAGES MAY BE ENGAGED IN; REGULARING
THE HOURS OF SALE AND PRESCRIBING CERTAIN SANITARY REGULATIONS; REQUIRING THE PAYMENT
OF AN ANNUAL LICENSE TAX FOR THE BUSINESS OF MANUFACTURING, DISTRIBUTING OR SELLING SUCH
BEVERAGES IN SAID CITY AND PRESCRIBING A PENALTY FOR THE VIOLATION OF THE PROVISIONS OF

Thereupon, Commissioner Lehman moved that the rules be waived and that sild
Ordinance No. 243 be placed upon its final passage and adoption.

Thereupon the question recurred upon the waivure of the rules. The roll was

Thereupon the Chairman announced that the City Commission of the City of
Sanford, Florida, by unanimous vote had passed and adopted Ordinance No. 243
entitled:
AN ORDINANCE'REGULATING THE MANUFACTURE, DISTRIBUTION AND SALE IN THE CITY
OF SANFORD, FLORIDA; OF BEVERAGES CONTAINING MORE THAN ONE PER CENTUM OF ALCOHOL BY
WEIGHT; REQUIRING A PERMIT TO BE OBTAINED FROM THE CITY COMMISSION FOR THE MANUFACTURE
DISTRIBUTION OR SALE OF SUCH BEVERAGES; PRESCRIBING A- ZONE IN THE CITY OF SANFORD,
IN 'WHICH THE BUSINESS OF DISTRIBUTING OR SELLING SAID BEVERAGES MAY BE ENGAGED IN;

The Clerk next reported the recommendation of the Municipal Judge and Chief
of Police that $5.00 of the fine of Robert Young,, sentenced in the Municipal Court under
date of August 26, 1935, to pay a fine of $10.00 or serve thirty .days in jail, be sus-
pended.
Thereupon Commissioner Speer moved that the recommendation of the Judge and
Chief of Police be complied with.
Seconded by Commissioner Shinholser and carried.
City Attorney Wilson next presented Master's deed, dated Sept 9, 1935;
deeding to the City of Sanford that property known as the Florida. McCracken Concrete Pipe
Plant and described as follows:
That part of Lot or Block 94 M M Smith's Subdivision of a portion of
Section 26 Township 19 south range 30 east, south of,the Atlantic Coast
Line Railroad right of way, according to map thereof as the same is
recorded in Plat book 1 page, 55 of the Public records of Seminole
County, Florida.
Thereupon Commissioner Speer moved that this property be utilized for the
storage of City supplies and equipment under the supervision of the superintendent of
streets.

The Clerk was next instructed to make arrangements to have the wooden
water main pipe and such other equipment stored on this property covered by $2000;00
fire insurance.
City Attorney Wilson next presented bill for $122.35 covering expenses and fee
in connection with the suit to acquire title to the foregoing property, and on motion
of Commissioner Speer, seconded by Commissioner Lehman and carried, same was approved
and ordered paid.
In connection with Fire Chief's convention to be held in Knoxville, Tenn.
Commissioner Lehman next moved that the City appropriate $36.00 towards the expenses
of Fire Chief Cleveland to attend this convention.
Seconded by Commissioner Speer and carried.
The meeting then adjourned to meet again at 7:30 O'Clock P.M. Sept 13, 1935•

The City Commission of the City of Sanford, Florida met in adjourned session

Meeting called to order by the Chairman.
Communication read from-Dr. A.P.Black, Consulting Chemist, advising that it
would require the services of a. civil engineer to design the proposed water softener as
recommended in his report, and stating that T.M.Lowe, Associate Professor of Civil
Engineering, had offered to make a. preliminary study and estimate of costs without
any obligation or expense to the City.
Thereupon the Clerk was instructed to request Dr. Black to have the prelimi-
nary study and estimate of costs made in line with his suggestions.
Consideration was next given to the request of the Florida Power & Light Co.
for a reduction in the 1935 Personal Tax Assessment against that company, and after
careful study, this assessment was.ordered reduced to $230,000.00
Itemized statement next presented showing all insurance carried by the City
and after careful study of each item, all policies were ordered renewed under the same
terms as of October 1st, 1935, with the exception of the Fire Insurance on the Mayfair
hotel.
The Commission next proceeded to a study and preparation of the budget of
revenues and expenditures for the fiscal year 1935 -1936, after which the meeting
adjourned to meet again at 7:30 O'Clock P.M. September 19, 1935•
