M I N U T E S HISTORIC PRESERVATION BOARD MEETING August 18, 1992 4:30 P.M. City Commission Conference Room City Hall, Sanford, Florida Members Present: Hal Welch, Chairman Kay Bartholomew Altermese Bentley Cal Conklin Chris Cranias 011ie Williams Members Absent: John Mercer Jerry Mills Monte Olinger H.L. "Lynn" Stogner Laura Straehla Others in Attendance: Penny Turner, Secretary The meeting was called-to order by the Chairman, Hal Welch at 4:56 P.M. It was requested the secretary provide an updated attendance report and a copy of the attendance policy for discussion at the September 3, 1992, meeting. Brenda Elliott, was present and updated the board on the Georgetown /Goldsboro Community Survey. There was a delay in receipt of the Master Files from Orange County Historical Museum. She stated the nominations for the Georgetown and the Goldsboro areas would be ready to submit to the National Register of Historic Places. Fred Bunger, of Awning Wholesalers, representing Down the Way Fashion, submitted an Application for Certificate of Appropriateness for the awning on the building at 116 East First Street. Hal Welch moved to approve the Application for Certificate of Appropriateness for the awning on the building at 116 East First Street as presented. Seconded by Kay Bartholomew and carried by unanimous vote. Mr. Welch was requested to send a letter to Mr. Bunger expressing the board's concern that his firm did not follow proper procedures in obtaining approval from the board prior to erecting the awning. Page 2 Richard Kortes, representing Sun Bank and Mark Cook, contractor for Sun Bank, were present and submitted an Application for Certificate of Appropriateness to continue to paint the exterior of the building at 200 East First Street. The paint will seal the block on the building and prevent deterioration and leaking. Mr. Kortes proposed the brick be painted light tan; the columns medium tan; and the cornice of the building dark tan. Chris Cranias moved to approve the Application for Certificate of Appropriateness to paint the building at 200 East First Street as proposed. Seconded by Altermese Bentley and carried by unanimous vote. Shin S. Moon, New Fashions, submitted an Application for Certificate'of Appropriateness to hang a 24" X 48" sign under the canopy on existing hooks at 116 South Palmetto Avenue. Chris Cranias moved to deny the Application for Certificate of Appropriateness as presented and requested the applicant present an application meeting the following requirements: sign must not exceed 4 square feet; enamel paint must be used; hang sign 8 feet above grade; and the sign must be hung perpendicular to the building face. Seconded by Kay Bartholomew and carried by unanimous - vote. Charles Hill and Patrick Puranda, representing the Sanford Masonic Lodge, were present and submitted an Application for Certificate of Appropriateness to replace the existing sign at 212 N. Park Avenue. A discussion was held regarding the proposed three dimensional internally illuminated sign. It was explained to Mr. Hill and Mr. Puranda that the sign regulations do not allow internally illuminated signs and will not permit hanging signs to exceed 4 square feet. Chris Cranias moved to deny the Application for Certificate of Appropriateness as presented. Seconded by 011ie Williams and carried by unanimous vote. The Board recommended the applicant submit a couple of alternative proposals at the October 1, 1992 meeting and present samples of different lighting. Mrs. Bartholomew and Mr. Cranias had to leave the meeting. From this time a quorum was not present. Mr. Welch reported a discussion will be held at the September 4, 1992 meeting regarding collaborative advertisements. The board has been asked to assist the Sanford Historic Downtown Waterfront Association, Sanford Historic Trust, the Chamber of Commerce and other organizations to put together budgets for collaborative advertisements to promote the image of Sanford and surrounding areas. The goal of this program is to hire one person to coordinate and to promote image, retail and special events which will economically revitalize Sanford. The meeting was adjourned at 6:10 P.M.
