M I N U T E S HISTORIC PRESERVATION BOARD MEETING January 7, 1993 4:30 P.M. City Commission Conference Room City Hall, Sanford, Florida Members Present: Monte Olinger, Chairman Jerry Mills Kay Bartholomew Elizabeth Simons Altermese Bentley Kevin Stubbs Cal Conklin 011ie Williams Chris Cranias Members Absent: Laura Straehla Hal Welch Others in Attendance: Jay Marder, City Liaison Penny Turner, Secretary The meeting was called to order by the Chairman, Monte Olinger at 4:40 P.M. Jerry Mills made a motion to accept the Minutes of December 3, 1992. Seconded by 011ie Williams and carried by unanimous vote. Mr. Marder updated the Board on the Georgetown /Goldsboro Community Survey Contract. Ms. Elliott submitted an addendum to extend the completion of the contract from December 31, 1992 until April 15-, 1993. The addendum is based upon utilizing the proper updated computer program which is currently being prepared by the Florida Site File Section, Florida Department of State, Division of Historical Resources. The extended deadline will not alter the scope of services agreed upon nor incur any additional expenses. Kay Bartholomew made a motion to accept the addendum to extend the completion of the contract for the Georgetown /Goldsboro Community Survey from December 31, 1992 until April 15, 1993. Seconded by Jerry Mills and carried by unanimous vote. Mr. Marder stated he would submit the Board's recommendation to accept the addendum to the contract to the City Commission for their consideration. Mrs. Bartholomew updated the board on the Mainstreet Program. Three applicants were interviewed for the Interior Program Coordinator. Neil Fritz, who set up the Mainstreet Program in Winter Garden, was the candidate for hire. Contract negotiations are being handled and anticipates to have Mr. Fritz operating before the end of January. Mr. Olinger introduced and welcomed Elizabeth Simons (Bess) as the newest board member. Ms. Simons is an Urban Design Planner for the City of Orlando. HISTORIC PRESERVATION BOARD MEETING Page 3 Mrs. Bartholomew requested the Board's opinion regarding covering the awnings on the building of Soup to Nuts and the First Street Gallery, with artificial garland and miniature lights. It was recommended that she provide a picture of an awning covered as described for the Board's review. Mrs. Bartholomew announced that' Peter Schreyer's and his students' documentary photography exhibit on Sanford will be on display at the First Street Gallery March 5, 1993. Mr. Schreyer is with Creadle School of Arts. Kay Bartholomew made a motion recommending that the Board contribute $400 to $500 for printing a catalog of the photographs used in the documentary photography project of Sanford. Seconded by Altermese Bentley and discussion was held regarding the review of additional information and review of samples of Mr. Schreyer's work. Mrs. Bartholomew withdrew her motion until additional information is reviewed. A special meeting was scheduled to be held Tuesday, January 19, 1993 at 4:40 P.M. to review information. Mr. Olinger recommended that the Board subscribe to a membership with National Trust for Historic Preservation. The annual cost of membership will be $15. Jerry Mills moved to approve subscribing to the National Trust for Historic Preservation. Seconded by Kevin Stubbs and carried by unanimous vote. Mr. Olinger. apprised the members that the National Preservation Conference is scheduled in St. Louis for September 29, 1993 through October 3, 1993. It was requested that the Board review the applications for Minor and Major Certificate of Appropriateness and if there are any changes to be. implemented, return them to Mrs. Turner at the February 4, 1993, meeting. Discussion was held regarding this year's budget. Mrs. Turner was requested to bring an update to the February 4, 1993 meeting. It was requested that members consider future projects and bring ideas to the February 4, 1993 meeting. Kevin Stubbs moved the meeting be adjourned. Seconded by Altermese Bentley and carried by unanimous vote. As there was no further business before the Board, the meeting was adjourned at 5:40 P.M. Respectfully Submitted by: Penny Turner
