M I N U T E S HISTORIC PRESERVATION BOARD MEETING February 4, 1993 4:30 P.M. City Commission Conference Room City Hall, Sanford, Florida Members Present: Kay Bartholomew Altermese Bentley Cal Conklin Jerry Mills Laura Straehla Kevin Stubbs Hal Welch 011ie Williams Members Absent: Monte Olinger, Chairman Chris Cranias Elizabeth Simons Others in Attendance: Jay Marder, City Liaison Penny Turner, Secretary The.meeting was called to order by Cal Conklin, in the absence of the chairman and the vice chairman, at 4:40 P.M. Jerry Mills moved to approve the Minutes of January 7, 1993, with the correction to the spelling of Magnolia Promenade on page 2. Seconded by Kevin Stubbs and carried by unanimous vote. Jerry Mills moved to approve the Minutes of January 19, 1993. Seconded by Kevin Stubbs and carried by unanimous vote. Mr. Mills asked what the City Commission's response was to the Board's recommendation to contribute $300 to Peter Schreyer and his students, of Creadle School of Arts, for printing a brochure indexing the documentary photography project on Sanford. Mr. Marder explained that the request needed only staff approval. Vincent Corino and Joseph Ingria, owners of the building at 300 South Magnolia Avenue, were present and described to the Board their plans on restoring the building. The name will be changed back to the Wilton House. The first thing they plan to do is landscape the property, by using heather, crepe myrtles, and annuals. The next thing is to sand blast the outside of the building and replace the rotten wood. They are trying to decide whether to leave the building as it is or remove the second story and add a porch. Mr. Corino informed the board of their plans to purchase two city blocks and turn the area into a retirement village. They are starting this with the hotel.. Page 2 Mr. Mills explained to Mr. Corino and Mr. Ingria that the Board is primarily concerned with the retention of historic material on the exterior of the building, to protect the facade. Mr. Conklin recommended that they obtain the required regulations. It was recommended that Mr. Corino's architect review the Secretary of Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings. These are the national guidelines that the Board follow when reviewing an Application for Certificate of Appropriateness to change the exterior of a historic building. A stipulation in these guidelines is that you should never sandblast wood or brick, the reasoning is that it tears up the surface of the wood and allows it to deteriorate further. It was suggested that Mr. Corino and Mr. Ingria consult the State Historic Preservation Officer regarding the requirements to be eligible for investment tax credit before doing any work. Discussion was held regarding the Historic Brick Streets. Mr. Marder explained to the board that the City has not recently paved over brick streets and does not plan to pave over brick streets.. Mr. Welch expressed his concern regarding destroying the surface of the bricks by milling a road that has a brick street under it. Mr. Mills made a motion to forward a suggestion to the City Commission that any streets that have asphalt over brick not be milled or even repaved unless it has something to do with the safety and welfare of the public. He further moved that no streets be paved over that are brick now, and no streets that have pavement over brick be milled or resurfaced at this point in time until further study is completed. Seconded by Laura Straehla and carried by unanimous vote. Mr. Welch updated the Board on the Mainstreet Program. Mr. Neil Fritz was hired as Interim Program Coordinator. The Welcome Center should be opening by the end of January. The Welcome Center's telephone number is (407) 322 -5600. Mrs. Straehla updated the Board on the Andres Duany project. Michael Goud will be taking over the implementation of this project. Mrs. Straehla, Mr. Marder and Mr. Gou met February 3rd to go over the project. They discussed the problem' regarding multi - family housing and came up with a couple of ideas on how to solve the problem. They will discuss the options on how to handle the problems with the Sanford Historic Trust Committee. She explained that almost everything else has been worked out. The issue regarding ownership of the plan once it is adopted by City Ordinance will need to be handled. Another issue that will need to be handled is to change the name of the plan from Old Sanford to Historic Sanford. Mrs. Straehla reported that the Sanford Historic Trust received a call from Mary Collins, who works for the magazine Living in Orlando She is offering the Trust a good deal on an one third page ad. The Orlando Chamber of Commerce uses Living in Orlando in their relocation guide. It is a 35,000 publication, annual magazine and for only $500 the Trust will use one of the Attack Ads on an one third page ad. HISTORIC PRESERVATION BOARD, CON'T. Page 3 Discussion was held regarding the current budget for the Historic Preservation Board. Mrs. Turner reported that the board currently has $6,876 in the budget. She explained that $6,500 of the funds have been allocated for the Georgetown /Goldsboro Community Survey Contract with Brenda Elliott and $300 have been allocated for Peter Schreyer and his students for the brochure indexing the documentary photography project on Sanford. Mr. Marder explained that Ms. Elliott had been previously paid $1,900 of the funds for the survey out of the 1991/92 fiscal year budget. The Board requested that the secretary prepare a break out of the amounts of the Board's budget for the last five years. Kevin Stubbs moved to table the discussion on proposed goals regarding educating the public on historic preservation until the March 4, 1993 meeting. Seconded by Kay Bartholomew and carried by unanimous vote. Mr. Mills and Ms. Bartholomew reported on the list of sign lettering styles. Mr.. Mills recommended. that the members review the list of 44 to 46 letter styles and cancel out ones that are absolutely inappropriate. Once the Board reached a consensus on the appropriate styles, these will be the styles the Board uses as a guide. The guide will be preceded with a statement that states: This is a guide only, subject to approval of the Board for other. styles. Discussion was held regarding the Magnolia Mall change of name to Magnolia Square. Mrs. Bartholomew explained that the Downtown Merchants Association had voted to change the name to Magnolia Square. Kay Bartholomew moved to recommend that the City Commission change the name of the Magnolia Mall to Magnolia Square. Seconded by Jerry Mills and carried by unanimous vote. Discussion was held regarding reprinting the Historic Downtown Walking Tour Brochure. Mr. Mills submitted corrections, changes, and /or insertions. At the January 7th meeting the Board decided to postpone the reprinting of the brochure for a couple of months pending possibility of changes in the Historic Downtown Mrs. Bartholomew introduced Warren Wolfe, an artist that has moved in town. Mr. Wolfe is interested in the Whalers Salon at 112 South Palmetto Avenue. Mr. Mills reported on the building at 113 South Palmetto Avenue. Barbara Ferrell, owner of the building, lives in Coconut Grove. She is also an artist. She is planning on moving to Sanford and making the second floor of the building her residence and leasing the downstairs. He explained she has retained the firm, Burke, Bales and Mills Associates, Inc. to do as built drawings. Ms. Ferrell is doing a video tape to send to This Old House in hopes that they may be interested in something that is unique for their show. Mr. Mills stated he had suggested to her that if they accepted and are willing to put some funds into it maybe she would consider putting the third floor back on the building.
