M I N U T E S HISTORIC PRESERVATION BOARD MEETING March 4, 1993 4:30 P.M. City Commission Conference Room City Hall, Sanford, Florida Members Present: Monte Olinger, Chairman Kay Bartholomew Altermese Bentley Jerry Mills Elizabeth Simons Laura Straehla Kevin Stubbs 011ie Williams Members Absent: Cal Conklin Chris Cranias Hal Welch Others in Attendance: Jay Marder, City Liaison Penny Turner, Secretary The Meeting was called to order by the Chairman, Monte Olinger at 4:40 P.M. The Board recognized Mr. Conklin's and Mr. Welch's absences as excused. Jerry Mills moved to approve the Minutes of February 4, 1993, with the correction that Elizabeth Simons was in attendance and the correct spelling of Michael Goeb and Barbara Farrell. Seconded by Laura Straehla and carried by unanimous vote. Kay Bartholomew, representing First Street Gallery, etc. and Soup to Nuts, was present and submitted an Application for Certificate of Appropriateness to attach artificial garland and miniature lights to the existing awnings on the buildings at 201 East First Street and 203 East First Street. Mrs. Bartholomew explained that the intent for the garland and the lights was to bring additional attention to the businesses. Discussion was held regarding the proposed material not being historically accurate. Members of the Board were concerned that due to the length of the awnings, this type of decoration might be overwhelming. The Board concurred that having the lights on all year was a great idea. It was suggested that Mrs. Bartholomew submit another type of awning decoration for the Board's Consideration. HISTORIC PRESERVATION BOARD MEETING, CON'T Page 2 Jerry Mills moved to deny the Application for Certificate of Appropriateness to attach artificial garland and miniature lights to the existing awnings on the buildings at 201 East First Street and 203 East First Street. Seconded by Kevin Stubbs and motion was carried. Kay Bartholomew abstained from the vote. Discussion was held regarding the poor condition of the awning on the building at 121 East First Street. Mr. Olinger stated he would write a letter to Mr. Glenn McCall, the owner of the building, regarding the awning. Jim Riffle, representing Gulf Atlantic Title Agency, was present and submitted an Application for Certificate of Appropriateness to attach a 96" X 24" sign to the building at 109 W. Commercial and a 20" X 30" frosted crystal vinyl sign on two front windows. Discussion was held regarding how the sign will. be attached to the building. Further discussion was held regarding the frosted crystal vinyl. Mr. Riffle explained to the Board that it mimics frosted glass, it is transparent with a sandblasted effect. The signs will be black and white with the business logo. The sign will be enamel painted wood vinyl lettering. Jerry Mills moved to approve the Application for Certificate of Appropriateness to attach a 96" x 24" MDO Sign Board sign to the building at 109 W. Commercial Avenue and a 20" X 30" frosted crystal vinyl sign on two front windows. Discussion was held regarding the Sign Regulations indicating that window signs shall not be located between 4ft to 6 ft above grade. The Board questioned the regulations and concurred that the proposed window signs are appropriate. The Board indicated that this issue should be addressed at a future time. Motion was seconded by 011ie Williams and carried by unanimous vote. Bruce Lowie, representing Forever Fashions, was not present but submitted an Application for Certificate of Appropriateness to apply computer cut vinyl graphics to a valance material and secure valance material to existing awning using #12 metal screws in awning frame. Discussion was held regarding temporary type material. Section F, Performance Standards, in the Sign Regulations for the Downtown Commercial District indicate only permanent material allowed. Laura Straehla made a motion to table that application until the applicant can be present to discuss the Application for Certificate of Appropriateness. Seconded by Kevin Stubbs and under discussion, the Board recommended that the sign be painted on the existing awning by either removing and cleaning the awning or painting it while the awning was still attached to the building or replace it with a new awning with the sign applied to the new awning. Motion was carried by unanimous vote. HISTORIC PRESERVATION BOARD MEETING, CON'T. Page 3 Mrs. Straehla updated the board ,on the Mainstreet program. She stated that the Welcome Center will be opening soon. She informed the Board that she, Kay Bartholomew and Helen Stairs are Coordinating Chairpersons for the Mainstreet program. Mrs. Straehla is the design chairperson, Mrs. Bartholomew is the promotional chairperson and Ms. Stairs is the economic chairperson. She announced that Neil Fritz, Interim Program Coordinator, will speak tonight at the Sanford Historic Trust Meeting. He will speak to the Downtown Merchants Association at the First Street Gallery March 16, 1993. Jay Marder updated the Board on the Lake Monroe Waterfront Master Plan Project. The first phase of the project will be a series of four workshops to develop a vision formed by community consensus. This first phase of the riverfront planning process will provide the basis for phased development of physical improvements as well as direction for management, ie., organizational responsibilities, financial planning and programmatic activities. Meeting No. 1 will be held Wednesday, March 10, 1993, at the Holiday Inn Conference Room. This will be a meeting of the Steering Committee which includes approximately 15 persons. Mrs. Straehla, Mrs. Bartholomew and Mr. Mills are on the Steering Committee. Mr. Marder presented the Lake Monroe Waterfront Master Plan Resource Volume 1 and the Lake Monroe Waterfront Master Plan, History of the Sanford Waterfront. He commented on the fantastic job Alicia Clarke did in compiling the background of the History of the Waterfront. The National Trust is co- sponsoring a series of two -day regional conferences. The intent of the conference is to bring together people from surrounding states to share information and ideas on the Intermodal Surface Transportation Efficiency Act for transportation related projects. The conferences will be held April 30, 1993 through May 1, 1993. Laura Straehla made a motion to send a representative of the Historic Preservation Board to the Intermodal Surface Transportation Efficiency Act Conference. Seconded by 011ie Williams and carried by unanimous vote. Mrs. Turner presented the history of the Board's budget. It was suggested that the Board start considering projects for next year's budget. Mr. Olinger, Mr. Welch and Mr. Conklin will work together as a committee for next year's budget. Discussion was held regarding appropriate lettering styles for signs in the Downtown Commercial Historic District. It was suggested that 12 or 13 of the styles presented by Mr. Mills and Mrs. Bartholomew be used as a guide. Mr. Mills requested that the members make selections and provide him with copies of their selections in two weeks. Once Mr. Mills and Mrs. Bartholomew received proposed selection they will come back to the Board with the list for the Board's consideration. HISTORIC PRESERVATION BOARD MEETING, CON'T. Page 4 Mrs. Bartholomew informed the Board that she will be out of town and will not attend the meeting of April 1, 1993. Mrs. Bartholomew showed some of the photos which will be included in The Sanford Documentary exhibit at the First Street Gallery. The Documentary presents the photographs of CreadleIs master class on documentary photography under the direction of Peter Schreyer and Rick Lang. Mrs. Bartholomew told the Board that Artist Warren Wolfe will have an exhibit at the First Street Gallery, April 3, 1993. That same evening there will be the Super Saturday Night event on First Street. The St. Johns Festival is also being held this weekend. Jerry Mills made a motion to adjourn the meeting.
