032634MINUTE, CITY COMMISSION, SANFORD, FLORIDA, March 26, at 7:30 P M 1=$ 34 The City Commission of the City of Sanford, Florida, met in Regular Session at the City Hall in Sanford, Florida, at 7:30 O'Clock - P.M. March 26, 193-. Present: Commissioner W.A.Leffler, Mayor. " T.L.Dumas " H.J.Lehman " V.A.Speer " S.O.Shinholser City Attorney Fred R. Wilson City Clerk F.S.Lamson Chief of Police, R.G.Williams. Meeting called to order by the Chairman. Minutes of Regular meeting of March 12th, 193+ read and approved. The Commission was next advised that the Seminole County Chamber of Commerce had accepted the form of lease for the Yacht Club Building authorized at the regular meeting of March 12th., providing the City would put the building in a state of repair prior to its being turned over to that organization, the estimated cost of such repairs being between $60.00 and $70.00 Thereupon, Commissioner Dumas moved that the repairs necessary be authorized. Seconded by Commissioner Speer and carried. Communication next read from W.D.Bradford, Secretary of the City of Sanford Bondholders Protective Committee, advising of the purchase by Dofnos Corporation at a price of 13 flat, of two bonds Series ABBC , due July 1, 1930, and offering to sell these bonds to the City at the same price. Thereupon, Commissioner Speer moved that theClerk be instructed to purchase these bonds at the price offered. Seconded by Commissioner Dumas and carried. With reference to an inquiry from Mr. Keefe, Chairman of the Bondholders Protective Committee, as to what price the City will pay for its bonds, Commissioner Speer moved that the City authorize the purchase, if and when funds are available and until further notice of its bonds at a price not to exceed 13 flat. Seconded by Commissioner Dumas and carried. Commissioner Lehman next introduced Resolution No. 453 and moved its passage and adoption. A RESOLUTION BY THE CITY COMMISSIONERS OF THE CITY OF SANFORD, FLORIDA PROVIDING FOR THE CANCELLATION BY PERFORATION OF CERTAIN BONDS OF SAID CITY OF SANFORD NOW HELD BY IT AND IN THIS RESOLUTION PARTICULARLY DESCRIBED. WHEREAS the City of Sanford, Florida, now has in its possession certain bonds of said City of Sanford which have been received by said City in pay- ment of certain special assessments made by the City of Sanford, and certain bonds of said City of Sanford received by it in payment of delinquent taxes and miscellaneous items, and certain bonds of said City of Sanford purchased by said City from collections of delinquent taxes, which bonds are listed as follows, to-wit: 225 226 MINUTES CITY COMMISSION, SANFORD, FLORIDA,. ( Seal) Thereupon the bonds enumerated in Resolution No. 453 were canceled by perforation. Communication next received from Mr Henry McLaulin presenting bill for repair of damage to his store at 112 Park Avenue claimed to have been caused by the relaying of the sewer in the alley adjacent thereto,,a CWA project. Commissioner Speer moved that this bill be referred to the CWA, inasmuch as the work was not done by the City nor under its supervision. Seconed by Commissioner Lehman and carried. Ordinance No. 229 entitled: AN ORDINANCE MAKING IT UNLAWFUL TO OPERATE MANAGE CONDUCT, OR PARTICIPATE IN THE OPERATION MANAGEMENT OR CONDUCT; OF ANY PUBLI6 ENTERTAINMENT DANCE SHOW, EXHIBIT DEMONSTRATION,CARNIVAL, URA ENDNCE CONTEST, CONTEST OF SKILL OR SIMILAR ATTRACTION BETWE�N,THE HOURS OF 2 A.M. and 7 A.M. IN THE CITY OF SANFORD, FLORIDA, WITHOUT FIRS PROCURING A WRITTEN PERMIT FROM THE CITY COMMISSION OF SAID CITY SO TO DO, AND PROVIDING PENALTIES FOR THE VIOLATION HEREOF* placed upon its first reading at the regular meeting of March 12th, was next placed upon its second reading and read by the Clerk. Thereupon the question recurred upon the final passage and adoption of said ordinance No. 228. AND 7 A.M. IN THE CITY OF SANFORD, FLORIDA WITHOUT FIST PROCURING A WRITTEN PERMIT FROM THE CITY COMMISSION OF SAID CITY SO TO DO, AND PROVIDING PENALTIES FOR THE VIOLATION HEREOF. On motion duly carried, Ordinance No. 229 was ordered POSTED at the front door of the City Hall in the City of Sanford, Florida. On motion of Commissioner Lehman, seconded by Commissioner Dumas and carried $15.00 of the 1933 City of Sanford taxes against Lot 20 Fla. Land & Colo. Co. Celery Plantations was ordered canceled, this amount represents Widow's exemption for the owner, Mrs Margaret Richter. On recommendation of the Chief of Police, the Commission next approved the release from prison of Johnnie Brown, Case No. 20373, sentenced February 26th. to pay a fine of $15.00 or serve 35 days, on the payment of $10.00, 12 days of the sentence having been served. Commissioner Dumas next moved that the City contribute $15.00 towards the expense of the Governors Ball to be held at the Mayfair Hotel on April 6th. the proceeds from this ball to be used in the care of crippled children of the State of Florida. Seconded by Commissioner Speer and carried. With respect to the offer of the Umatilla Fruit Co. to lease the citrus grove at the Golf Course, the Clerk next presented report of the expenses of this grove for the past three years, together with offer of the Umatilla Fruit Co, to lease the grove at yearly rental of $150.00 in case the Commission refused to lease the grove under a grove maintenance and Citrus marketing contract. After careful consideration of the two methods of leasing this grove Commissioner Lehman moved that the grove be leased to the Umatilla Fruit Company for a period of two years from April 1st, 1934, under grove maintenance and citrus marketing contract. Seconded by Commissioner Shinholser and carried. Commissioner Speer next reported the manufacture of 1137 feet of 15 inch concrete pipe for the water department, at a cost of $ -47 per foot, and that with surplus materials 147 feet of 12 inch concrete pipe for the street department at a cost of $.20 per foot had been manufactured. Action approved. Commissioner Speer next reported on the need for completing the work at the Aviation field started as a CWA project but left unfinished. Decision deferred, pending action.to be taken by the FERA on the unfinished CWA projects. Commissioner Shinholser next reported that the former members of the City Zoning and Planning Commission had agreed to serve on the new Zoning and Planning Commission to be appointed by the Mayor, and that a further report would be made 0 1 at the next regular meeting of the City Commission. 2.27 2,28 MINUTES CITY COMMISSION, SANFORD, FLORIDA, March 26 at 7:30 P M 19-34 Commissioner Lehman next moved that agreement be executed between the City and Messrs. J.Robert Bruce and Clarence R.McLanahan, whereby these men are em- ployed to collect all occupational license taxes of insurance companies not paid during the period from the fiscal year 1926 -27 up to and including the fiscal year 1932 -33, the remuneration for their services to be 50 percent of the amount collected on account of such past due licenses. Seconded by Commissioner Shinholser and carried. The need for certain miscellaneous repairs to the fire station was next reported to the Commission, and on motion of Commissioner Lehman, seconded by Commission .-r Dumas and carried, matter was referred to the Mayor and Superintendent Moughton to make such repairs as are necessary. Fire Chief Cleveland next reported the need for two gas masks for his Department, and on motion duly carried, matter was referred to the Mayor with authority to act. Commissioner Dumas next moved that notice be given that the City of Sanford will extend the closing of the 1933 tax roll until May-lst. 1934 Seconded by Commissioner Shinholser and carried. 1'he Commission next approved delaying work on the project for replacing sanitary toilets with the type approved by the State Board of Health until a later date in order not to interfere with the project for relaying the City's sewer system. Instructions were next issued that the provisions of Section 342, revised ordinances of the City of Sanford, entitled " Nuisances Remaining on Premises" be enforced, and that a copy of this section be published in the newspaper.
