The City Commission of the City of Sanford, Florida met in Special Called
Session at the City Hall in Sanford, Florida at 2:30 P.M. April 18,193 4.
Present: Commissioner W.A.Leffler , Mayor.

Meeting called to order by the Chairman
The Chairman then announced that the meeting had been called to act upon
two applications received to acquire from the City that property in Section 25 Township
19 S.Range 30 E. lying south and east of the property owned by Mary B.H.Herring, obtained
from Randall Chase to satisfy bulkhead assessment liens.
Communication then read from Randall Chase making request to recover from the City
the above mentioned property and asking to be advised on what basis it would be agreeable
for him to recover this property; Mr Chase also advised the Commission, in another
communication, of some technical defect in the title to this property as well as that
which he owns adjoining it, and requested permission to enter suit on this property, in the
own
name of the City of Sanford, at the same time that suit is brought on his /property, for
purposes of perfecting the title and having the cloud removed, it being understood that
no expense is to be incurred by the City in connection with this suit.
Communication next read from R. B.Wight requesting that the City grant to him,
or to his assigns, an option for ninety days to lease for a period of ten years, with
option to purchase at a definite figure during the life of said lease or at expiration of
lease the option to release for an additional ten years that portion of the above
described property lying immediately east of the property belonging to Mary B.H.Herring,
together with riparian rights, it being the intention to construct a dock warehouse of
not less than 5000 square feet floor space,such improvement to become the property of the
City.
After careful consideration Commissioner Dumas moved that the request of Randall
Chase to enter suit on this property in the name of the City of Sanford for purposes of
quieting the title thereto be granted.
Seconded by Commissioner Lehman and carried.
Commissioner Lehman moved that no action be taken upon Mr Chase's request to recover
this property.
Commissioner Dumas offers the amendment; for the reason that Mr. Chase has made
no clear and distirtot offer for the property in question and due to the fact that at
this time the Commission has not definitely determined whether it cares to sell the
property.
Commissioner Speer offers the amendment: and that the Commission is doubtful
of its ability to convey a merchantable title at the present time due to the judgments
against the City.
Amendments accepted.
Motion as amended seconded by Commissioner Dumas and carried.
Consideration next given to request of Mr. Wight.
Thereupon the City Attorney was instructed to prepare lease for this property, to

be considered-by the Commission at the next regular meeting, embodying the following:
Lease to be with R.B.Wight, or assigns, for period of ten years, at a rental
of $300.00 per year, plus State and County Taxes, plus value of City taxes if it
were assessed.
Option for renewal at end of that period for an additional 5 years at a figure
to be based upon value at that time, such value in case of disagreement to be deter-
mined by an arbitration board. Improvements to become City property as soon as con-
structed.
The meeting then adjourned.
