The City Commission of the City of Sanford, Florida, met in Regular Sessiom
at the City Hall in Sanford, Florida, at 7:30 O'Clock P.M. August 13, 1934•

Meeting called to order by the Chairman.
Minutes of Regular Meeting of July 23rd. 1934, read and approved.
Current invoices for the month of July 1934, properly audited and
vouchered as evidenced by vouchers nos. 6204 through 6253, submitted, examined,
approved and payment ordered.
Monthly reports of the Streets, Sanitation, Health, Water and Library
Departments for the month of July 1934, submitted and examined.
Financial Statement and Statement of Revenues and Expenditures during the
month of July 1934, submitted and examined.
Bank statements in all accounts for the month of July 1934, properly
reconciled, submitted and examined.
The Commission next proceeded to sit as a Tax Equalization Board to
act upon complaints or objections as to 1934 tax assessments presented at the
meeting of July 2nd. or subsequently filed with the Clerk as follows:

Mr. H.H. Coleman and Mr. A.B.Crosby, representing the Florida Power & Light
Company, next requested a reduction in the personal property assessment against
this Company for the year 1934 from $270,000.00 to $200,000 00.
Action deferred pending receipt of figures as to the personal property of
this Company within the corporate limits of Sanford to substantiate the claim of

There being no further objections or complaints presented, the Commission
adjourned as an Equalization Board and proceeded to what other business that may come
before it.
Application of Albert Hall to construct 20 x 30 frame building with galvanized
iron walls and roof on Lot 1 Block 13 Tier 1 next approved, provided construction is
in accordance with the building code and new gilvanized iron is used.
Bid next received from J.S.Hall for pulling approximately 700 piles from in
and around the dock and boat basin located at the foot of Park Avenue, at a cost of
$900.00, and same was taken under consideration.
Communication next read from E.P.OAens Jr. Secretary, Florida League of
Municipalities, calling a conference at Orlando on August 22nd. and 23rd. to
thoroughly consider the debt situation of the various municipalities throughout the
State and to determine if possible a uniform procedure to be followed in availing
themselves of the full benefits of the.Wilcox Municipal Bankruptcy Act.
Thereupon the Commission endorsed the proposed meeting and authorized the
attendance of as many of the members as possible.
The Clerk next presented bids received for general repairs to the pavillion
at the Municipal Cemetery as follows:

After comparison of the bids received and the qualifications of the bidders,
Commissioner Speer moved that the contract be awarded to Clarence Smith at a price
of $435.00
Seconded by Commissioner Shinholser and carried.
'thereupon the Clerk was instructed to return the $10.00 deposits furnished
by each of the unsuccessful bidders.
Commissioner Dumas next moved the payment of $416.00 from funds accrued for
that purpose to apply on judgment of DeCottes and Boggs.
Seconded by Commissioner Speer and .carried.
With reference to a proposed project for replacing all sanitary toilets in the
City limits with a pit type approved by the State Board of Health and as required by
Ordinance No. 227, the, project contemplating the necessary labor being furnished by the
FERA, the property owner to pay for the cost of materials, Commissioner Speer next
moved that the project as outlined be approved, and that the City set up a revolving
fund of $500.00 to be used for the purchase of materials for these toilets, this
fund to be replenished as collections are made from the owners of property where
these toilets are constructed.
Seconded by Commissioner Lehman and carried.
The Commission next approved a project sponsored by the State Board of
Health for the prevention of the spread of Dengue Fever, this project embodying
the weekly inspection of all property within the City limits by a corps of

inspectors to be furnished by the FERA with a view to eliminating the breeding
places of the mosquito which carries the germ of this disease, this work to be under
the supervision of Inspectors Paxton and Marshall.
The question next arose as to the need of a census of the population of
the City.
Thereupon Commissioner Speer moved that a request be made on the FERA for
a project to make a census of the City of Sanford.
Seconded by Commissioner Lehman and carried.
The Clerk was next instructed to advertise for sale and removal from the
premises several houses owned by the City which in the opinion of the Commission
should be demolished as either unsightly or fire hazards.
In view of the urgent need of an additional new truck for the street
department and a new automobile for the Police Department, in order that these
departments may operate more efficiently, Commissioner Speer next moved that the City
ask for bids for this much needed equipment.
Seconded by Commissioner Lehman and carried.
Superintendent Moughton next reported the need for air wheels for Fordson
tractor used by the Street Department, and on motion duly carried, bids were ordered
obtained for this equipment.
Commissioner Speer next reported the offer of the Government to install
electric lighting equipment around the Municipal Aviation Field provided the City
will pay for the electric current consumed.
Action deferred pending receipt of estimate of monthly cost to the City.
City.Attorney Wils9n next presented proposed lease with E.A.Londonberg,
as amended in accordance with instructions of the.City Commisson under date of July
23rd. , for lost 2,4 and 8 of Block %, St. Gertrude `s Addition, and on motion of
Commissioner Dumas, seconded by Commissioner Shinholser and carried, same was
approved and the Mayor and Clerk instructed to execute same on the part of the City.
Commissioner Speer next moved approval of the purchase of Bonds Nos. 111 /115
Series Improvement dated 7/2/23 ( special Assessment) at a price of 15 flat.
Seconded by Commissioner Dumas and carried.
Commissioner Speer next moved the approval of the purchase of two LaFrance
Shut Off Nozzles for the Fire Department at a cost of $80.00.
Seconded by Commissioner Dumas and carried.
Superintendent Moughton next presented giivanized iron trash container
manufactured by L B Hodgins at a cost of $15.00 , and on motion of Commissioner
and carried
Speer , seconded by Commissioner Lehman/ six more were ordered purchased to
be placed along First Street in the business district.
Commissioner Speer next moved approval of payment of Nye Odorless Crematory
Note for $1,000.00, together with interest coupon for $30.00, both note and coupon
having fallen due on August 1st, 1934.

Seconded by Commissioner Dumas and carried.
Communication next read from. C C Lee requesting that ditch be opened from
Pecan Avenue to Mill Creek on West Sixth Street and same was referred to Superintendent
Moughton.
Permission next granted Miss Woodcock,_ 300 Elm Ave. to remove small oak tree
from the parkway in front of her home.
The Clerk next presented delinquent personal tax list for the year
1933 and on motion duly carried same was ordered placed in the hands of Deputy
Tax Collector on September 1st., Tax Collector Ellen Hoy in the meantime to send
out final notices to that effect.
With reference to three houses located in Pinehurst Subdivision, upon
which the State and County Tax Certificates have been purchased and foreclosure
proceedings started, the City having been made a party thereto, Commissioner Speer
moved that the City Attorney be authorized to protect the City's interests at the
sale to be held on September 3rd.
Seconded by Commissioner Lehman and carried.
Communication next read from R.W.Flowers, sentenced in the Municipal Court on
August 6th. 1934, to pay a total of $31.00 or serve 70 days in jail, requesting
to be released on the payment on $10.00, the balance to be paid by October let., next.
Matter referred to Mayor and Chief of Police to handle.
There being no further business, the meeting adjourned.
