The City Commission of the City of Sanford, Florida, met in Regular SessiolL
at the City Hall in Sanford, Florida, at 7:30 O'Clock P.M. July 23rd. 1934.

Meeting called to order by the Chairman.
Minutes of Regular Meeting of July 9th, 1934, read and approved.
Mr. Alex R.Johnson, vocational agricultural teacher at Seminole High School,
next presented request for financial assistance to help defray expenses of sending
a team from Seminole Chapter, Future Farmers of America to participate in the National
Live Stock Judging Contest to be held in Kansas City, Missouri on October 20th. next.
Thereupon in view of the fact that Sanford is primarily an agricultural
community and directly concerned with the proper training of its future farmers,
Commissioner Shinholser moved that the City donate $25.00 for this purpose.
y Seconded by Commissioner Speer and carried.
Consideration was next given to the bids received at the regular meeting of
July 9th for furnishing one 1i ton truok for use by the Street Department.
Thereupon Commissioner Speer moved that the oonraot be awarded to the
Proctor Chevrolet Company at a price of $795.57•-
Seconded by Commissioner Shinholser and carried.
Consideration was next given to request received from E.P.Owen Jr. , Secretary
of the Florida League of Municipalities for financial assistance in carrying on the
activities of this Organisation.
Thereupon , in view of the fact that the Florida League of Municipalities is
performing a very necessary function and is worthy of any assistance this City may be
able to render, Commissioner Shinholser moved that.$250.00 be donated to assist the League
in carrying on its work.
Seconded by Commissioner Lehman and carried.
Request ngxt received from the Standard Oil Company for permit to extend its
proposed dock 135 feet into lake Monroe instead of 125 feet as originally planned.
Thereupon Commissioner Speer moved that permit for the additional 10 feet be
granted.
Seconded by Commissioner Lehman and carried.
The Clerk neat reported the need for a coat of Asphalt on the roof over the
reservoir at the City Water Pumping Station, and on motion of Commissioner Speer,
seconded by Commissioner Lehman and carried, bids for this work were ordered advertised
for.

On reoommendation of Chief of Police Williams, the Commission neat approved
the suspension, on account of sickness of $10.00 of the fine of LeRoy Washington,
Case No. 20660, fined in the Municipal Court on June 18th, 19341 to pay $25.00 or
serve 50 days.
City Attorney Wilson next reported having interviewed Mr. W.R.O'Neil with
reference to his expressed intention of bringing suit on certain past due City of
Sanford bonds and interest coupons held by the United Mutual Life Insurance Company.
Matter then ordered referred to the City of Sanford Bondholders Protective
Committee for their attention.
Proposed lease with E.A.Londenberg for lots, 2,4 and 8 of Blk X. St. Gertrude's
Addition for one year from July lst,.1934 next ordered amended so as to allow the City
to use that part of this property not under cultivation as a City Dump.
Commissioner Speer next introduced the following resolution and moved its
passage and adoption:
WHEREAS, a great many of the Florida cities are in default in the payment of
their bonds and interest coupons and it is necessary that some policy be adopted with
a view to determining the proper method and time to refinance such bonded indebtedness,
and
WHEREAS, the City Commission of the City of Sanford, Florida, deems this to be
of vital imp"tance not only to the City of Sanford, but to every other City of the
Florida League of Municipalities,
and
WHEREAS , the City Commission of the City of Sanford, Florida, is of the opinion
that the suggestion contained in the editorial on Page 17 of the June issue of the
Florida Municipal Record entitled " AOonference in the Offing$,should be carried out.
NOW, THEREFORE BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that the proper officials of the Florida League of Municipalities be requested
to immediately call a meeting of the heads of the different cities which are members of
this League, to meet at some central point in the State of Florida as soon as possible
and there discuss the debt problems confronting the cities of Florida, especially as to
whether this is the proper time for refunding the bonded indebtedness and as near as
possible, outline some uniform method to pursue.
BE.IT FURTHER RESOLVED that Hon. Mark Wilcox and Hon. J.Hardin Peterson,
Members of Congress from Florida, be requested to attend this meeting and give their advice
towards solving this serious problem.
BE IT FURTHER RESOLVED that a oopy of this resolution be forwarded to the Secretary
of the Florida League of Municipalities.
Said Resolution was then seconded by Commissioner Shinholser and carried,.
With reference to the efforts of the City Commission to secure for the State
Marketing Board a suitable location for a Farmer's Exchange in Sanford, and the offer
heretofore made to give for this purpose a twenty acre tract in the so- called French
property lying south of Thirteenth Street and West of French Avenue, this propery
having been recently acquired by the City through foreclosure of tax liens, minutes

of a special conference held at Mine O'Clook A.Y. July 11th. 1934, between the City
Commission and John Meisoh and E.F.Housholder representing the County Commissionee,
concerning this matter were next ordered made a matter of record on the minutes of this
meeting. Said minutes being as follows:

Mr. Housholder explained that the County had stepped into the picture due to the
apparent refusal of A.V.Frenoh to deal with the City in its endeavor to remove, as soon as
possible, all obstacles which might hinder the giving of a clear title to this property,
and with the understanding that the City was willing for them to make the best deal possible
In order to expedite this matter. That the Attorney General had advised that the State
and County taxes could not be waived and that the only way the matter could be handled so
far as these taxes are concerned would be to foreclose on the State and County Certificates
and the Internal Improvement Fund buy in the property. Then deed the agreed acreage to the
State Marketing Board for the Farmer's Exchange, an agreed acreage to A.V.French in ex-
change for a quit -olaim deed to the whole property in order to expedite the beginning of
work on the project, and the balance to the Seminole Board of Public Instruction to be
used for school purposes. That working on the presumption that the City was in accord
with their making the best deal possible, they had agreed to deed twenty acres as previously
outlined to the Market Bureau, ten acres including his house and barns , with a frontage
of 600 feet on French Avenue to A.V.Freneh, and the balance to be deeded to the Seminole
County Board of Public Instruction. That on such agreement, Mr. French had quit- olaimed
to the County his right to all of the property in this tract ( fifty acres more or less)
and that the Internal Improvement Board had agreed to deed back to him the following
described property, comprising approximately 10 acres: Beg. at a point 900.35 ft. south
and 41 feet. west of the N.E.Corner of the N.W. 1/4 of Seo. 36 Tp. 19 S.R. 30 E. Run
S. 60o ft. W. 726 Ft. N. 60o ft. ]6. 726 Ft. to Beginning.
After a thorough discussion of the matter, Commissioner Speer offered the fol-
lowing Resolution:
That in view of the advancement of the negotiations between the City, County,
Internal Improvement Board, and A.V.Frenoh, for the clearing of title to the property
to be given.for the establishment of a Farmer's Exchange , that the City acquiesce in the
State's foreclosure of the State and County Tax Liens against the property, accepting the
conditions and agreements for the division of the lands, as outlined, provided, however,
that provision is made on the eastern boundary of the prpperty whereby a sidewalk can
be constructed in line with the sidewalk line on the west side of French Avenue; that
in the event of the abandonment of the Marketing.Bureau the property given for that

purpose to be deeded back to the City; and that the Internal Improvement Board
be requested to deed to the City that part of the so- called French Property
lying north of Thirteenth Street.
Seconded by Commissioner Lehman and carried unanimously."

Consideration was next given to the proposed agreement presented by the
Florida Power & Light Company with respect to furnishing for a period of ten
years approximately 50 per vent more street lights than are now in operation, and
on motion duly carried, City Attorney Wilson was instructed to redraft said agreement
eliminating therefrom the clauses ratifying and approving all previous contracts and
agreements.
Communication next read from. Superintendent James Boughton outlining needs of
the Street Department and same was ordered filed for consideration when preparing.
the 1934 -1935 budget.
Instructions neat issued to have "No-U- ?urn" signs painted at the intersection
of Park Avenue and Comae roial Street.
City Attorney Wilson nxt presented bill for $189.45 covering expenses and fees
in connection with the suit to determine the status of property acquired through
foreclosure of tax certificates insofar as judgments against the City are concerned,
and motion duly carried, m9me was approved and ordered paid.
The meeting then adjourned.
