M I N U T E S HISTORIC PRESERVATION BOARD MEETING August 5, 1993 4:30 P.M. City Commission Conference Room City Hall, Sanford, Florida Members Present: Monte Olinger, Chairman Kay Bartholomew Chris Cranias Jerry Mills Elizabeth Simons Laura Straehla Kevin Stubbs Hal Welch 011ie Williams Members Absent: Altermese Bentley Cal Conklin Others in Attendance: Penny Turner, Secretary The Meeting was called to order by the Chairman, 'Monte Olinger, at 4:40 P.M. The Board recognized Mrs. Bentley's absence as excused. Jerry Mills moved to approve Minutes of July 1, 1993. Seconded by Chris Cranias and carried by unanimous vote. Barbara Ferrell, owner of the building at 109 Palmetto Avenue, was present and submitted an Application for Certificate of Appropriateness to make changes to the exterior of the building. Ms. Ferrell proposed the following changes: 1) Remove the existing overhead doors and awning to be replaced with a new entry facade, 2) Retain all original architectural details and exposing previously covered features, 3) Exterior stucco to be repaired and painted. Ms. Ferrell explained that the colors of paint selected was Lanchaster Whitewash for the body, Glouster Sage for the detail, Hadley Red for the frame, and black and white muted color stripes for the canvas awning. Jerry Mills moved to approve the Application for Certificate of Appropriateness to make the changes to the exterior of the building at 109 Palmetto Avenue as submitted. Seconded by Kay Bartholomew and carried by unanimous vote. HISTORIC PRESERVATION BOARD MEETING PAGE 2 Lary Galphin was present and submitted an Application for Certificate of Appropriateness to attach a 48" X 18 1/2" MDO double face hanging sign to the building at 217 East First Street. Discussion was held regarding the size of the sign not meeting the Sign Regulations. The Board recommended that Mr. Galphin reduce the dimensions of the sign to 42" X 16" to meet the Sign Requirement that hanging signs shall not exceed 4 square feet. Jerry Mills moved to approve the Application for Certif icate of Appropriateness to attach a 42" X 16." hanging sign to the building at 217 East First Street. Seconded by Chris Cranias and carried by unanimous vote. The Board did a courtesy review of the purposed plans for First Baptist Church of Sanford. They Board felt that it is good having a large church in downtown Sanford that brings people to the area. The Board commended the Church Committee for their efforts with the exception of the colonnade and arcade. They expressed concern regarding the proportion and design of the arches, as well as the massive scale of brick on the building. Several of the members felt that the building needs some penetration such as decorative windows to break up the facade. They felt that the setbacks in the proposed plans were appropriate and traditional in downtown areas. It was also expressed that it was good that an attempt to make an architectural connection from the old to the new was being made. Discussion was held regarding the appropriate sign lettering styles for signs in the Downtown Commercial Historic District. Mr. Mills suggested that the secretary compile 8 1/2 X 11 pamphlets of the approved lettering styles and have them Public assessable at City Hall. Mr. Cranias updated the Board on Main Street Program. The application to become a Florida Main Street Community has been completed. The Main Street group will present the application in Ocoee August 24, 1993. Mr. Cranias stated that the application looks very encouraging and strong. The financial status is positive. Currently, $22,000 has been raised for the program, the goal is to raise $30,000. Mr. Cranias invited the Board to join the group in Ocoee. He stated that community support is advantageous. Mrs. Straehla updated the Board on the Andres Duany project. The plan, with all the changes, is tentatively on the August 30, 1993, Work Session Agenda for the City Commission to review. She explained that if the plan is accepted it will really effect the Historic Preservation Board. Any exterior renovation or restorations, addition, or new construction which happens within the National Register District of the Residential District will HISTORIC PRESERVATION BOARD PAGE 3 come before the Board. Discussion was held regarding the workload increasing for the Board, the best time to have meetingsā€¢ and how often to have them to accommodate homeowners. Mrs. Straehla recommended waiting a few - .months to see. how much it increases the workload and then determine what will help the homeowners the most. Jerry Mills moved to adjourn.
