The City Commission of the City of Sanford, Florida, met in Regular Session at
the City Hall in Sanford, Florida, at 7:30 O'Clock P.M.March 12, 1934.
Present: Commissioner W.A.Leffler, Mayor.

Meeting called to order by the Chairman.
Minutes of regular meeting of February 26, 1934 read and approved.
Current invoices for the month of February 1934, properly audited and vouchered,
as evidenced by vouchers Nos. 5845 through 5906, submitted, examined, approved and
payment ordered.
Monthly report of the streets, sanitation, health, water and library departments
for the month of February 1934, submitted and examined.
Financial statement and statement of revenues and expenditures during the
month of February 1934, submitted and examined.
Bank statements in all accounts properly reconciled, submitted and examined.
Albert Hall next appeared with further request that condemnation proceedings
against building located on Lots 1, 2 and 3 of Block 2 Chapman & Tucker's Addition
be discontinued.
Request refused.
Mrs Pearl Hansell next requested permit to park automobiles overnight on the
parkways in front of the Montezuma Hotel.
Matter referred to Chief of Police to investigate and report at next meeting.
Commissioner Speer next reported that 15 inch concrete pipe suitable for con-
veying water from the wells to the City reservoir can be manufactured at a cost to
the city of 55 cents per foot, by utilizing the McCracken Concrete Pipe Plant.
Thereupon Commissioner Shinholser moved that the manufacture of 1000 feet of
15 inch concrete pipe for this purpose be approved and that the Mayor be authorized
to have the work done when plans have been perfected.
Seconded by Commissioner Lehman and carried.
Commissioner Dumas next introduced Resolution No. 452 and moved its passage and
adoption.

WHEREAS, The City Commissioners of the City of Sanford, Florida, did on the
26th day of February 1934, pass and adopt RESOLUTION No. 451 entitled " A RESOLUTION PRO-
VIDING FOR THE DEIvIOLISHIv04T AND REMOVAL OF THAT CERTAIN BUILDING LOCATED UPON Lots 1,
2 and 3 of BLOCK 2 OF CHAPMAN AND TUCKER'S ADDITION TO THE CITY OF SANFORD,FLORIDA; and
WHEREAS, pursuant to the terms of said RESOLUTION NO.451 , a true and correct copy
thereof was served upon all parties interested in said building, which said resolution
requires such parties to show cause at the regular meeting of the City Commission of the
City of Sanford, Florida, on this the 12th day of March 1934, why the building mentioned
in said RESOLUTION NO. 451 should not be demolished and removed; and,
WHEREAS, no parties interested in said building have shown cause on this date,
pursuant to the terms of said resolution, why the same should not be demolished and re-
moved:
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSIONERS of the City of Sanford,
Florida, that that certain building constructed of wood and galvanized metal, and
located upon lots 1,2 and 3 of Block 2 of Chapman & Tucker's Addition to the City of
Sanford, Florida, be demolished and removed by the Sanitary Inspector of the City
Of Sanford, Florida.
BE IT FURTHER RESOLVED, That this Resolution shall become effective immediately
upon its passage and adoption.
Passed and adopted on this the 12th day of March 1934.

As the City Commission of the
City of Sanford, Florida.
Instructions were then issued that demolishment of the building condemned by
Resolution No. 452 be held up for two weeks in order to allow the owner opportunity
to put it in such condition as will comply with the requirements of ordinances govern-
ing buildings in the fire limits.
The:. Clerk next reported that the Bondholders Protective Committee had ob-
tained a. writ of mandamus calling for the payment from waterworks funds the sum of
$17,297.50 covering past due waterworks bond interest coupons held by the Committee.
Thereupon Commissioner Lehman moved that payment be made in accordance with the
terms of the writ of mandamus.
Seconded by Commissioner Shinholser and carried.
Communication next read from M.B.Bellamy and T.T.Green , citizens of Goldsboro,
Re an alleged indebtedness of Goldsboro at the time it became a part of Sanford in 1911.

Matter referred to the City Attorney for investigation.
Instructions were next issued to City Attorney `Nilson to bring suit on all tax
certificates over two years old against lots in First Street Extension upon which
proceedings have not already been brought.
The Clerk next reported sufficient six and eight inch cast iron water pipe either
on hand or available through salvaging, to extend the water main from the corner of
Seminole Boulevard and Park Avenue westwardly along Seminole Boulevard approximately
1150 feet, and that the Standard Oil Company and the Central Florida Transporation
Company had agreed to defray a portion of the cost of this project.
Thereupon instructions were issued to extend the water main as outlined and
install a fire hydrant at such point as will furnish maximum fire protection to the lo-
cality to be served.
Request next received from the Orange State Oil Company, through Mr. H.B.Pope,
Agent, to construct concrete driveways across the parkway on Myrtle Avenue adjacent
to their property located at the southwest corner of Myrtle Avenue and Seminole Boulevard.
Commissioner Lehman moved that the request be granted.
Seconded by Commissioner Speer end carried.
Commissioner Dumas next moved the payment of $450.00 from funds applicable
thereto, to apply on the judgment obtained by Messrs DeCottes end Boggs.
Seconded by Commissioner Speer and carried.
Consideration was next given to a proposal to turn the Yacht Club Building over
to the Seminole County Chamber of Commerce to be used as headquarters for that organi-
zation, on a three years lease at nominal rental, the Chamber of Comae rce to maintain
the building after taking possession.
After considerable discussion, Commissioner Dumas moved that lease agreement as
outlined be presented to the Seminole County Chamber of Commerce and if acceptable
to that organization, that the Mayor and Clerk be authorized to execute same on behalf
of the City of Sanford.
Seconded by Commissioner Speer and carried.
With reference to the proposition of the Umatilla Fruit Company to lease the
Golf Course orange grove on a. grove maintenance and citrus marketing contract, the
Clerk was next instructed to obtain from this Company, which has had charge of the
grove for the past three years, a statement of expenditures and receipts of this
grove during that period, and to request an offer to lease the grove on a flat cash
basis with guarantee of its upkeep.
Invoice of the Seminole County Sentinel amounting to $26.00 covering legal
advertising during February next presented and on motion of Commissioner Speer,
seconded by Commissioner Shinholser and carried the same was approved and ordered
paid.
City Attorney Wilson next reported on the status of the City Zoning and Planning
Commission and the authority of the City Commission to appoint such a Commission
under Chapter 13388 passed by the Legislature of the State of Florida in 1927.
Thereupon Commissioner Lehman moved that the City of Sanford appoint a City
Zoning and Planning Commission under authority of Chapter 13388, and that the Mayor
be authorized to designate the names of those who are to serve on that Commission.

Seconded by Commissioner Dumas and carried.
On motion of Commissioner Speer , seconded by Commissioner Dumas and
carried, bills of City Attorney Wilson totalling $163.17 covering services and
expenses in connection with foreclosure of tax certificates were next approved and
ordered paid.
Commissioner Speer next introduced Ordinance entitled:

THE OPERATION,MANAGEMENT OR CONDUCT OF ANY PUBLIC ENTERTAINMENT ,DANCE,SHOW,EXHIBIT,
DEMONSTRATION, CARNIVAL, ENDURANCE CONTEST, CONTEST OF SKILL OR SIMILAR ATTRACTION
BETWEEN THE HOURS OF TNO A.M. AND SEVEN A.M. IN THE CITY OF SANFORD, FLORIDA,
WITHOUT FIRST PROCURING A WRITTEN PERMIT FROM THE CITY COMMISSION OF SAID CITY SO TO
DO, AND PROVIDING PENALTIES FOR THE VIOLATION HEREOF.
and same was placed upon its first reading and read in full by the Clerk.
