The City Commission of the City of Sanford, Florida., met in Regular Session at
the City Hall in Sanford, Florida, at 7:30 O'Clook P.M. January 22, 1934.

Meeting called to order by the Chairman.
Minutes of Regular Meeting of January Sth, 1934 read and approved.
W.L.Cooper, representing the Sanford Building & Loan Association next appeared
and requested bill of sale for personal property of the Davis Apartments, it appearing
that the City levied on this property for delinquent personal taxes and that at the
sale conducted by theDeputy Tax Collector the best bid received was that of the
Building & Loan Association amounting to $25.00
Thereupon , in view of the fact that the City's claim was not protected at
the time of..the sale, Commissioner Speer moved that the bid of Sanford Building & Loan
Association be accepted and that at all future sales of this nature, the Tax Collector
be authorized and instructed to bid for the property the full amount of theCity's
claims.
Seconded by Commissioner Dumas and carried.
The Clerk next presented A�lnntic National Bank of Jacksonville Depository Receipt
No.A -292, dated January 19, 1934, covering 2 - $5,000.00 United States Treasury Notes,
pledged as additional security for City deposits in the Sanford Atlariic National baaak,
and on motion of Commissioner Speer, seconded by Commissioner Dumas and carried, same was
approved and accepted.
Discussion next arose concerning the inability to complete the OWA project for
replacing approximately 20,000 feet of the City's sewers by February 15th.
Thereupon Commissioner Lehman moved that Commissioner Speer be authorised to
prepare supplemental estimate for the completion of this project, for submission to
the CWA Board in the event there is an extension of the CWA work afterFebruary 15th.
Seconded by Commissioner Shinholser and carried.
R J Holly Jr. next appeared with further reference to the OWA project for replacing
sanitary toilets with Standard Design approved by the State Board of Health, the
City to pay for cost of materials while the OWA is to furnish all labor.
After consideration of bids received covering the cost of materials for these
toilets, Mr. Holly was advised that the City will consider appropriating $1.50 per
toilet provided the property owners will pay the balance of the cost of materials.
Bids next received for furnishing four police uniforms and five firemen's
uniforms as follows:

Thereupon, on motion duly carried, the matter was referred to Commissioner Speer
tohandle with authority to act.
The Clerk was next authorized to purchase from Dofnos Corporation from funds applica-
ble for that purpose, at a price of 10 flat City_ of Sanford Bond No. 197 Series ABBC,
said bond having been reduced to judgment.
Request next received from the Sanford Tennis Club ( colored) by Prof. Kirby Minott,
President, George H .Starke, Treas. and Prof. H.Douglas, Secy. for permission to ask
the CWA for funds to construct a tennis court on two City-owned lots located at the N.W.
Corner of Eighth Street and Willow Ave.
On motion of Commissioner Speer, seconded by Commissioner Lehman and carried, request
granted.
Commissioner Dumas next moved payment of $560.00 to DeCottes & Boggs, to apply on judg-
ment obtained against the City, this payment to be made from funds applicable for that
purpose.
Seconded by Commissioner Lehman and carried.
On motion of Commissioner Dumas, seconded by Commissioner Speer and carried, the Clerk
was next instructed to make payment of $93.33 to the Chamber of Commerce and $50.00 to the
Sanford Country Club, these amounts representing the January payments appropriated for
this purpose.
On motion of Commissioner Dumas, seconded by, Commissioner Shinholser and carried, the
Clerk was next instructed to make payment of six months interest, due February lst., amount-
ing to $30.00 on Nye Odorless Crematory Note, and also note of Central Foundry Company,
together with accrued interest thereon , totalling $1261.09, also due February 1st,
Commissioner Speer next introduced Ordinance No, 225,.entitled:
a AN ORDINANCE FORBIDDING THE PARKING OF MOTOR VEHICLES OF CERTAIN LENGTHS ON ANY
OF THE STREETS OR AVENUES OF THE CITY OF SANFORD, FLORIDA, WHERE DIAGONAL PARKING SPACES
ON SUCH STREETS ARE PROBIDED BY LINES PAINTED THEREON, AND REQUIRING SUCH MOTOR VEHICLES
TO BE PARKED PARALLEL TO THE CURB OF STREETS OR AVENUES ON WHICH THE SAME MAY BE PARKED,
AND REQUIRING MOTOR TRUCKS, WHEN PARKED'ON ANY OF THE STREETS OR AVENUES OF THE CITY OF
SANFORD, FLORIDA, BETWEEN SUNDOWN AND SUN -UP TO MAINTAIN AND KEEP BURNING LIGHTS THEREON
INDICATING THE EXTERIOR BOUNDARIES OF SUCH TRUft AND ALSO A REAR END LIGHT, AND PROVIDING
PENALTY FOR THE VIOLATION OF THIS ORDINANCE.a
and same was placed on its first reading and read in full by the Clerk.
Thereupon Commissioner Speer moved that the rules be waived and said Ordinance No.
225 be placed upon its final passage and adoption.

Thereupon Ordinance No. 225 was placed upon its final passage and adoption

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance No. 225 entitled:
*An Ordinance forbidding the parking of Motor Vehicles of certain lengths on
any of the streets or avenues of the City of Sanford, Florida, where diagonal parking
spaces on such streets are provided by lines painted thereon, and requiring such
Motor Vehicles to be parked parallel to the curb of streets or avenues on which the
same may be parked, and requiring motor twucks, when parked on any of the Streets or
Avenues of the City of Sanford, Florida, between sundown -and sunup, to maintain
and keep burning lights thereon indicating the exterior boundaries of such truck and
also a rear end light, and providing penalty for the violation of this Ordinance."
On motion duly adopted Ordinance No. 225 was ordered POSTED at the front door of the
City Hall in the City of Sanford, Florida.
Commissioner Lehman next introduced Ordinance No. 226 entitled:
MAN ORDINANCE REQUIRING THE PAYMENT OF A LICENSE TAX AND THE PRO -
CURING OF A LICENSE BY ANY PERSON ENGAGED IN"BUSINESS'FOR HIMSELF AS A PLUMBER
IN THE CITY OF SANFORD, FLORIDA, AND PROVIDING A PENALTY FOR THE VIOLATIONG OF
THIS ORDINANCE.
and same was placed on its first reading and read in full by the Clerk.
In connection with the proposed Ordinance prohibiting the sale of indecent and
obscene magazines and books in the City of Sanford, on motion of Commissioner
Shinholser, seconded by Commissioner Lehman and carried, this matter was held over for
further consideration.
A Committee comprising the Mayor and Commissioner Shinholser and Speer was next
appointed to investigate the condition of the Municipal Pier, Band Shell and Memorial
Fountain and report their recommendations as to what reconditioning action should
be taken.
The Clerk was next instructed to obtain information concerning the equipping of
one street sweeper with pneumatic tires.
Fire Chief Cleveland next reported the necessity for new tires for Fire Truck No. 1
and on motion of Commissioner Lehman, seconded by Commissioner Dumas and carried,
bids were ordered obtained.
The meeting then adjourned.
