Action deferred pending demonstration and examination of the different On motion duly adopted, the Commission next approved issuance of permit to the Sun Oil Co. to construct bulk gas and oil storage plant to be 108.ted on the East side of North French Avenue immediately south of that property acquired by the City From Randall Chase, subject to approval by the Commission of detailed plans therefor. Communication next read from A.B.Crosby, Tax Commissioner, Florida Power and Light Company stating his inability to furnish complete inventory of Florida Power & Light Company's properties within the present City limits in time to present to the Com- mission and that in addition the cost of such in inventory being taken would more than offset any reduction in personal property they may hope to obtain thereby. Thereupon, in view of the fact that no evidence had been presented showing overassessment, the personal tax assessment against the Florida Power & Light Company for the year 1934 was allowed to remain at $270,000.00 and the Real Assessment against the following described property allowed to remain at $51,745.00 Beg. at point on N. line of St. Gertrude Ave. 4 ft. E. of W. line of Sec. 26 Tp. 19 R. 30, run N. 465 ft. to Ry. S.Ely along Ry to St. Gertrude Ave. W. to Beg. There being no further complaints or objections presented, the Commission, next discussed the possibility of further flat reductions in the real estate assessments,. After careful considerations, however, the conclusion was reached that although the Commissioners realized that values are fully 100 per cent, they would be unable to make further reductions in the assessed valuations for 1934 due to the fact that the City is limited to 15 mills for operating expenses. Thereupon Commissioner Speer mowed that the Assessment Roll for the year 1934 by approved and adopted. Seconded by Commissioner Dumas and carried. MINUTES CITY COMMISSION, SANFORD, FLORIDA, August 27, at 7 :30 P M 1 9_14 Bids were next opened for furnishing 1450. ft. of 6" cast iron. bell & spigot water main , 7 -6" cast iron water main tees , 3 611 cast iron water mein sleeves, 2 6" water main gate valves, and 5 Columbian Fire Hydrants, to be used in extending a 6" water main in the alley between Park Avenue and Magnolia Avenue, from Second Street South to Sixth Street as follows: Sanford Machine Company $1585.25 FOB. Sanford Lee Brothers 1580.93 FOB Sanford. Quotation also received from D.E.Fishback to furnish four Columbian Fire Hydrants at a price of $20.00 , as against the price bid by Sanford Machine Co. of $47.25 each and by Lee Bros. of $47.00 each. Thereupon Commissioner Speer moved that the bids of the Sanford Machine Co. and Lee Brothers on fire hydrants be rejected and that four Columbian Fire Hydrants be purchased from D. E. ( See P.202 * ) The Commission was next advised that the Florida Power & Light Co. is ready to pay their 1933 personal taxes and has requested that the unpaid balance of $1390.97 carried over from the last fiscal year be paid at the same time payment of the taxes is mad . After discussion, Commissioner Speer moved that this balance be paid when the Florida Power & Light, Co. turns on additional street lights in accordance with pro- posed percentage of increase. No second. Commissioner Pumas then moved that the bill which the City owes be paid if and when the Florida Power & Light Co. pays its 1933 Personal taxes. No second. Discussion next arose as to the approximate coat of current necessary to light the Municipal Aviation Field, the Government having agreed to install the necessary equipment provided the City will assume the cost of the current. At this point Commissioner Speer advised that it is only necessary to have the field lighted for one hour during the airmail schedule. Commissioner Dumas then moved that Commissioner Speer be delegated to investi- gate as to the costs and if the cost of lighting the Aviation Field in °accordance with requirements of the State Aviation Department does not exceed $50.00 per month&t, that he be authorized to proceed with the necessary steps to have the field lighted. Seconded by Commissioner Speer and carried. In connection with the repairs to the pavilion at the Municipal Cemetery, contract for which having been let to Clarence Smith, Commissioner Dumas next moved that Commissioner Shinholser be delegated to accept or reject this work on completion and report to the Commission: Seconded by Commissioner Speer and carried. August 27th. 1934. Present: Commissioner T.L.Dumas Commissioner H.J.Lehman Commissioner V.A.Speer City Attorney Fred.R.Wilson City Clerk F.S.Lamson Chief of Police R.G.Williams Absent: Commissioner W.A.Leff ler, Mayor. Commissioner S.O.Shinholser In the absence of the Mayor, Commissioner Lehman was designated by the Commission as Acting Chairman and took the Chair. Meeting called to order by the Chairman. Minutes of Regular meeting of August 13th. 1934, read and approved. Mr. Fred Hogan next appeared in connection with injury to leg sustained in motorcycle accident while employed as a member of the police department in 1930, t it appearing that a set -back had occurred as the result of a fall and that further e X-ray pictures would be necessary. Thereupon Commissioner Speer moved that $50.00 be appropriated for providing medical attention for Mr. Hogan, this appropriation being predicated upon his good services while in the City's employ and not upon any claim that he may have against the City. Seconded by Commissioner Dumas and carried. The Clerk next presented bids received for providing two tires-and tubes size 600 x 16, two wheels size 600 x 16, two tires and tubes size 11.25 x 24 , two wheels size 11.25 x 24, and four 150 lb. weights, to be installed on Fordson Tractor used by the Street Department , as follows: Seminole Tire Shop 190.05 (Firestone Tires ) Rookey's Tire Shop 189.92 ( Goodyear Tires) Medlock Tractor Co. 240.00 ( Goodyear Firestone or Goodrich tires) After comparison of the bids received, Commissioner Dumas moved that the lowest bid, that of Rockey's Tire Shop at $189.92 be accepted. City Attorney Wilson next advised the Commission that Writ of Mandamus had been obtained by the Bondholders Protective Committee requiring the payment from Mater Department profits of the following Water Bond Coupons: Public Utility Bonds, dated Jan 1, 1934. 263 Coupons No. 18 from bonds Nos. 1/25, 53/72, 76/134, 137/ 143 , 149/150 153, 155/i63, 172/185, 201/2259 251/270, 276/325, 345/375 72 Coupons No. 19 from Bonds Nos. 1/25, 53/72, 76/100, 326/327, Series CC,Bonds, dated July 1, 1926. 30 Coupons No. 13 from Bonds Nos. 13/15, 46/50, 86/107 at 35 Coupons No. 1 from Bonds Nos. 78/85, 176/182, 288 ,306/309,311/315,317 /325 Total 400 coupons at $27.50 each - $11,000.00 Thereupon Commissioner Dumas moved that in accordance with the Writ of Man- damus, the coupons as listed be paid. Wright Co., St. Petersburg, Certificate of Deposit covering Seven City of Sanford Bonds at a price of 15 flat, said certificate to be then delivered to the Bondholders Protective Committee for release and cancellation of the bonds by the City. The Clerk next advised the Commission that license as vendor of beer had been issued to D.D.Welborn, 114 S. Park Avenue. Thereupon Commissioner Dumas moved that the license be approved. On motion duly adopted and recommendation of Chief of Police Williams 292 MINUTES CITY COMMISSION, SANFORD, FLORIDA,_ August 27^, 19�J: � A& '19 the Commission neat approved suspension of $5.00 of the fine of Tom Palmer, sentenced in the Municipal Court on July 9th, 1934, to pay $15,00 or serve 40 days, Palmer having served 1/3 of the sentence and then released on the payment of $10.00 Supt. Moughton neat requested instructions as to John Lawson, a City Employee fpr the past twenty -six years and now in the hospital with appendicitus. Thereupon Commissioner Dumas moved that the City make a donation of $1.00 per day for everyday he is incapacitated on account of his long and loyal services, provided that the duration of his disability does not exceed thirty days. Seconded by Commissioner Speer and carried.
