M I N U T E S HISTORIC PRESERVATION BOARD MEETING September 2, 1993 4:30 P.M. City Commission Conference Room City Hall, Sanford, Members Present: Monte Olinger, Chairman Kay Bartholomew Altermese Bentley Cal Conklin Jerry Mills Kevin Stubbs 011ie Williams Members Absent:. Chris Cranias . Elizabeth Simons Laura Straehla' Hal Welch - Others in Attendance: Penny Turner, Secretary The Meeting was called to order by the Chairman, Monte Olinger, at 4:40 P.M. The Board recognized Ms. Simons' absence as excused. Jerry Mills moved. to approve the Minutes of August 5, 1993. Seconded by 011ie Williams and carried by unanimous vote..: Discussion was held regarding the terms of Jerry Mills, Monte Olinger and Hal Welch expiring October 28, 1993. The consensus of the Board was to re- appoint Jerry Mills, Monte Olinger and Hal Welch to serve another term. It requested that the... Secretary contact Hal Welch to determine if he will serve another term.- The Board reviewed the Conditional Use Application to remove /demolish the building at 422 Palmetto Avenue. The Board discussed removing a contributing structure in the Residential Historic District for a parking lot. Mr. Mills made the following points for preserving the structure: 1) There is evidence from another church in town that if they expand capability for parking it will destroy the integrity of the historic building materials, as evident between 5th & 6th Street and Park & Oak Avenue where all but one is gone plus the Cultural Arts Building. 2) The Southwest corner of the block in question is the Northwest corner of 5th Street and Magnolia Avenue. There are no empty spots along that block, there are all historical homes, in spite of the size or value or present appearance it is a complete block. HISTORIC PRESERVATION BOARD MEETING Page 2 3) From "A Chronology of the Development of the City of Sanford, with major emphasis on early. growth.." 1975, page 6. The date is 1878 -in October, James Ingraham, in order to raise property values and ultimately.make more money for H.S. Sanford, sold lots on the block between - fourth and Fifth Streets and Magnolia and Palmetto. Avenues for an extremely low $40.00 per lot, inf ldencing the increased construction of residences there, thus raising property values on the surrounding blocks. Jerry Mills moved to recommend denial to demolish the house based on the three'previous points. Seconded by Kevin Stubbs and under discussion Mr. Stubbs stated another point is that the Board is set up to promote,.preserve the historic character of these areas, he felt that the Board could not give support taking down a.historic structure that has some contributing factor to :that area and replace it with a parking -lot . (the maximum of gaining 8 parking spaces) that has none. Mr. Mills gave an example of how a house can be redone. A house to the North of that present parking lot was in dismal shape in 1965. and now looks almost brand new. He stated even if'the structure is small' and unornamented it is one of the historic stock of buildings. A precedent may be set to. take advantage in the future to continue to expand and demolish , more -historic structures. Mr. Conklin expressed concern that one of the charges in the Board's Ordinance has to do with cultural well being and economic development. He explained one issue is that there is a church that is a credit to the community and needs sufficient parking as opposed to preserving the historic structure. Mr. Mills restated the motion that the Board is proposing a J ~ negative recommendation for the request to remove and demolish the house for a parking lot. Stubbs Aye 011ie Williams Aye The Board expressed their appreciation of having major church congregations downtown and the Board in no way wants the above motion to be regarded as something that diminishes the desire to have churches downtown. The churches downtown are great historic structures and are really good to have downtown but there is a concern about expanding into a residential district and taking away the historic building stock. HISTORIC PRESERVATION BOARD MEETING Page 3 Discussion was held regarding the Historic Preservation's FY 92/93 Year End Budget Options. Mr. Marder explained. that $1,300 will be carried over for Brenda.Elliots.' Georgetown/ Goldsboro Community Survey Contract. It was requested that Ms Elliot submit a report on the status of the contract completion for the October 7, 1993, Meeting. Mr. Marder recommended that $2;000 of the budget be carried over for the Waterfront program. Jerry Mills moved to approve the carry, over of $2,000 for the Waterfront Program from the Historic Preservation's FY 92/93 Budget. Seconded by Mrs. Bartholomew and carried by unanimous vote. Mrs. Bartholomew informed .the Board that Sanford was awarded by the State the designation. as a Florida Main Street City. The Secretary of State is scheduled to arrive in Sanford to present 'the certificate to officially designate Sanford -a Main-Ztreet City. Mrs. Bartholomew announced that there will be a Florida Main Street Basic Training Workshop by the National Main Street Center October 7 & 8, 1993. Mrs. Bartholomew stated she will be attending the workshop and is requesting an excused absence from the October 7th meeting. She recommended that other members attend the workshop if possible. Jerry Mills made a motion to adjourn the Meeting. Seconded by Altermese Bentley and carried by unanimous vote. There being no further business before the Board,the meeting was adjourned at 5:35 P.M.
