The Meeting was called to order by the Chairman, Monte Olinger, at
4:40 P.M.
It was requested that the Applications for Certificate of
Appropriateness be reviewed prior to the other items on the Agenda.
Tony Bonacci, with Dixie Signcraft, was present and submitted an
Application for Certificate of Appropriateness to attach a sign to
the window at 214 South Oak Avenue.
Jerry Mills moved to approve the Application for Certificate of
Appropriateness to attach a vinyl lettering sign to the window at
214 South Oak Avenue as proposed. Seconded by Elizabeth Simons and
carried by unanimous vote.
Mike Morgan, with Sign Productions was present and submitted an
Application for Certificate of Appropriateness to attach a wall
sign, with 1" foam letters, to the building at 205 North Palmetto
Avenue.
Jerry Mills moved to conditionally approve the Application for
Certificate of Appropriateness to attach a wall sign, with 1 foam
letters, to the building at 205 North Palmetto Avenue. Mr. Mills
will review the cut sheet on the paint that will be used to
ascertain if the foam lettering will be approved. Seconded by
Chris Cranias and carried by unanimous vote.
Jere E. Moore, owner of Arts & Ends, was present and submitted an
Application for Certificate of Appropriateness to change the
existing name on the awning on the building at 116 East First
Street.

Jerry Mills moved to approve the Application for Certificate of
Appropriateness to change the existing name on the awning at 116
East First Street as proposed. Seconded by Chris Cranias and
carried by unanimous vote.
Dean Wallace, Lenford Wallace and Derrick Baker, owners of 3 D's #2
Restaurant, Bakery & Lounge, were present and submitted an
Application for Certificate of Appropriateness for the existing
awning on the building at 110 South Palmetto Avenue.
Chris Cranias moved to approve the Application for Certificate of
Appropriateness for the awning on the building at 110 South
Palmetto Avenue. Sbconded by Elizabeth Simons and carried by
unanimous vote.
The Board expressed concern regarding Applications for Certificate
of Appropriateness being submitted after exterior alterations,
changes or additions have been made to a structure in the Downtown
Commercial Historic District.
Jerry Mills moved to approve the Minutes of September 2, 1993.
Seconded by Chris Cranias and carried by unanimous vote.
The Board recognized Mrs. Bartholomew's and Mrs. StraehlaIs absence
as excused.
The Board was apprised that the City Commission re-appointed Monte
Olinger and Jerry Mills to serve for a term of four years each,
effective October 29, 1993, to expire on October 28, 1997. Hal
Welch submitted a letter of resignation to the Board. The Board
discussed possible replacements for Mr. Welch. It was requested
that the secretary contact Storm Richards and the Chairman contact
Julia Goeb to see if either one of them are willing to serve on the
Board.
Discussion was held regarding the Georgetown/ Goldsboro Community
Survey Contract. Mr. Marder informed the Board that Brenda Elliott
has discovered that the county wide survey for the Black Community
done by Provost and Yeilding was incomplete in the Goldsboro area.
Ms. Elliott has another 35 to 50 houses on the south side of the
neighborhood to inventory. Mr. Conklin stated that it was his
understanding that Ms. Elliott had worked with Provost and Yeilding
on that survey and it was recognized at the very beginning of the
project that the Goldsboro area was not complete and that is what
she was hired to do. Mr. Marder explained that Ms. Elliott was
concerned because the area does not have a great degree of
architectural uniqueness and it is very important that the.historic
story line be documented. It was requested that the Chairman send
Ms. Elliott a letter expressing the Board's appreciation for her
dedication to the Georgetown /Goldsboro Community Survey and inform
her that the Board wishes to have the work completed by the end of
this calendar year.

Kevin Stubbs entered the Meeting at 5 :30 P.M.
Mr. Conklin informed the Board that a group of ministers contacted
him regarding the "Star of the Theater" on 13th Street. They are
seeking more information about the history of the building and
currently working to salvage the structure from condemnation. Mr.
Conklin recommended that the Board assist and support the group in
preserving and protecting the historic building. It was suggested
that if the building has National Register potential it could
qualify for grant funds.
Sue Olinger, with the Sanford Historic Trust, Inc., was present to
discuss and answer questions regarding the Old Sanford Regulations
for the Historic Residential District.
After the Board reviewed and discussed the Old Sanford Regulations
Jerry Mills moved to recommend implementation of the regulations.
Seconded by Kevin Stubbs and carried by unanimous vote.
Discussion regarding the Downtown walking Tour Brochure was tabled
until the November 4, 1993, Meeting.
The Secretary informed the Board of reported Code. Enforcement
Violations in the Downtown Historic Commercial District.
Jerry Mills made a motion to adjourn the Meeting. Seconded by
Chris Cranias and carried by unanimous vote.
There being no further business before the Board, the Meeting was
adjourned at 5 :00 P.M.
