City Commission Conference Room City Hall, Sanford, Florida Members Present: Kevin Stubbs, Chairman Aitermese Bentley Elizabeth Simons Laura Sollien Helen Stairs Laura Straehla 011ie Williams Members Absent: Cal Conklin Chris Cranias Jerry Mills Monte Olinger Others in Attendance: Jay Marder, City Liaison Penny Turner, Secretary The Meeting was called to order by the Chairman, Kevin Stubbs, at 4:40 P.M. The Board welcomed Laura Sollien, as a new member to the Historic Preservation Board. The Board recognized Cal Conklin's, Jerry Mills', and Monte Olinger's absences as excused. Laura Straehla moved to approve the Minutes of December 3, 1993 and the Minutes of December 13, 1993. Seconded by Helen Stairs and carried by unanimous vote. Rose Edgecomb, was present and submitted an Application for Certificate of Appropriateness to attach signs to the building at 112 South Park Avenue. Helen Stairs stated she represents the property and will have to abstain from the vote. Laura Straehla moved to approve the Application for Certificate of Appropriateness to attach signs to the building at 112 South Park Avenues. The following was approved: 1) Paint or sew a sign onto the awning, using white letters in the Galena Letter Style. (Our Mother's Closet) HISTORIC PRESERVATION BOARD MEETING, con't. Page 2 2) Attach a 16" X 8 wood sign to the rear of the building and a 48" X 12" wood sign under the awning perpendicular to the structure, using white with black letters in the Galena Letter Style. 3) Signs are to be professionally made. Motion was seconded by Kevin Stubbs and carried as follows: Kevin Stubbs Aye Helen Stairs abstain Altermese Bentley Aye Laura Straehla Aye Elizabeth Simons Aye 011ie Williams Aye Laura Sollien Aye Brenda Elliott was present and reported on the Georgetown/ Goldsboro Community Survey. She has delivered to the City of Sanford the following: 1} Site files and photographs, for Georgetown, which are from the original Seminole County Black Community Survey done by Yeilding & Provost. The City paid to procure these documents from the Orange County Historical Society. 2) Site files for Goldsboro and 5 new site files Georgetown. 3) 4 bond copies of the report - (3 copies to go to the State and 1 copy for the City's records). 4) 2 National Register Nominations - the Georgetown Nomination and the Goldsboro Nomination. Ms. Elliott reported that the Georgetown Nomination was based on the original Seminole County Black Community Survey done by Yeilding and Provost. At that time the original survey was done she was a staff person with the Orange County Historical Society and did the historical research for the survey, but did not do the architectural assessment, the field site files, nor the final site files, which were done by the contractor. Yeilding & Provost was contracted by the Orange County Historical Society to conduct the Architectural Survey for 500 structures in the Seminole County Black Community. The first survey was based on architectural integrity under the State's old criteria for determining structures to be contributing or non- contributing in a district. The criteria changed in January of 1992 from architectural integrity to a structure 50 years or older determines whether it is contributing or non - contributing. Ms. Elliott explained that there needs to be a 60% or more concentration to define a district. In Georgetown the structures and concentration is there but were never documented. Ms. Elliott stated she was hired to survey the unsurveyed portion of Goldsboro and to do a National Register Nomination for Georgetown and Goldsboro. She was not engaged to resurvey Georgetown. She did resurveyed Goldsboro and picked up an additional 32 structures to give enough structures to make a solid survey. She picked up 5 important structures for the Georgetown HISTORIC PRESERVATION BOARD MEETING, con't. Page 3 Survey to give the nomination the balance it needed. Those structures are the �Upiter Lodge, Evergreen Masonic Lodge and 3 churches. She indicated that she spent months trying to resolve the district problem and after obtaining the contractors administrative files she discovered that during the first survey several structures were eliminated in order to stay within the scope of their contract. Due to historic reasons the boundaries for Goldsboro were reduced based on the original incorporated boundaries. It was an incorporated City in 1891. It was the second incorporated Black City in Florida and the third in the nation. Bill Thurston, the National Register Nomination Chief, is aware of the district situation and feels confident that the Goldsboro Nomination can be pushed through based on its historical significance. Discussion was held regarding the field site files for the 71 structures that were eliminated from the first Georgetown Survey. Ms. Elliott informed the Board that she believes that Donna Logston, who did the actual field survey work for Yeilding & Provost, still has the files with her in Kentucky. The Orange County Historical Society has possession of the negatives and photographs for these structures. The Board discussed contacting Sara Vansardell, Executive Director of the Orange County Historical Society to pursue obtaining the field survey work from Ms. Logston. Mr. Marder asked Ms. Elliott what the. cost would be document the structures in the Georgetown area. She stated it could probably be done for approximately $1000. That cost is based on $15 a record and the City purchasing the film and processes it. Ms. Elliott stated that the City making ST James A.M.E. Church a Landmark was more important and more significant than being on the National Register Listing of Historic Places. The City can expand the boundaries as a Landmark District in excess of the National, Register District. Ms. Elliott stated that the Nominations for Goldsboro and Georgetown are ready to be sent to the State. Mrs. Turner has been Provided with all of the instructions to forward the nominations to the State. Ms. Elliott will still go to Tallahassee and represent the City by doing a slide show and a sales pitch for both districts. She stated that any or all of the Board can attend to provide support. Mr. Stubbs stated that the Board appreciated all of her efforts and thoroughness in doing this project. 011ie Williams made a motion to accept the report as presented and approved following through with sending the Nominations to Tallahassee. Page 4 Mr. Stubbs informed the Board that the Architectural Regulations for the Residential Historic District unanimously passed the second reading on December 27, 1993. This Board will now start to review Applications for Certificate of Appropriateness related to the structures in the Residential Historic District. Hal Welch submitted an Application for Certificate of Appropriateness to paint the house at 801 South Park Avenue. The Board reviewed both options of paint choices submitted by Mr. Welch. Discussion was held regarding a list of approved colors. It was suggested that any color from any major paint manufactures historic color line be acceptable. Mr. Stubbs stated he will obtain the colors pallets for Mrs. Turner. Laura Straehla moved to approve both color options on the Application for Certificate of Appropriateness to paint the house at 801 South Park Avenue and allow the applicant to choose which combination to use. Seconded by Altermese Bentley and carried by unanimous vote. Discussion was held regarding changing the meeting time and /or date due to conflict of work schedules for some of the members. Laura Straehla made a motion to change the regular meeting time from 4:30 P.M. to 5:00 P.M., it will remain on the first Thursday of the month and to add an interim meeting which will be held the third Thursday of the month at 5:00 P.M., only when needed. Seconded by Kevin Stubbs and carried by unanimous vote. Jay Marder updated the Board on the City of Sanford Waterfront Master Plan. A sketch study was prepared by Andersen & Associates and the City of Sanford Department of Engineering and Planning for a joint project for the City of Sanford Waterfront Master Plan and Sanford Main Street, Inc. The study was developed as somewhat as a stepping stone plan. The intent and purpose besides identifying the most likely and proper market to bring to the Downtown Sanford Waterfront the goal of the planning effort is how to use realistic market expectations to bring more activities and people into Sanford to provide a well rounded activity base to serve both the Waterfront and the Downtown. The existing Courthouse parking lot and its future use is the key to the visual appearance and market fabric of the Downtown Sanford Waterfront. The next implementation steps that must be taken is mechanisms in terms of financing needs to be looked into such as establishing a redevelopment area and tax increment financing. Discussion was held regarding the Sign Project for the Waterfront, the Main Street and continuing in the Residential District. This will give continuity in signage which is based on the welcome sign. The bid for the Waterfront signage came in high. The Sanford Waterfront Master Plan Steering Committee is looking into other alternatives for mounting the signs. Page 5 Mr. Marder apprised the Board that the Sanford Waterfront Master Plan Steering Committee is looking into to getting the University of Florida to do an Architectural School Studio Project based on concepts linking the Waterfront to the downtown. Mr. .Stubbs recommended promoting it to the University as a joint project between the Planning Department and Architecture Department. Discussion was held regarding the Walking Tour Brochures. Mrs. Turner will compile a packet with corrections and submit for the Board's approval. Mrs. Straehla informed the Board that the Main Street Design Committee would like to schedule a combination meeting with the Board to go over the Main Street Guidelines.
