022634The City Commission of the City of Sanford, Florida, met in Regular Session: at the City Hall in Sanford, Florida, at 7 :30 O'Clock P.M. February 20,1934. Present: Commissioner W.A.Leffler It T.L.Dumas it H . J . Lehman " V.A.Speer City Attorney, Fred R.Wilson City Clerk, F.S.Lamson Chief of Police, R.G.Williams Absent: Commissioner S.O.Shinholser. Meeting called to order by the Chairman. Minutes of Special called meeting of January 20th. and Regular meeting of February 12th2 1934 read and approved. Mrs. W.E.Watson, Mrs W S Coleman and Mrs Fred R.Wilson representing the Sanford Garden Club next presented resolution passed by this club petitioning the City Commission to make such lake front property near the Mayfair Hotel as is available Into a public park, said park to be sponsored by the Garden Club, in conjunction with the City of Sanford. Thereupon the ladies were thanked for their interest and advised that just as soon as the City acquires title to this property, that the City will be glad to turn it over to them for development and improvements . Commissioner Speer them moved that the City Attorney be instructed to proceed with the suits already instituted to foreclose tax liens against the First Street Extension property, dismissing the Federal Government as a party thereto. Seconded by Commissioner Lehman and carried. Mr. H.M.Papworth, President of the Seminole County Chamber of Commerce, next ap- peared with reference to an appropriation to the Chamber of Commerce for the pro- moting of new industi -les. No action. Mr. H.B.Pope next submitted proposed dock layout for the City of Sanford, as prepared by a special committee of the Chamber of Commerce , and same was taken under consideration. Mr. Grogan representing the Umatilla Fruit Company next requested the privilege of leasing the Golf Course orange grove and same was taken under consideration. Albert Hall next requested that instructions issued for the condemnation of sheet iron building on lots 1,2 and 3 Block 2 Chapman & Tucker's Addition, be rescinded. Request refused. Mr.C.L Beldin, representing the Standard Oil Company, next presented blueprint of the proposed terminal for storage-of petroleum products, gasoline service station and dock, permit for which was tentatively approved at the meeting of February 12th. After examination, Commissioner Lehman moved that the plans be approved, provided the construction is in accordance with City ordinances. Seconded by Commissioner Speer and carried. Bids were next received for furnishing and installing, complete, four wheels and balloon tires on one street sweeper as follows: Seminole Tire Shop ( Firestone tires) 437.50 H.B.Pope Company ( U.S.Royal Tires) 399.25 Rockey Tire Shop ( Goodyear Tires) 366.20 u 1 [l 1 1 211' MINUTES CITY COMMISSION, SANFORD, FLORIDA, February 26 at 7:30 P M 19 34 After comparison of the bids received, Commissioner Speer moved that the bid of Rockey Tire Shop be accepted. Seconded by Commissioner Dumas and carried. re d Communication next Prom the Business Managers of the 193+ Salamagundi,High School Annual, requesting financial assistance in the publication of this book. As it has been customary for the City to take one -half page advertisement in the Salamagundi each year at a cost of $12.50, Commissioner Dumas moved that the City contribute $12.50 towards the cost of publication of the 1934 edition. Seconded by Commissioner Speer and carried. Communication next read from F.E.Bender offering to deliver to the City two City of Sanford bonds in full payment of paving assessment and interest totalling approxi- mately $3200.00 against property facing on Geneva Avenue adjacent to the City Cemetery. Offer refused. Communication next read from Central Florida Transportation Co. requesting water service on the lakefront. Action deferred pending investigation. The Clek next notified the Commission of service of notice of suit to foreclose State and County Tax Certificate against lot 509 Woodruff's Subdivision, the City being made a party to this suit by reason of delinquent taxes and street paving liens against the property. Thereupon Commissioner Speer moved that the City Attorney be instructed and author- ized to bid up to $150.00 at the foreclosure sale of this property. Seconded by Commissioner Durres and carried. On motion duly carried,the Commission next authorized John Abrahams, Engineer at the Water Plant, to attend the meeting of the Florida section, American Water Works Association, to be held in Daytona Beach on April 16 and 17, 1934. Commissioner Speer next moved that the Clerk be instructed to purchase at the lowest possible price from the Foshay Trust & Savings Bank, as an investment of the City Utilities Meter Deposit Fund , Bonds Nos. 73,7+,75,151 and 152 Series Public Utility(Water) dated 1/l/24, due 1/1/5+ Interest 5-21�. Seconded by Commissioner Dumas and carried. Ordinance No. 227 entitled: AN ORDINANCE PROVIDING FOR THE DISPOSAL OF HUMAN EXCRETA WITHIN THE CITY LIMITS OF SANFORD, FLORIDA, DECLARING OPEN PRIVIES TO BE A NUISANCE, PROVIDING FOR THE ABATEMENT OF SUCH NUISANCES, PROVIDING FOR THE CONSTRUCTION OF SANITARY WATER CLOSETS OR PRIVIES BY THE CITY OF SANFORD, FLORIDA, AND FOR ASSESSING THE COST THEREOF AGAINST THE PROPERTY UPON WHICH SAME ARE CONSTRUCTED AND ENFORCING PAYMENT OF SJCH COST, AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE. placed on its first reading at the regular meeting of the City Commission February 12, 1934, was next placed upon its second reading and read by the Clerk. The roll was then called upon the passage and adoption of said Ordinance No. 227, the vote standing as follows: Commissioner Leffler Aye Dumas Aye Lehman Aye Speer Aye 218 MINUTES CITY COMMISSION, SANFORD, FLORIDA, February 26, at 7 :30 193-4- Thereupon the Chairman announced that the City Commission of the City of Sanford Florida, by unanimous vote had passed and adopted said Ordinance No. 227 entitled: "AN ORDINANCE PROVIDING FOR THE DISPOSAL OF HUMAN EXCRETA WITHIN THE CITY LIMITS OF SANFORD, FLORIDA, DECLARING OPEN PRIVIES TO BE A NUISANCE, PROVIDING FOR THE ABATE - MENT OF SUCH NUISANCES, PROVIDING FOR THE CONSTRUCTION OF SANITARY WATER CLOSETS OR PRIVIES BY THE CITY OF SANFORD, FLORIDA, AND FOR ASSESSING THE COST THEREOF AGAINST THE PROPERTY UPON WHICH SAFE ARE CONSTRUCTED AND ENFORCING PAYMENT OF SUCH COST, AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE." On motion duly carried, Ordinance No. 227 was ordered POSTED at the front door of the City Hall in the City of Sanford , Florida. Commissioner Speer next introduced Resolution No. 450 and moved its passage and adoption. Seconded by Commissioner Dumas and carried by the following vote of the Commission. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA: SECTION 1. That the plans and specifications promulgated and recommended by the State Board of Health of the State of Florida for the corstruction of sanitary water closets and sanitary privies, be and the same are hereby adopted as plans and specifications for the construction of sanitary water closets and privies in the City of Sanford, Florida. BE IT FURTHER RESOLVED that this Resolution shall become effective immediately upon its passage and adoption. Passed and adopted this 26th day of February 1934. Seconded by Commissioner Speer and carried by the following vote of the Commission: Commissioner Leffler Aye 11 Dumas Aye It Lehman Aye fill Speer Aye Said Resolution being in words and figures as follows: 0 .' 1 1 1 1 i 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, February 26, at 7:30 P M 1 9-L4 RESOLUTION NO. 451 RESOLUTION PROVIDING FOR THE DEMOLISHMENT AND REMOVAL OF THAT CERTAIN BUILDING LOCATED UPON LOTS 1,2 and 3 OF BLOCK 2 OF CHAPMAN & TUCKER'S ADDITION TO THE CITY OF SANFORD -FLORIDA. WHEREAS there is located upon lots 1,2 and 3 of Block 2 of CHAPMAN & TUCKER'S ADDITION to the City of Sanford, Florida, a certain building constructed of wood and galvanized metal, and WHEREAS the building above described has been inspected by the Sanitary Inspector of the City of Sanford, Florida, and said Sanitary Inspector has reported to the City Commission of the City of Sanford, Florida, that said building is a dilapidated, unsanitary and unsafe building and structure and should be demolished and removed; NOW , THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that all parties interested in said building above described be notified by the service of a copy of this Resolution upon them of the adoption of this Resolution, and required to show cause, if they can, at the next regular meeting of the City Commission of the City of Sanford, Florida, to be held on the 12th day of March , 1934, why said build- ing should not be demolished and removed. Service of this Resolution shall be made by the Chief of Police or any Police Officer of the City of Sanford, Florida. Offer next received from John Mooridan to pay $50.00 for the exclusive right to sell peanuts, popcorn and icecream at the City Zoo , especially on Sundays.
