CITY COMMISSION, SANFORD, FLORIDA, September 24 at 7:30 P M 1.9-3-4
The City Commission of the City of Sanford, Florida met in regular session at the
City Hall in Sanford, Florida, at 7:30 O'Clock P.M. Sept. 24, 1934•
Present: Commissioner W.A.Leff ler, Mayor.

Absent: Commissioner S.O.Shinholser.
Meeting called to order by the Chairman.
Minutes of regular meeting of September 10th and special called meeting of September
21st 1934, read and approved.
Communication re xt read from Pentland, Gray and Moore, Certified Public Accountants,
making application to be designated to make the audit of the City's books for the fiscal
year 1933 -34, guaranteeing that the cost will not exceed j600.00
Thereupon Commissioner Dumas moved that the application of Pentland, Gray & Moore
be accepted and that they be authorized to make the audit of the City's books for the
fiscal year ending September 30, 1934.
Seconded by Commissioner Lehman and carried.
Mr. R.B.Chapman, representing the Sanford Country Club, next presented financial
report showing a deficit of $136.39 in the operation of the Municipal Golf Course for
the period from August 19, 1933 to August 31, 1934. The Commission was also advised
that much work is needed to put the course in condition, the traps having grown up,
the club house requiring paint and that between $500.00 and $700.00 would be required to
do the necessary work. Also, that possibly the front nine holes could be kept in
operation during the coming winter by a continuation of the City's monthly appropriation
of $50.00, supplemented by such dues and donations as can be obtained from players.
Action deferred pending an inspection of the property by the Commission.
J.Dingfelder and Dave Boniski next requested an adjustement of the May water bill
of $17.90 against the Congregation Beth Israel,Jewish Community Center , the water
apparently having run through a stuck valve between meetings when no one was in the
bui lding.
Thereupon Commissioner Dumas moved that the bill be reduced 50 per cent with the
understanding that this action does not set a precedent and that necessary repairs have
been made to prevent a recurrence.
Seconded by Commissioner Speer and La.rried.
The Commission next approved the opening of the City Registration Roll for the
Primary Election to be held on November 6th. 1934, for the nomination of one City
Commissioner to succeed Commissioner W.A.Leffler whose term of office expires the
first Tuesday after the first Monday in January, 1935, the Registration Roll having
been opened on September 17th. and to remain open each day except Sundays and holidays
to and including October 27th. 1934.
The Mayor was next authorized to issue an election proclamation calling a primary
election on November 6, 1934, for the purpose of nominating one City Commissioner
to be voted upon at the General Municipal Election to be held on December 4th, 19340

and P.Bayard Smith as Clerk thereof.
The Clerk next notified the Commission of the expiration on October lst of all
insurance carried by the City with the exception of the Fire Insurance on city buildings,
which is a three year policy, and the Employer's Liability Insurance which runs from June
15th to June 15th.
Thereupon Commissioner Dumas moved that the insurance policies expiring on October
1st be renewed with the same companies and in the same amounts for one year, and that
A.P.Connelly & Sons be instructed to cancel the Employers Liability Insurance Policy
as of October let and rewrite for one year from that date.
Seconded by Commissioner Lehman end carried.
Discussion next arose as to the procedure to be followed in installing sanitary
pit privies approved by the State Board of Health, Ordinance No. 227 adopted February
26, 1934, condemning all other types and ordering that the pit type approved by the
State Board of Health be installed.
Thereupon Commissioner Lehman moved that the procedure outlined in Ordinance No. 227
calling for a 15 day notice by the Sanitary jnspector, and if not installed by that time
the City to install and charge the property owner with the cost thereof, and if not paid
within 30 days the City to have a lien against the property, be followed, and that an
additional $500.00 be appropriated for materials for this work, the labor being furnished
by the FERA.
Seconded by Commissioner Speer and carried.
Communication next read from Mrs. W.A.Iffalton requesting
ng the City to tear dow.
and remove,` the building located on Lots 9,10 and 11 of Block 7 Tier 1, condemned by
the City Commission by Resolution No. 456, dated September 10, 1934.
Thereupon instructions were issued to the Sanitary Department to demolish and re-
movet the building at once.
A delegation from the local units of the Florida National Guard, headed by Cpatain
Harold Washburn, next appeard before the Commission in connection with the necessity of
obtaining an Armory to house these units, it appearing that Sanford is one of only two
places where the State is paying armory rental and that this authorization is soon to be
withdrawn. The Commission was also advised that by raising approximately $4,000.00 in
contributions, services and materials, together with the donation of a site, Federal funds
can be obtained to construct a new $30,000.00 armory.
After considerable study, Commissioner Lehman moved that the City cooperate with the
National Guard in its efforts to obtain an armory, to the extent of $1000.00 in the way
of contributions, services, and material from old condemned houses, and that every
effort be made to provide them with a site provided the County will cooperate where there
are back State and County taxes against the proposed site.
Seconded by Commissioner Dumas and carried.
Request next received from the Seminole County Emergency Relief Administration
for permission to use.`_the clinic space in the City Jail by the Public Health nurses, and
on motion of Commissioner Speer, seconded by Commissioner Lehman and carried, permission
granted.

On motion of Commissioner Lehman, seconded by Commissioner Speer and carried,

ordered the cancellation of
that part
of City of Sanford Tax
Certificate No.

for 1926 taxes in so far as
it covers
the following described property:
That part of the S.N. 1/4 of Section 1 Township 20 S.R. 30 E. , east of the East Line of
Sanford Grant Line.
it appearing that this particular property was included in error in two different descripti
on the 1926 tax roll.
On motion duly carried, the Clerk was next instructed to purchase Bonds Nos.
201/205 Series 00 from Pierce Biese Corporation at a price of 15 flat.
On motion of Commissioner Dumas, seconded by Commissioner Lehman and carried,
the Clerk was next instructed to make payment of $575.00 to apply on judgment of
DeCottes and Boggs and $6370.00 to apply on judgment obtained by the City of Sanford
Bondholders Protective Committee , these payments to be made from funds appropriated there-
for.
the Commission next approved execution of contract with Rose - Kittinger & Morton to
service the bookkeeping machine and two adding machines in the Clerk's office at
a price of $50.00 per year.
The Commission next ordered, as an inducement for more frequent use of the Mayfair
Hotel Ball room, that the charge f9p the rental of this ball room for dance purposes
be reduced to $10.00 per night, the renter to make his or her own arrangements for having
electricity connected.
In connection with bids for certain City owned houses received at the meeting of
September 10th. the Commission next instructed that all such bids be rejected with the
exception of one of $8.00 for the house at 511 E .10th St. and one of $20.00 for the house
at 1314 13th Place, Goldsboro.
Form of agreement with St. Johns River Line Co. for pulling piling in and around the
Dock and Boat Basin, next presented, and on motion of Commissioner Speer, seconded by
Commissioner Lehman and carried, same was approved and the M ayor and Clerk authorized
to execute same on behalf of the City of Sanford.
On motion of Commissioner Speer, seconded by Commissioner Dumas and carried, the
Commission next approved suspension of $10.00 of the $15.00 fine of Jake Sanders, case
No. 20925, sentenced in the Municipal Court under date of September 4th. 1934, to pay a
fine of $15.00 or serve 45 days.
the meeting then adjourned to meet again at 7:30 O'Clock P.M. Wednesday September
26th, 1934, for further consideration of the 1934T 1935 budget.
