111434r_� 1J 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, November 14 at 7:30 P M 19 34 The City Commission of the City of Sanford Florida, met in adjourned Regular Meeting at the City Hall in Sanford, Florida, at 7:30 O'Clock P,M. November 14, 1934 Present: Commissioner W.A.Leffler, Mayor. " T. L. Duma s " H.J.Lehman " V. A. Speer " S. O. Shinholser City Attorney Fred R.Wilson City Clerk F.S.Lamson Chief of Police R.G.Williams Meeting called to order by the Chairman. Minutes of Regular Meeting of October 22nd. , Adjourned Meeting-of October 25th. and Regular Meeting of November 12th. 1934, read and approved. Current invoices and payrolls for the month of October 1934, properly audited and vouchered as evidenced by vouchers Nos. 6433 through 6512, submitted, examined, approved and payment ordered. Monthly reports of the streets, sanitation, health, water, police, fire and library departments for the month of October 1934, submitted and examined. Financial statement and statement of revenues and expenditures during the month of October , 1934, submitted and examined. Bank statements in all accounts, properly reconciled, submitted and examined. Mr. S.J.Nix next presented request for investigation and settlement of certain alleged indebtedness, of the town of Goldsboro claimed to have been assumed by the City of Sanford at the time the City limits were extended so as to include Goldsboro. 'Whereupon Mr. Nix was instructed to prepare an itemized account of the alleged indebtedness for investigation by the City Attorney. Mr. H.M.Papworth, as chairman of the Supervisory Board of the Farmers Produce Exchange, next urged that one and possibly two police patrolmen be employed for service at this market. After considerable discussion, Commissioner Shinholser moved that the matter be carried over until the next meeting in order to allow for further consideration. Seconded by Commissioner Leh*an and carried. Mr. Papworth next requested that an ordinance be adopted prohibiting soliciting by trucks on the streets within a certain radius of the new Farmers Produce Exchange, and suggested that this distance be placed at four blocks in every direction. Thereupon City Attorney Wilson was instructed to draft an ordinance to that effect, to be considered at the next regular meeting. A R Johnson next presented offer to purchase from the City Lot 185 Pinehurst Subdivision, at a price of $700.00, this lot together with house thereon having been bought in by the City at a foreclosure sale held on October 1, 1934• Action deferred pending investigation of condition of this property by Commissioner Shinholser and Supt. Moughton. Mr. Victor Check next requested that the bulkhead lien be lifted,,on Block 9 Tier 1N, Block ,9 Tier 2N and Block 9 Tier 3N. Matter taken under consideration. 723 X24 MINUTES CITY COMMISSION, SANFORD, FLORIDA, November 14 at 7:30 19 34 Ordinance No. 233 entitled: AN ORDINANCE MAKING APPROPRIATIONS FOR THE CITY OF SANFORD, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1934, and ENDING SEPTEMBER 30, 1935• placed on its first reading on October 25th, was next placed on its second reading and read by the Clerk. Thereupon the roll was called upon the passage and adoption of said Ordinance No. 233, the vote standing as follows: Commissioner Leffler Aye " Dumas Aye " Lehman Aye " Speer Aye " Shinholser Aye Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote , had passed and adopted said Ordinance No. 233 entitled: AN ORDINANCE MAKING APPROPRIATION FOR THE CITY OF SANFORD, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1934 AND ENDING SEPTEMBER 30, 1935• On motion duly carried, Ordim nce No. 233 was ordered POSTED at the front door of the City Hall in the City of Sanford, Florida. Commissioner Dumas next moved that Commissioner H J Lehman be appointed to repre- sent the City Commission as a member of the Supervisory Board of the Farmers Produce Ex Seconded by Commissioner Speer and carried. Petition next presented to the Commission urging the appointment of a Park and Recreation Board and recommending the names of Mrs Glady Williams, Mrs F.E.Roumillat, H.E.Morris, H.B.Pope and Leonard MoLuoas to serve for the first year. Action deferred pending further consideration. In connvotion with the desire of the Commission to clean the water front of miscellaneous piling , totalling approximately 175 piles, communication next read from Otto Caldwell , Manager of the St. Johns River Line Co. offering to pull all stray piling not in service in the area between San Juan Avenue and Manguoustine Ave. for the sum of $211.00 1hereupon Commissioner Shinholser moved that the offer be.accepted and the expenditure authorized. Seconded by Commissioner Lehman and carried. Communication next read from Mrs Helen Lehman, Secretary of the Civic Department , Sanford' Woman's Club, thanking the Commission for the consideration accorded Mrs. W.L.Cooper, President of the Club, and Mrs H M Papworth, Chairman of this Department, when they appeared at the meeting of October 15th urging steps looking towards the betterment of the water supply. Communication also read from Dr. A.P.Bla.ok of the Department of Chemistry, Univer- sity of Florida, advising as to the conditions under which he can assist in solving our municipal water problems. Communication also read from Louva G Lenert, Chief Engineer, State Board of Health advising of the necessity of a chemical analysis of the water as a means toward determining the cause of rusty water. Thereupon the Clerk was instructed to have such an analysis made. On motion duly carried, instructions issued at the meeting of October 25th., calling for bids to furnish the necessary pipe and fittings to run a 6 inch water main in the alley between Park Avenue and Oak Avenue from Second Street South to Sixth Street, 1 1 1 II 1 1 i 1 -325 MINUTES CITY COMMISSION, SANFORD, FLORIDA, November 14 at 7: 30 P M 1 9_34 were amended to cover running this main from Second Street south to Eight Street. Commissioner Lehman next moved that the City contribute $10.00towards.cost of staging bridge, style show and dance to be.given at the Mayfair Hotel on the night of November 30th., the proceeds to be used to buy equipment for the Fernald - Laughton Memorial Hospital. Seconded of Commissioner Shinholser and carried. Request next received from merchants on Sanford Avenue that at least three trash cans be placed on Sanford Avenue between Third Street and Fifth Streets. Request granted and cans ordered placed. Communication next read from Secretary of the Chamber of Commerce suggesting that the City pay balance due of $55.00 and obtain title to flood lights originally installed at the Diamond Ball Field and recently moved to the Municipal Athletic Field. Action deferred pending further investigation of the status of these lights. In connection with the request made at the meeting of October 25th. for per- tpission to cross French Avenue immediately south of Thirteenth Street with railroad siding to service the new Farmers Produce Market, the intention being to reverse the present water plant spur and continue it across French Avenue to serve this market, Commissioner Speer next moved that the use of the water plant spur and continuation of same_aoross French Avenue as outlined be granted. Seconded by Commissioner Shinholser and carried Estimate next presented showing approximate'cost of $136.00 for additional materials necessary to repair Municipal Band( Shell, the necessary labor to be furnished by the FERA. Thereupon Commissioner Speer moved that the expenditure of $136.00 for materials for repairing the Band Sheel be authorized Seconded by Commissioner Shinholser and carried. City Attorney Wilson was next instructed to draft short contract with the Florida Power & Light Company covering the turning on of approximately 50 percent more street lights at no additional expense to the City, this contract to run from year to year and to refer to but not confirm existing contracts and supplementary agreements. 0n motion duly carried, the Sanford Herald was next designated as the newspaper to carry the notices of foreclosure of 1926 tax certificates now being handled by City Attorney Wilson. the meeting then adjourned.
