The Meeting was called to order by the Chairman, Kevin Stubbs, at
5:10 P.M.
The Board recognized Jerry Mills' and Elizabeth Simons' absences as
excused.
Helen Stairs moved to approve the Minutes of January 6, 1994.
Seconded by Altermese Bentley and carried by unanimous vote.

The Board welcomed Russ Gibson, as the new City Liaison to the
Historic Preservation Board.
Mr. Shoemaker, was present and submitted an Application for
Certificate of Appropriateness to replace the existing 3 -tab
fiberglass shingles, on the roof at 700 Park Avenue, with 40 year
Elk Prestique Plus hickory color fiberglass shingles.
Monte Olinger moved to approve the Application for Certificate of
Appropriateness to replace the existing shingles, on the roof at
700 Park Avenue, with 40 year Elk Prestique Plus hickory color
fiberglass shingles, as proposed. Seconded by Helen Stairs and
carried by unanimous vote.

Charles Hayes, representing the owners of the house at 1218 South
Oak Avenue, was present and submitted an Application for
Certificate of Appropriateness to replace the wood sash windows
with aluminum frames. Mr. Hayes explained that the proposed
windows are energy and cost efficient and will require very little
maintenance for the owners.
Discussion was held regarding the proposed windows not meeting the
architectural requirements. Mr. Olinger explained to Mr. Hayes the
purpose of the Historic Preservation Board is to preserve and
protect the historic character of the historic districts. The
Board recommended that Mr. Hayes replace the windows with materials
approved in the Schedule S of the Land Development Regulations.
Monte Olinger moved to deny the Application for Certificate of
Appropriateness to replace the wood sash windows with aluminum
frames on the house at 1218 South Oak Avenue. The Architectural
Regulations Schedule S, Figure S -3, of the Land Development
Regulations for the City of Sanford requires windows to be made of
painted wood or vinyl -clad wood. Seconded by Laura Sollien and
carried by unanimous vote.
James and Laura Straehla were present and submitted an Application
for Certificate of Appropriateness to replace the existing front
door, on the house at 813 South Magnolia Avenue, with antique
double doors made of heart pine. The doors will be 48" X 24" each
and will be finished in clear coated polyurethane.
Laura Straehla stated she represents the property and will have to
abstain from voting.
Monte Olinger moved to approve the Application for Certificate of
Appropriateness to replace the existing front door on the house at
813 South Magnolia Avenue, as proposed. Seconded by Helen Stairs

Sara Jacobson, representing The Antique Company, was present and
resubmitted an Application for Certificate of Appropriateness to
hang a canvas sign on the building at 311 East First Street. The
application had previously been tabled due to lack of supporting
documentation.

Discussion was held regarding the proposed sign not being a
permanent sign and not meeting the Performance Standards of the
Sign Regulations. Ms. Jacobson explained to the Board that the
sign was permanent, it was not banner weight, and the intent. is to
have the flexibility to remove the sign for storage or change the
sign for special events. The Board concurred that it was not a
permanent sign by definition.
Monte Olinger moved to conditionally approve the Application for
Certificate of Appropriateness to hang a canvas sign on the
building at 311 East First Street. Mr. Olinger approved the life
of the existing sign with the condition if removed /changed the
applicant must adhere to the Sign Regulations in the Downtown
Commercial District. Seconded by Laura Straehla and carried by
unanimous vote.
Laura Von Bampus submitted an Application for Certificate of
Appropriateness to re -roof a portion of the house at 618 Park
Avenue, a with 5 -V groove galvanized sheet (tin type) roof. The
other portion of the house has 3 year old fiberglass shingles,
which she will not be replacing. Applicant was not present.
Cal Conklin moved to approve the Application for Certificate of
Appropriateness to re -roof the house at 618 Park Avenue, as
proposed. He recommended when the other portion of the roof is
replaced it should be done in a similar fashion. Seconded by Laura
Sollien and carried by unanimous vote.
Keith and Doris Butler submitted an Application for Certificate of
Appropriateness to paint the house at 1217 Magnolia Avenue. The
proposed paint selection is the color Iceland.
Laura Straehla moved to approve the Application for Certificate of
Appropriateness to paint the house at 1217 Magnolia Avenue using
the color Iceland as the paint selection. Seconded by Helen Stairs
and carried by unanimous vote.
Discussion was held regarding assistance of the purchase/ renovation
of the Welaka Building. It is currently owned by RTC and is on the
market. Several community_ oriented groups, such as the First
Street Gallery, the Sanford Historic Trust, the Main Street Program
and the Welcome Center, are interested in the purchase /renovation
of the building. This would centrally locate these entities in the
Historic District. Mrs. Stairs explained that the concept the
various groups are after is not to take the building off the tax
rolls but to utilize the top floors for the groups and to lease the
ground floors to generate revenue to pay taxes, insurance and
maintain the building. The Secretary of State gives special
preferences to cities and Preservation Boards. It was recommended

that the Chairman write a letter to the Secretary of State
expressing the Board's interest in pursuing purchase /renovation of
the building. The Board hopes that this letter will buy time to
allow for looking into the feasibility in purchasing the building
and determining how ownership can take place.
Mr. Stubbs recommended that the Board consider becoming designated
a Certified Local Government in the National Historic Preservation
Program. There are several benefits in becoming a Certified Local
Government. Access to special grants from State Historic
Preservation Officers; Local historic preservation expertise
recognized by State and Federal agencies; Technical assistance and
training from State Historic Preservation Officers; and
Participation in statewide preservation programs and planning are
just a few of these. The Board concurred that Mr. Stubbs and Mrs.
Stairs will continue to pursue this as Historic Preservation Board
Representatives.
Discussion was held regarding City Staff handling certain levels of
Applications for Certificate of Appropriateness for the Residential
Historic District. The Board discussed the possibility of sharing
a Preservation Officer with the City of Deland. Mr. Stubbs passed
out a copy of the City of Orlando's procedure for Issuance of
Certificate of Appropriateness for the Board's review. The minor
review procedure is composed of Administrative review performed by
the Planning Official or designee and a qualified member of the
Historic Preservation Board. The Historic Preservation Board shall
appoint one member and two alternates to serve on the Minor Review
Committee. The Board concurred that the immediate solution would
be to form a Minor Review Committee composed of one member and two
alternates from the Historic Preservation Board and one City Staff
person. The Board will need to ascertain which criterias will
require a major review or a minor review and then proceed. Mr.
Stubbs, Mrs. Stairs and Mrs. Straehla will work as a sub - committee
on this issue and discussion will be held at the March 3, 1994
regular meeting.
Ms. Sollien asked if the Board was doing anything in regards to
notification being sent to the residents that they are in a
historic district and informing them of the codes pertaining to any
exterior changes to a house. Mr. Stubbs informed her that he was
currently working on a letter to provide residents with this
knowledge.
Mrs. Straehla apprised the Board the Design Committee for Main
Street will be meeting Monday, February 7, 1994, at 6 :00 P.M. at
the Welcome Center to go over codes and the Main Street goals. Mr.
Stubbs will be hosting this meeting and any other member interested
in participate is welcome to attend.

Mr. Stubbs recommended that the Board address and discuss the
Board's position on cluster mailboxes in the Historic Districts, at
the March 3, 1994, regular meeting. Mrs. Turner will research the
files to ascertain if any action was previously taken on this
issue.
There being no further business before the Board, the meeting was
adjourned at 6:45 P.M.
