The Meeting was called to order by the Chairman, Kevin Stubbs, at
5:15 P.M.
Paster Floyd Blake, of the First Baptist Church and Cindy McGinnis,
with Schweizer, Inc., were present and submitted an Application for
Certificate of Appropriateness to construct a new sanctuary and
parking lots for the First Baptist Church at 519 Park Avenue.
Mr. Mills asked Pastor Blake if there are any plans to expand
parking beyond that which was proposed. Pastor Blake informed the
Board that there currently are no plans to expand the parking. Mr.
Stubbs expressed his concern regarding the removal of oak trees for
parking and curb cuts off the main streets. He felt that the trees
are a contributing factor to the Historic District and the Old
Sanford Regulations require access from the alleyways. Mr. Conklin
stated that he felt that a Church is a contributing factor to the
Historic District and a church needs parking.
Jerry Mills moved to approve the Application for Certificate of
Appropriateness to construct a new sanctuary as proposed in the
Site Plans submitted with this application but recommended that the
6 parking spaces at 6th Street & Magnolia Avenue and the 11 parking
spaces at 5th Street & Magnolia Avenue as proposed in the Site
Plans on file with the City's Land Development Coordinator, Bettie
Sonnenberg be left out of this project. Seconded by Bess Simons
and after further discussion the vote was carried as follows:

Tony Bonacci, of Dixie Signcraft, representing Jake's Cafe, was
present and submitted an Application for Certificate of
Appropriateness to hang a 14" X 27" wooden sign on the building at
112 East First Street. The sign will have Jake's logo painted on
it. He also submitted an Application for Certificate of
Appropriateness to hang two awnings on the building at 112 East
First Street. One being a 9' long X 2' wide awning with Classic
Catering painted on it and the other a 15' long X 2' wide awning
with Jake's logo painted on it.
Jerry Mills moved to approve both Applications for Certificate of
Appropriateness to hang a wooden sign and to hang both awnings on
the building at 112 East First Street, as proposed. Seconded by
Helen Stairs and carried by unanimous vote.
Tony Bonacci, of Dixie Signcraft, representing Stairs Realty,
Stitches, Etc., and the Welcome Center, was present and submitted
an Application for Certificate of Appropriateness to place a window
sign with Stitches, Etc.'s, logo in white vinyl letters on the
building at 101 East First Street, Suite B, and to place a window
sign with Sanford Main Street Inc., in a white vinyl block style
lettering on the building at 101 East First Street, Suite D.
Helen Stairs stated she represented the property and will have to
abstain from voting.
Jerry Mills moved to approve the Application for Certificate of
Appropriateness to place the window signs on the building at 101
East First Street, as proposed. Both window signs will not exceed
25% of the window area. Seconded by Laura Sollien and carried by
the vote as follows:

William B. Sherman, Jr. submitted an Application for Certificate of
Appropriateness to put a chain link fence around the parking area
at 217 South Oak Avenue. Mr. Sherman indicated on the application
that others are utilizing his parking lot and trash containers and
the fence will help maintain the appearance of his property.
Jerry Mills moved to table the Application for Certificate of
Appropriateness to put a chain link fence around the parking area
at 217 South Oak Avenue until the meeting schedule for March 3,
1994. This will allow Members to go and see where the fence is
located. Seconded by Bess Simons and carried by unanimous vote.
Calvin and Sharon Volkers, were present and submitted an
Application for Certificate of Appropriateness to replace the 18'
X 18' garage in the back yard at 1205 South Elm Avenue with a pre-
fabricated structure.

Jerry Mills moved to approved the Application for Certificate of
Appropriateness to replace the 18' X 18' garage in the back yard at
1205 South Elm Avenue. He approved the existing location and the
size of the garage with the condition that the material used will
be wood siding and fiberglass shingles to match the ones on the
house. Seconded by Bess Simons and carried by unanimous vote.
Cecil and Carrie Buettner were present and submitted an Application
for Certificate of Appropriateness to replace the shed in the back
yard at 512 Myrtle Avenue with a 20' X 20' garage with a pre-
fabricated structure.
Jerry Mills moved to approve the Application for Certificate of
Appropriateness to replace the shed in the back yard at 512 Myrtle
Avenue. He approved the location and the size of the garage with
the condition that the material used for the siding must be one of
the approved materials in the Architectural Regulations, Schedule
S, of the Land Development Regulations. The metal roof is approved
in those regulations. Seconded by 011ie Williams and carried by
the vote as follows:

Discussion was held regarding changes in the Old Sanford
Regulations. It was recommended that the Board work with the
current codes to work out any problems and accumulate possible
changes over a period of 6 months and then discuss further.
Discussion was held regarding the cut off time for applicants to
turn in an Application for Certificate of Appropriateness to be
reviewed at a scheduled meeting. It was decided that all
applications need to be in on the Friday prior to a meeting for the
Board to take action on that application.
Discussion was held regarding charging a fee to process the
Application for Certificate of Appropriateness. It was recommended
that a list of fees for other applications that the City processes
be provided in the March 3, 1994, agenda packet, for the Boards
review and discussion at that meeting.
Discussion was held regarding code violations which occur on the
weekends. It was requested that a number be made available in
order to contact Code Enforcement of these violations.
There being no further business before the Board, the meeting was
adjourned at 6:45 P.M.
