M I N U T E S HISTORIC PRESERVATION BOARD MEETING March 3, 1994 5:00 P.M. City Commission Conference Room City Hall, Sanford, Florida Members Present: Kevin Stubbs, Chairman Cal Conklin Jerry Mills Monte Olinger' Members Absent: Elizabeth Simons Laura Sollien Helen Stairs Laura Straehla Altermese Bentley Chris Cranias Others In Attendance: 011ie Williams Russ Gibson, City Liaison Jay Marder, Director of Planning & Development Penny Turner, Secretary The Meeting was called to order by the Chairman, Kevin Stubbs, at 5:05 P.M. The Board recognized Altermese Bentley's and 011ie Williams' absences as excused. Helen Stairs moved to approve the Minutes of February 3, 1994 and the Minutes of February 17, 1994. Seconded by Laura Straehla and carried by unanimous vote. Dr. William B. Sherman, Jr., submitted an Application for Certificate of Appropriateness to put a chain link fence around the parking area at 217 South Oak Avenue. This application was. previously tabled at the February 17, 1994, Meeting to allow members to go and see where the fence is located. A representative for this application was not present. Mr. Johnny Knowles, associated with Tri- County Sheet Metal, requested to be heard regarding the application for the fence at 217 South Oak Avenue. He is not.representing the application but representing the owner of the building next door. He explained that when Mr. Michael Moniz rented 215 South Oak Avenue and was using that parking lot on occasion. Dr. Sherman did not disapprove until the property was paved and then requested they pay a fee of $150 a month for use of the parking lot. The chain link fence is 6ft high and on the property line and.it extends past the building at 215 South Oak and makes it impossible to open two windows, which is the only ventilation for the building. Mr. Knowles feels that the fence is unsightly and inappropriate for the area and feels that it should be torn down. HISTORIC PRESERVATION BOARD MEETING Page 2 March 3, 1994 Mr. Conklin recommended that the Board should notify Dr. Sherman and ask him to come to a meeting to discuss this issue. Ms. Sollien expressed her concern that the.drawing submitted for the Board's review is not what is actually at the. site. The chain link fence goes all the way across the asphalt, there is no chain link fence in the back, nor on the side. It does not appear to protect the building, it does not protect or secure cars because there is an entrance at the front of.the building. It looks like.there is a fence in the middle of asphalt for no specific reason. She stated from an aesthetic point of view and for the Board's purposes to improve the Historic.District it is an eye sore. Mr. Stubbs explained for the record that this property falls within the Commercial Downtown Guidelines and in guidelines. under Site Elements and Fences it, states "the use of fences is discouraged within the district except to. provide for public safety. If fences are necessary, they should be constructed of materials which were historically used such as brick or wood. The use of new or modern materials which were not used historically, such as chain link fencing, is discouraged." Monte Olinger moved to deny the Application for Certificate of Appropriateness to put a chain link fence around the parking area at 217 South Oak Avenue based on the Design Guidelines for New Construction in the Downtown Commercial Historic. District of Sanford Florida, the Board discourages the use of chain link fences and requires that the fence be taken down: The Board further objects that the fence was constructed without a_ Building. Permit or a Certificate of Appropriateness from this Board. Seconded by Laura S.ollien and carried by unanimous vote. Johnny Knowles,. representing Tri- County Sheet Metal, was present and submitted an Application for Certificate of Appropriateness to request approval of the changes made to the existing.signs on the building at 215 South Oak .Avenue. The signs originally said "Steinmeyer" and was changed to read "Tri - County" using the same type of lettering style. Discussion was held regarding signs that are changed must come into compliance with the Sign Regulations in the Downtown Commercial Historic District. Wall signs for single tenant occupancy shall be limited to one (1) per space and shall not exceed 30 in height and 50% of the primary frontage of the building. In the Design Guidelines for the Downtown Commercial District freestanding signs are strongly discouraged. Several members indicated that they did not want to create a hardship for this business and is inclined to allow them to keep the freestanding sign but the wall sign needs to be reduced to come in compliance with the sign regulations. HISTORIC PRESERVATION BOARD MEETING Page 3 March 3, 1994 Jerry Mills made a motion to leave the freestanding sign as is, but only for this particular owner, if the building or the business changes hands the Board will have the capability of going back to look at it again prior to anything being changed. He further moved that the "Tri- County Sheet Metal" wall sign be reduced to a size that is appropriate to the Sign Regulations 'in the Downtown Commercial Historic District, which is 6' 8 in length and no more than 30" in height. Seconded by Monte Olinger and under discussion Laura Straehla requested that an addendum be made to the motion that the Board recommends /encourages that the freestanding sign be removed since the guidelines discourage freestanding signs in the district. Mr. Mills stated he approved of the addendum. Laura Sollien requested the motion be modified to require the freestanding sign be lowered not to exceed 5ft above the ground. Motion was carried by unanimous vote. Mr. Knowles expressed his feeling on why he felt Sanford is dying. He felt that a businessman comes to Sanford and tries to open and operate a small business at a profit and the City inundates him with licenses, inspections, and harassment. Mr. Mills explained to Mr. Knowles that other cities in the nation such as Savanna, Charleston, New Orleans, and Atlanta have much stricter requirements than the City of .Sanford. Mr. Mills stated that he believes that this Board works harder and more with the people in the Commercial Historic District to try and change and avoid such rumor /image that the Board is against businesses. Mr. Conklin indicated that if Mr. Knowles was not pleased with the action that this Board took, he had a recourse to go to the City Commission. Mr. Stubbs stated appeals go directly to the City Commission and informed Mr. Knowles he can Contact Penny Turner at the City of Sanford to find out what steps to take to go through the appeal process. Charles M. Cameron was present and submitted an Application for Certificate of Appropriateness to do the following to the building at 301 East Fifth Street: 1) Replace damaged and missing screens 2) build a handicapped ramp 3) paint the building white and the trim and screen frames green (existing colors) 4) Pave handicapped parking space and walk as per requirements of Sanford Planning & Zoning Plan approval. 5) Paint existing metal roof The Board informed Mr. Cameron that the site plans have been approved by Planning and Zoning, therefore this board has no jurisdiction over the site plans. HISTORIC PRESERVATION BOARD MEETING Page 4 March 3, 1994 Discussion was held regarding repairing and replacing of the screens. The windows on the front of the building are currently aluminum windows and the ones on the side and back of the building are the original wood sash windows. Mr. Cameron has hung security bars and mounted the screens wider than the window onto the window casings for uniformity and appearance. He is planning to paint the aluminum screens the same color as the trim. The Board explained to Mr. Cameron that aluminum is not approved material under the Architectural Regulations Schedule S of the Land Development Regulations for the City of Sanford. The Board is not only concerned in the appearance but the integrity of the building in order to preserve and protect the historic structures. Discussion of tabling the screen issue for two weeks in order to allow members the chance to look at the actual configuration of the bars in relationship to the windows. Jerry Mills made a motion to table the question of the damage and missing screens until the March 17, 1994, Meeting. He further moved to approve building a wood handicapped ramp, painting the building white with the green trim, painting the existing metal roof the aluminum color and indicated that the issue of the paving of the handicapped parking space is non -issue so does not require voting. Seconded by Helen Stairs and carried by unanimous vote. Martha Wells submitted an Application for Certificate of Appropriateness to paint the building at,500 Palmetto Avenue. The proposed paint selection is Brown Rose for the major portion of the building, Porcelain for the trim and Rockport Blue for the highlights. Applicant was not present. Monte Olinger made a motion to approve the Application for Certificate of Appropriateness to paint the building at 500 Palmetto Avenue as proposed. Seconded by Laura Straehla and carried by unanimous vote. The Application for Certificate of. Appropriateness submitted by Robert and Kimberlyn Witt to replace the siding and windows on the building at 520 South Oak Avenue was tabled. The applicants had purchased aluminum windows but then found out that the Architectural Regulations do not allow aluminum windows. They were able to find the wood windows which match the original portion of the building but these windows will not be in for approximately four weeks. They will come back before the Board at a later date. Rachel Cheek submitted an Application for Certificate of Appropriateness to construct a picket fence at 207 East filth Street. HISTORIC PRESERVATION BOARD MEETING Page 5 March 3, 1994 Ms. Sollien stated there is a problem with the City's setback requirements. The fence is currently over the easement on the curb. The Architectural Regulations Schedule S, of the Land Development Regulations require that fences be on the property line. The proposed material, spaces of the pickets and the height of the fence meets the special standards but does not meet the standards requiring it to be on the property line. Cal Conklin moved to approve the picket fence with the condition that it be moved back to the property line behind the sidewalk. Seconded by Helen Stairs and under discussion Mr. Conklin amended his motion to approve the white picket fence with the condition that the fence be moved back behind the sidewalk to the property line and the work be completed within three (3) months and if it is not done with in that period of time it will automatically go to Code Enforcement. Laura Sollien seconded the amended motion and carried by unanimous vote. Discussion was held regarding City Staff handling certain levels of Applications for Certificates of Appropriateness for the Residential Historic District. Mr. Stubbs and Mrs. Straehla are currently working on this and will report to the Board at the March 17, 1994, Meeting. Discussion regarding the Budget for fiscal year 1994/95 was tabled until the March 17, 1994, Meeting.. . Under other business Robert and Remdiaos Rutledge explained to the Board that they had just heard of the special codes for the residential district and understood that the Board meets twice a month and that applications have to be submitted one week prior to the meeting date. The Board's next meeting is scheduled for March 17, 1994 and they are in need to have their roof repaired. The roof at 508 Myrtle is leaking and they cannot pull a permit to repair until they receive approval through this Board. This is an emergency situation they are replacing the existing fiberglass shingles with beige colored fiberglass shingles. Laura Sollien moved to approve that two (2) members of the Board and Russ Gibson as City Staff meet for an interim approval on an emergency basis for the Application for Certificate of Appropriateness to replace the roof on the building at 508 Myrtle Avenue.
