City Commission Conference Room City Hall, Sanford, Florida Members Present: Kevin Stubbs, Chairman Margaret Frison Jerry Mills Laura Sollien Laura Straehla 011ie Williams Members Absent: Cal Conklin Chris Cranias Monte Olinger Elizabeth (Bess) Simons Helen Stairs The meeting was called to order by the Chairman, Kevin Stubbs, at 5:10 P.M. The Board welcomed Margaret Frison, as a new member to the Historic Preservation Board. The Board recognized Cal Conklin Is, Bess Simons' and Helen Stair's absences as excused. Mr. Mills requested that the secretary provide a report of the member's attendance at the July.7, 1994, meeting. Margaret Frison moved to approve the Minutes of May 5, 1994. Seconded by Laura Straehla and carried by unanimous vote. Charles Cameron was present and submitted an Application for Certificate of Appropriateness for removal of the chimney at 301 East 5th Street. Mr. Cameron explained.that - the 15 11, X .15" brick chimney was a free standing chimney with a smoke stack attached, it was not a fireplace. It had been located on the rear side of the one story addition and had no service connection to the main structure. He removed the chimney approximately three weeks ago. The Board questioned why Mr. Cameron did not apply for a Certificate of Appropriateness prior to removing the chimney. Mr. Cameron stated it was for security purposes and he felt it was considered minor maintenance. He further stated he was instructed by his roofer and electrician that the chimney was in disrepair and should be removed. The Board informed Mr. Cameron that removing an historic element is not a minor maintenance issue and requires approval from the Board. The Board does not wish to set a precedent where individuals remove historic elements because they are told by a plumber, electrician, etc., and then 'come to the Board for a Certificate of Appropriateness and think that it will be accepted. HISTORIC PRESERVATION BOARD MINUTES Page 2 June 2, 1994 Jerry Mills moved to approve the Application for Certificate of Appropriateness for removal of the chimney at 301 East 5th Street in retrospect and with caution to the applicant and other applicants that chimneys are considered historic elements which require a Certificate of Appropriateness prior to removal. The chimney was not a fireplace chimney, it was a later addition, in disrepair and was not a major element on the building. Seconded by Laura Sollien and carried by unanimous vote. Henry Faint, III was present and submitted an Application for Certificate of Appropriateness to make modifications /changes to the building at 709 Magnolia Avenue. Mr. Faint, III proposed the following modifications /changes: 1) attach Alcoa Silhouette Dutchlap Vinyl Siding, in Biscayne Blue, over exterior asbestos walls 2) close soffit area with vinyl soffit and vinyl aluminum and paint all soffit, fascia and detail trim. in Light Grey 3) replace 4 wood columns (painted Light Grey) 4) install wooden screen door 5) install 21 MW Reno double hung wood replacement windows with putty glazed lights 6) repair front porch 7) install Dark Grey 15" width vinyl shutters on front of house Mike Noble, representing Aluminum Service Inc., and Steven Clarke, representing Home Crafters U.S.A.; were present to represent the products Mr. Faint is proposing to use. Mr. Noble presented the Silhouette Series Vinyl Siding product. He explained that it is an upscale vinyl siding available in four different profiles. He provided the Board with samples and literature of the product. Mr. Noble requested that the Board consider the Silhouette Series Vinyl Siding as an approved material in. the Old Sanford Architectural Regulations. The Board explained that the intent of the Historic Preservation Board is to preserve the integrity of the original historic character of the homes and the district. Each application is reviewed on a case by case basis. The general rule is to repair /restore with like material. Discussion was held regarding the condition of the existing wood siding and whether or not there is any environmental concern regarding the vinyl siding being attached and penetrated through the existing asbestos. Mr. Clarke stated he did not feel that there was a concern and the Building Department will have to approve the method of installation of the siding. Mr. Faint indicated that the reason for the installation of vinyl siding is due to the cost to remove the asbestos. Discussion was held regarding the condition and the design of the wood columns. Mr. Faint explained that two of the four columns have dry rot damage. The other two are in good condition. He is proposing to replace them with ones similar to the existing columns. HISTORIC PRESERVATION BOARD MINUTES Page 3 June 2, 1994 Discussion was held regarding furnishing and replacing the existing windows with MW Reno double hung windows, which are putty glazed with nine lights in each sash, true divided lights. There are 23 original wood two over two double -hung windows. Mr.. Faint explained that he is replacing the windows because ,both the interior and exterior are rotten and have termite damage and the sills need to replace. Ms. Sollien stated that the two over two windows are historically correct and would be more in character with the house. Mr. Faint indicated that he would prefer the two over two windows if there was not an additional cost. Mr. Clarke stated that he will have to special order two over two windows and it will be an additional expense. It was recommended that some of the original windows be saved and put in the front facade to make the house look original at the street view. Laura Sollien moved to approve the Alcoa Silhouette Dutch Lap Vinyl Siding in Biscayne Blue and designated the Chairman to further review and take action on the windows, the trim, the window casings, the wood columns, screen door, and the shutters. Ms. Sollien denied the vinyl soffit and facia covering. Seconded by Jerry Mills and carried by unanimous vote. Jerry Mills moved to accept the Minor Review Committee's actions on the following Applications for Certificate of Appropriateness: a) 209 East 5th Street - Fence b) 500 Palmetto Avenue - Fence c) 608 South Oak Avenue - Paint d) 418 Palmetto Avenue - Fence Motion was seconded by Laura Straehla and carried by unanimous vote. Discussion was held regarding Guidelines for Awnings and Canopies. Mr. Mills provided the Board with a copy of the Main Street Guidelines for Awnings and Canopies. Laura Straehla moved to provide the Main Street Guidelines for Awnings and Canopies to people in response to inquires for appropriate awnings and canopies in the Downtown Historic Commercial District. Seconded by 011ie Williams and carried by unanimous vote. Mr. Gibson reported on the potential code violation at 417 West 12th Street. The pre - engineered metal structure received approval from the Building Department prior to the Old Sanford District Regulations.
