MINUTES HISTORIC PRESERVATION BOARD MEETING July 7, 1994 5:00 P.M. City Commission Conference Room City Hall, Sanford, Florida Members Present: 011ie Williams, Vice Chairman Margaret Frison Jerry Mills Laura Sollien Helen Stairs Laura Straehla Members Absent: Cal Conklin Chris Cranias Monte Olinger Bess Simons Kevin Stubbs The meeting was called to order by Vice - Chairman, 011ie Williams, at 5:05 P.M. After Roll Call, the board reviewed the attendance records and recommended that any action be tabled for a meeting with more members present. Referring to page 3 of the June 2, 1994 Minutes, Jerry Mills noted that he did supply information to Kevin Stubbs regarding the applicants at 709 Magnolia Avenue" indicating no additional cost for two over two windows. Russ Gibson acknowledged that the applicants were made aware of this information. Jerry Mills moved to approve the Minutes of June 2, 1994. Seconded by Helen Stairs and carried by unanim vote. E.L. "Buck" Mullins, Mullins Development Consulting Services, Inc., was present and submitted an Application for Certificate of Appropriateness for paint colors and exterior security lights. Mr. Mullins submitted Lancaster White for the building and door color and Lafayette Green for the trim color. Mr. Mullins also presented illustrations of security lighting for the board to review and comment. Jerry Mills stated that the lighting samples appeared colonial in style rather than mediterranean which is indicative of much of the construction during Sanford's boom period of the teens and 1920's. Mr. Mullins updated the board on the renovations and indicated that it would be about a month before he would be ready to install the lights. In the meantime, Jerry Mills offered the use of a catalog of exterior lighting to the applicant and moved to approve the paint colors as submitted. The motion was seconded by Helen Stairs and carried u nanim ous l y . Gil Mador, Vice President of the Sanford Historic Downtown Waterfront Association, was present and submitted an application for the placement of Cigarette Receptacles along First Street. Mr. Mador explained that 15 masonry receptacles at $121 each would be placed along First Street. The board expressed concern over who would be responsible to maintain the receptacles. Mr. Mador indicated that some discussion with the City about that has been made. The motion to approve the placement of 15 cigarette receptacle along First Street was made by Jerry Mills. The motion was seconded by Laura Straehla and carried by an HISTORIC PRESERVATION BOARD MINUTES Jul 7, 1994 unanimous vote. Page 2 Laura Straehla, representing Sanford Main Street, submitted applications for awning projects received by the SMS Design Committee for grant funding. One other application for Certificate of Appropriateness for an awning received by staff was also included in her presentation. The board questioned the need for HPB to review the applications at this time. Laura Straehla explained that even though the Design Committee has reviewed only half of the applications because many applications were submitted after the group met, nonetheless, a Certificate of Appropriateness will be required for each project. Furthermore, whether or not Sanford Main Street funds the project some applicant's may wish to go ahead with their project. The board decided to review all projects rather than moving on each one. The following awning projects were presented by Laura Straehla: 1) replace awning at 121 E. First Street (Touchton Drugs) with black and white canopy; 2) construct concave awnings at 208 Sanford Avenue (Aiken Printing); 3) construct new and recover existing vinyl awnings at 200 South Park Avenue (ABL Business Equipment, Inc.); 4) construct vinyl awning of eggshell color and forest green lettering at 110 E. First Street (Betty Anne's Unisex Hairstyling); 5) reconstruct awning at 107 W. First Street (Christo's); 6) construct light grey vinyl awning with burgundy lettering at 116 First Street (Arts & Ends, Grannie Annie's); 7) construct awning at 109 South Palmetto Avenue (Barbara Ferrell ARTS); 8) construct vinyl dome awning at 201 E. First Street (Mainstreet Antiques, Accents, Etc.); 9) construct white and cream awning at 205 E. First Street (Gerald Gross); 10) construct awning at 205 -A/B E. First Street (Forever Fashion Bridal); 11) construct teal vinyl awning at 205 -B, E. First Street (William Corso & Assoc.); 12) construct teal vinyl awning at 205 -D E. First Street (The Willow Tree); 13) construct teal vinyl awning at 205 -E E. First Street (Vince Jewelers); 14) construct teal vinyl awning at 205 -F E. First Street (L.iccorp Services, Inc.); 15) construct awnings at 209 E. Commercial Avenue (Sanford Flower Shop); 16) recover awnings at 214 S. Palmetto Avenue (The Volkshop); 17) construct awning, burgundy with white lettering, at 202 -L E. First Street (The Studio, Inc.). Jerry Mills moved to approve all awning applications as presented except Christo's due to lack of information. The motion was seconded by Helen Stairs and motion carries as follows: Margaret Frison Aye Helen Stairs Aye Jerry Mills Aye Laura Straehla Aye Laura Sollien Nay 011ie Williams Aye Helen Stairs moved to accept the Minor Review Committee's actions on the following App4cations for Certificate of Appropriateness: a) 709 Magnolia Avenue - Windows, Shutters, Columns b) 327 West 9th Street - Deck and Paint c) 603 South Myrtle Avenue - Paint d) 606 Palmetto Avenue - Paint Motion was seconded by Laura Sollien and carried by unanimous vote. Mr. Gibson presented the revised Application for Certificate of Appropriateness and explained HISTORIC PRESERVATION BOARD MINUTES July 7, 1994 Page 3 that it contains the same information as the current application but is reduced to one page. Jerry Mills moved to accept the new Application for Certificate of Appropriateness. The motion was seconded by Laura Straehla and carried by unanimous vote. The board discussed the reasons why changes to the Old Sanford Historic Area Regulations were needed and recommended that discussion of .specific changes be considered at the next meeting. The board also requested that staff provide an outline of the procedures to amend the code at the next meeting. There being no further business before the Board, the meeting was adjourned at 6:25 P.M.
