M I N U T E S HISTORIC PRESERVATION BOARD MEETING December 1, 1994 4:30 P.M. City Commission Conference Room City Hall, Sanford, Florida Members Present: Cal Conklin Chris Cranias Margaret Frison Jerry Mills Michael Skat Laura Sollien Helen Stairs Kevin Stubbs 011ie Williams Monte Olinger Members Absent: Laura Straehla Others in Attendance: Russ Gibson, City Liaison Penny Turner, Secretary The Meeting was called to order by the Vice Chairman, Laura Sollien, at 4:40 P.M. The Chairman was delayed. The Board recognized Laura Straehla's as an excused absence. Martin Rak, Vice President of Delco Oil, Inc., Fina Distributor for the area, was present and submitted an Application for Certificate to install signs, canopy, building graphics and planters at 217 South Park Avenue. Mr. Rak apologized to the Board for coming before them after the fact. He stated that when this project was started in July and he met with this Board he informed them he would came back to discuss landscaping and signage. Since then he has met with building officials, the Engineering Department, and the Land Development Coordinator at the site a number of times. After several of these meetings on site he got the impression that they had the authority to do what they were telling them at that time. He explained that he found out later that they still needed to come before this Board for approval. Mr. Rak stated that one of the concerns that came up was about the chain link fence with white slates being against the regulations and that this Board requires wood stockade fence. He explained the reason for the chain link fence with the white slates is Fina's image as an oil company is white clean bright image. Mr. Rak presented the Board with a letter from the previous owner, Cumberland Farms that states there was a chain link fence there before and also a letter from Fina which talks about the image. Mr. Rak further explained that they are limited as far as the graphics are concerned because of the Fina's Registered Trademark. HISTORIC PRESERVATION BOARD - Minutes December 1, 1994 Page 2 The Board explained that they were aware and understood Fina's trademarks but the chain link fence really doesn't have to do with trademarks and is against the codes. Discussion was held regarding the proposed signage and graphics on the building not meeting the Sign Regulations. The Board is.not opposed to the proposed planters. It was suggested that Mr. Rak speak with Mr. Stubbs and Mr. Gibson throughout the month to determine what alternatives are available for the signage and graphics. Jerry Mills moved to table items one and two on the Application for Certification of Appropriateness for signs, canopy, building graphics and planters for the property at 217 South Park Avenue until the January 5, 1995, Meeting. This is not to prevent the owner from opening; it is to have the owner discuss with Fina the alternatives for signage, specifically the pole sign being to high, the graphics on the side of the canopy and the building are too large and a little too bold. Mr. Mills approved item 3 of the application regarding the planters. Mr. Rak is requesting that the existing chain link fence be replaced with a new chain link fence with white slates to improve security and beautify the property. He provided the Board with a letter from the previous owner Cumberland Farms that there was previously a fence on the north side of the property. Mr. Rak stated he had not seen the original fence. Harvey Butler, Advance Canvas, was present and expressed his concern regarding the chain link fence at 217 Soutlz Park Avenue. He owns the business on the corner of Third Street and Magnolia Avenue and the fence is in his back yard. He stated that he felt that the fence is obtrusive, it blocks view from the back of his shop, but more importantly he feels it becomes a safety problem whereas Police Officers in the area cannot properly patrol. Chris Cranias made a motion to deny the Application for Certificate of Appropriateness erect a chain link fence at 217 South Park Avenue. Seconded by Monte Olinger and after further discussion Cal Conklin called for the question. Motion was carried unanimously. HISTORIC PRESERVATION BOARD - Minutes Page 3 December 1, 1994 Mr. Rak stated clarified with the Board that he was to speak with Mr. Stubbs and Mr. Gibson regarding alternatives for the signage and building graphics before the January 5, 1995 Meeting. He asked if there was an appeal process for the Board's decision. The Board explained that there was and he would need to appeal to the City Commission. Richard L. Mamele submitted an Application for Certificate of Appropriateness to replace the reserved parking signs on the building at 230 North Park Avenue. Applicant was not present. Jerry Mills moved to approve the Application for Certificate of Appropriateness to replace the reserved parking signs on the building at 230 North Park Avenue. Seconded by Chris Cranias and carried by unanimous vote. Pazaria Smith, with Starlite Tutorial Academy & Learning Center, was present and submitted an Application for Certificate of Appropriateness to erect an awning and a window sign on the building at 209B West First Street. Kevin Stubbs moved to approve the Application for Certificate of Appropriateness to erect an awning and a window sign on the building at 209B West First Street. Seconded by 011ie Williams and carried by unanimous vote. Willie B. Sherman, Jr., D.D.S., submitted and Application for Certificate of Appropriateness to install a back light awning matching the color of the building at 217 South Oak Avenue. Applicant was not present. Kevin Stubbs moved to approve the Application for Certificate of Appropriateness to attach the awning as submitted as long as the width of the awning does not exceed the width of the building facade, the bottom of the awning is lined up with the top of the windows, the material is either cloth or vinyl. The back lighting is not approved and the lettering styles must adhere to the pre - approved lettering styles. Discussion was held regarding the dimensions of the awning. Mr. Stubbs attached a recommendation to his motion that the depth of the awning proportionally be 3ft instead of 2f t. Seconded by Monte Olinger and carried by unanimous vote. Martha Wells submitted an Application for Certificate of Appropriateness to replace a window with a stained glass windows at 500 South Palmetto Avenue. Applicant was not present. Mr. Gibson informed the Board that when Ms. Wells submitted the application she indicated she would be here with the actual stained glass window. Mrs. Turner 'spoke with Ms. Wells and she is unable to attend. Mrs. Turner informed the Board that Mrs. Wells stated that the stained glass came from an old church and the reason she is putting this window in is for security and leak reason. HISTORIC PRESERVATION BOARD - Minutes Page 4 December 1, 1994 Jerry Mills moved to table the Application for Certificate of Appropriateness to replace the window at 500 South Palmetto Avenue until the applicant can provide further information and explain how the window will be installed. Seconded by Kevin Stubbs and carried by unanimous vote. Kay Bartholomew' submitted an Application for Certificate of Appropriateness to install french doors on the building at 603 Oak Avenue. Mrs. Turner informed the Board that Ms. Bartholomew has requested that the Board delay review of this application until their January 5, 1995, Meeting. She as additional information as well as more items for the Board to review. Mr. Mills suggested that the Historic Preservation Board or the Sanford Historic Trust begin developing a list of sub- contractors to assist building owners.
