Communication from Clyde Line Steamship Co in reference.to beautifying Bulkhead property was read and same referred to Chairman of Street Committee to take up same with City Attorney and have agreement drawn up, said agreement Ito run forone year. Sanford Public Servise Cc notified Council that Fire alarm had arrived and asked Councilwhere same was to be placed, on motion carried same was refdred to Chariman of Fire Committee. The matter of contract for street cleaning was d6soussed at length, and on motion F. L. Miller duly seconded by Roy Symes, same was extended to March 1, 1918. Chaiman of the Street Committee reported that he had conferred with acting City Atty in regard to agreement between City if Sanford and Clyde Steamship Co in-regard I" ■ to beautifying Bulkhead property belonging to Clyde Line S. S. Co., and that acting City attorney advised him thattcity oould enter into no agreement with the Company, where- upon a motion was made and duly seconded that City Clerk write said Company and inform them that said agreement oound not be made. Mr. R. J. Holly and several Ladies of the Woman's Club came before the Council and asked for some assistance in renting a rest room for the City, and after dis- ou ssing the matter at length, a motion was made and seconded that the City pay $15.00 Per month rent. A complaint having been made to the Council about vivious dogg running at large same being a menace ti the public a motion was made and seconded and Couneilman Miller was asked to present an ordinance at the next meeting concerning dogs running at at large in the City of Sanford. On motion carriedp Third Street and Myrtle Avenue Intersectio n to be paved with shell. �f On motion carried, sewer be extended from alley between Laurel and French Avenue, beginning at 12th Street Run North to 10th Street down 10th street East to present sewer. On motion carried, the matter of repairs to Goldsboro Avenue iqas referred to Street Committee with power to act. Communication from District Health officer C. T. Young was read and ordered a filed. On motion carried, Sanitary committee together with Sanitary Inspector and City Engineer make an inspection of the Sanitary conditions of the City and report at next meeting. Mr. Cobb came before the Council and asked some assistance in obtaining money due him by E. E. Brady for labor, the Council informed him that nothing could be done in the matter, Committee from Colored K. of P. made complaint to Council that one Wm Clark was charging rent on certain property the same being property belonging to City, former- ly property of the City of Goldsboro, on motion duly-seconded,City Engineer was instruct- ed to make survey of same and report to Council at next meeting. City Clerk was here instructed to look up proportion of Road & Bridge Fund the du,City of Sanford. The Matter of expence in the present epidemic of Trachoma was d6soussed, and on motion duly seconded, a special compensation was made to Dr. O. J. Miller -for services in same, amount $100.00 It being brought to the attention of the City Council, that the family of Durham Lewis were in need of assistance and steps to relieve them was referred to the Mayor for attention. Councilman Miller offered the followinf Ordinance and moved its adoption. Ordinance Entitled An Ordinance Regulating Dogs running at large in the City of Sanford. A petition signed by residents near the intersection of Third Street and Sanford Avenue, begging relief from the boisterous so called weekly or semi - weekly dances held in the Hall at or near said corner or street intersection, was read and on motion carried same was referred to Mayor for attention. Communication from Kate Culmer asking that the price per meal to city prison- era be raised owing to the greatly advanced prices in foodstuffs, was read, and on motion W. W. Abernathy seconded by Roy Symes same was raised from 15¢ per mael to 20¢ per meal. Petition signed by citizens of the City of Sanford, asking that an Election be called on the question of Commission Manager form of Government for the City of Sanford, was read and same referred to Clerk to ckeck up and report as to qualifications of said Petition. Report of City Engineer in regard to property in Goldsboro purported to be the Property of Goldsboro was read and on motion carried Council offered Mr. J. J. Dickinson attorney for Wm Clark who holds Tax Deed to said property, $57.00 said offer was refused On motion carried, City Engineer was instructed to inspect all poles carrying m 0 0 wires both electrical and Phone, and report at next meeting of the Council as to condit- ions of said poles and wires. City Engineer was instructed to purchase maps of the City of Sanford, 75 Blue Prints and 25 Cloth. An Ordinance Entitled an Ordinance Regulating Roofing in the City of Sanford, Florida, was placed on its first reading and read in full and passed, Vote as follows: . Ay's C. H. Dingee, W. W. Miller, and its adop- tion moved by counoilman Roy Symes: WHEREAS, on the 19th day of March 1917, a certain ordinance was duly passed by the City of Sanford, Florida, entitled "An Ordinance Providing for the Issuance of Bonds in the sum of Thirty -three Thousand Dollars, for the Purpose of Payinf, Retiring and Funding Certain Vouchers or Warrants of the City of Sanford, Florida, Issued in Pay- ment of the Proportionate Part of the cost Borne by the City of Sanford, in constructing a Bulkhead bordering on Lake Monroe, in the City of Sanford, and Lying Between the East Side of an unnamed Alley Between Sanford and Cypress Avenues and the West side of Myrtle Avenue and for the Proportionate Part of the Cost Borne by the City of Sa'nfprd in Filling. in, Reclaiming, and bringing to a Topographical Level All Reclaimed Land from the Line of Said Bulkhead to the Shore Line Existing Prior to Said Reclaimation, and for the Cost of the Cobstruetion of a Sewerage System bn said Bulkhead District, and Authorizing and Empowering the Mayor of the City of Sanford, Florida, to Issue a Call foran Election to Determin the Question as to the Issuance od said Bonds., and for the Election of a Board of Three Bond Trustees" AND WHEREAS, it is now the desire of the City Council to provide the form of s said bonds, and the form of the interest coupons to be attached thereto. Bonds numbered one to eleven, both inclusive of this issue, are subject to call and redemption at the option of the City of Sanford, Florida, at any time on or after the 1st day of January, 1927, and bonds numbered from twelve to twenty -two, both inclusive, of this issue, are subject to call and redemption at the option of the City of Sanford, Florida, at any time on or after the 1st day of January 1937, and bonds numbered from twen three to twenty - seven, both inclusive, of this issue are subject to call and redemption at the option od the City of Sanford, Florida, at any time on or after the lst day of January 1942. IT IS HEREBY CERTIFIED; RECITED, AND DECLARED, that all acts, conditions and things, required by law to exist, happen, and be performed, precedent to, andin the issu- ance of this bond, have existed, have happened and have been performed, in regular and due time, form and manner, as required by law, and that the amount of this bond, together with all other indebtedness of the City of Sanford, does not exceed any limit prescribed by the Constitution and Statutes of the State of Florida, and that before the issuance of this bond, provision has been made by resolution of the City Council, toassess annually., a tax upon all real and,personal property, railroads, telegraph, and telephone lines, own- ed or situated within the City of SanAford, to relize a sum sufficient to pay the interest upon this bond, as it may become due, and to create a sinking fund for the payment of the principal hereof at the maturity of same, and that the issue of bonds of which this bond is a part, has been duly confirmed and validated by judgment of the Circuit Court, of the Seventh Judicial Circuit of the Btate of Florida. in and for Seminole County, in a pro- ceeding instituted by the City of Sanford, by and through its Mayor, against the State of Florida, of which proceeding, due notice was duly and regularly given to the State of Florida, and to the Public. BE IT FURTHER RESOLVED: that for the purpose of providing for prompt payment of the principal and interest of the aforesaid bonds, as they become due, there shall be, and there is hereby assessed and levied, and ordered to be collected upon all taxable property within the City of Sanford, a direct continuing annual tax for each year said bonds are outstanding and unpaid, sufficient to produce each year the sum of ;1,650.00, to pay interest on said bonds, and the additional $700.00 to be placed in the sinking fund for the redemption of said bonds at maturity. The following resolution was offered by F. L. Miller and seconded by Roy Symes which passed by unanamous vote:- WHEREAS: The Citybof Sanford did duly publicly advertise to sell on the 15th day of October, 1917, $33,000.00 of the 30 year 5 percent b6nds of the City of Sanford to be issued for the City's share of dock and water front improvement, and, WHEREAS: No bids whatever were received for said bonds and the City has been and is unable to sell said bonds at par and accrude interest by reason of the high rates of interest now prevailing and likely to prevail for a long time to come &n the money markets of this countyy, therefore, be it, RESOLVED: by this Board that we do hereby accept the proposition of L. A. Trow- bridge of Evanston, Ill, to act as fiscal agent of the City of Sanford for the sole pur- pose of selling and disposing of said issue of #33,000.00 five percent bonds at par and interest for the Board of Bond Trustees and this Board does hereby agree to pay said L. A. Mr Little came before the Council and made complaint about closing road, same was re- ferred to Street Committee. Communication from Mr Leffler in regards to taxes on his property, offering a note held by him on said property, in payment of taxes, was read and Clerk instructed to inform Mr Leffler that said offer could not be accepted. Report of City Engineer as to Poles in the City of Sanford and suggesting certain im- provements, was read and City Engineer instructed to notify the different companies as to the condition of said Poles. Report of City Engineer reporting that a tax certificate had been issued by Mr Douglass County Clerk for that portion of the Bulkhead property lying between the A. C. L. R. R. property and Myrtle Avenue, was read and same referred to City Attorney for attention. Report of City Engineer as to securing Alleyways and recommending condemnation proceed- ings, was read and same referred to City Attorney for attention. Mr Dickinson came before the Council representing tax payers from the west side of Sanford, and asked that farm property be assessed according to location, and after heard from several tax payers present, Councilman Miller made a, motion which was duly seconded by Jno Adams, that the President of the Council appoint a committee of two together with the Assessor to meet with a committee of the tax payers interested and formulate plans agreeable to all concerned. Committee appointed as follows: for the Council F. L. Miller, Roy Symes and R. C. Maxwell, Assessor. For the tax payers, C. A. Betts, C. M. Berry and Ed Putnam. Mr H. R. Stevens came before the Council and stated that he had received notice that L a i 0 0 m FA A T the City tax for the year 1911 had not been paid and asked that he be allowed to pay the face of certificate leaving off interest, as said certificate was issued before he came into possession of the property. On motion Councilman Miller seconded by R. A. Newman, Certificate #21 taxes of 1911 covering lots 1, 2 & 3 Block g Tier 2 be cancelled on p ay- ment,of face of certificate, and City attorney is hereby authorized to cancel same. On motion Councilman Miller duly seconded by R. A. Newman, Sidewalk Lien #23 dated January 9, 1913 amount $99.04 is hereby ordered cancelled and City Clerk instructed to notify City Attorney accordingly. Mr Calder representing the Clyde Line Steamship Company came before the Council and asked that their assessment be adjusted, On motion Councilman R. A. Newman seconded by Jno Adams, Clerk instructed to notify Clyde Line Steamship Company, to pay the existing assessment, and voucher will be issued to cover difference, this for the reason the City has no list of errors and insolvencies. On motion R. A. Newman seconded by Jno Adams, City attorney is authorized to employ extra office force in connection with collections of delinquent taxes. On motion F. L. MilleiVaecondad by R. A. Newman, That City Attorney take the necessary steps in connection with Bulkhead Liens. Communication from Sanford Public Servise Cc stating that fire alarm had been install ed on the Water Works building, was read and ordered filed. Communication from Dr 0. J. Paving and Sidewalk Liens, On motion R. A. Newman seconded by Roy Symes, City Attorney get up the necessary forms and order same. An Ordinance entitled An Ordinance Regulating Roofing within the limits of the City of Sanford, Florida, was placed on its Third reading and read in full and passed. Vote as follows: Aye's C. H. The Petition asking for Election for a Charter Board was taken up, and said petition) not having the required number of names, same was laid over. Communication from Geo A. Newman seconded by Jno Adams, same was ordered refunded, and Clerk instructed to issue voucher to cover. Abernathy appointed to investigate the accident to Dr Tolars car damaged by fire truck, reported that in -so -much as the accident was unnavoidable, and by best information obtain- able, was caused by glaring headlights on car coming in opposite direction, the committee therefore, recommends that the City of Sanford pay the damage done to Dr Tolars car, amount $72.50. On motion Roy Symes seconded by F. L. Miller and carried, Clerk was ins- tructed to draw voucher to cover cost of damage to said car. This being the last meeting of the old Council, and having disposed of all business coming before them, adjourned sine die. Mayor elect J. D. Davison having taken the Oath of office before an officer authorized to administer oaths here administered the oath of office to the following Councilmen elect; C. H. Dingee, F. L. DeCottes was unanimously elected by the Council to be City attorney for the ensuing term. There being two applicants for City Physician, Council proceeded to ballot on same, Result Dr 0. J. Miller received five ballots and Dr J. N. Tolar received two ballots, all voting, Thereupon the President of the Council declared Dr 0. J. Miller elected City Physician for the term. Steven Gerrard came before the Council and stated that several certificates were out- standing against lot 3 Block 7 Tier A, and asked that same be cancelled for he reason tha said property was used for Benevolent purposes only, on motion F. L. Miller seconded by John Adams, the above matter was referred to City Attorney and if facts stated are true that said certificates be cancell -ed. The Bill of Aner Leatham for nurse hire, amount $25.50 was read and on motion G. F. Smith seconded by Roy Symes, City pay one half of said bill and the County pay the other half. On motion R. A. Newman seconded by W. A. Leffler and carried Council allowed M. P. Lipe to redeem back taxes at face value, upon approval of City Attorney, the above to hold good for fifteen days only, if not paid in that time, full. amount to be paid.
