REGULAR MEETING OF THE CITY COMMISSION
March 22 1920 Eight P.M.
Meeting called to order by Mayor H R Stevens.
Present, H.R.Stevens,C.E.Henry,S.O.Chase Commissioners and G.A.Abbott City Manager
Minutes of last meeting read and approved.
Mr E.J.Maxey a disabled soldier carne before the Commission asking privilege
of giving a free show and selling certain remedies in the City and on motion the
City Manager was authorized to give permit for two weeks.
Mr J T Allen came before the Meeting and requested the Commission to waive
the Interest on all of his back taxes now delinquent on condition that he pay all
taxes outstanding against him not later than March 31st 1920,on motion the Audi-
tor & Clerk was authorized to instruct Mr E A D-,uglas,Clerk of the Circuit Court
that the City will accept a settlement of Mr Allen's taxes to date on a flat rate
without interest if paid by March 31st 1;20.
Petition from a number of colored taxies requesting that the Ordinance regulating
passenger hack fares be amended so as to allow hackrnen to charge 50¢ for taking pass-
engers anywhere in City Limits On motion the petition was laid on the table.
Communication from City Engineer F.T.Williams was read giving estimate cost
of draining that section of the City south west of Ball Park etc. On motion the City
Manager was authorized to have this work done under his supervision.
Communication from City Engineer F.T.Williams was read giving estimate on
cost of diverting water which crosses west First Street through property of Mr.Gove
and same was ordered filed.
Communication from T.E.Wilson et al was read and on motion was ordered filed.
Comm.,unication from City Engineer T.T.Tilliams relative to widening Goldsboro
Street etc. was read and on motion referred to the City Manager.
Communication from Rev.Geo P Hyman was read and on motion City Manager was
instructed to get City Attorney's opinion regarding same.

Report of City Manager was read and on motion was accepted and ordered
The following wa.rrsnte were read and approved for payment and the Auditor
& Clerk authorized to draw checks to cover same.

The City Commission met in a4journed session ,present H.R.Stevens,Mayor
S.O.Chase and C.E.Henry,Commissioners.
Communication from George G.Herring tendering his resignation as Municipal
Judge of the City of Sanford Florida was read and on motion same was duly accepted.
The following Resolution was presented:
Resolution Appointing City Attorney of the City of Sanford Florida.
WHEREAS, Section 35, Chapter 8361,of the Laws of Florida,authorizes the City
Commission of the City of Sanford to appoint a City Attorney,who shall act as le-
gal advisor to and attorney and counsellor for the municipality,and all of its of-
ficers,in matters relating to their official duties,and
WHEREAS, this is an emergency measure necessary for the usual daily
operation of the Municipal Government of the City of Sanford.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
SANFORDOFLORIDA 0 AS FOLLOWS:

SECTION 1 That George G.Herring be,and he is hereby appointed City Attorney
of the City of Sanford Florida and shall hold office and serve during the pleasure of
the City Commission of the City of Sanford Florida.
SECTION 2 That the said George G.Herring,as such City Attorney,shall prosecute
and defend in behalf of the City of Sanford,Flofida,all complaints,suits and con-
troversies in which the City is a party.
SECTION j That this Resolution is hereby declared to be an emergency measure
necessary for the usual daily operation of the City Government of the City of
Sanford,and shall take effect from and after the date of its passage.
The adoption of the above resolution was moved by S.O.Chase,
seconded by C.E.Henry on the 29th day of Larch A.D.1920 and on vote the same was
unanimously passed as follows:

and took the oath of office and entered upon the duties of the same.

WHEREAS,George G.Herring has been appointed City Attorney of the
City of Sanford,Florida to hold office and serve during the pleasure of the City
Commission of the City of Sanford, Florida, and
of Sanford,and
WHEREAS,important litigation is now pending,involving the City
WHEREAS,there are important matters now pending wherein it ap-
pears necessary that further legal advice and additional legal counsel be obtained
and,
WHEREAS, this is an emergency measure necessary for the usual
daily operation of the City Government of the City of Sanford.
NOW, "THEREFOR E,BE IT RESOLVED BY THE CITY COLIMISSION OF THE
CITY OF SAN FCR D FLORIDA ,AS FOLLOWS:
SECTION 1 That the City Attorney of the City of Sanford be,
and he is hereby authorized and empowered to obtain such additional legal counsel
as he may deem necessary,provided,however that such legal counsel as may be obtained
shall first be approved by the City Commission of the City of Sanford.
SECTION 2 That this Resolution is hereby declared to oe an
emergency measure necessary for the usual daily operation of the City Government
of the City of Sanford,and shall take effect from and after the date of its pas-
sage.
The adoption of the above Resolution was moved by S.O.Chase,seconded by C.F.H
on the 29th day of March A.D.lQ20 and on vote the same was unanimously passed as

The following resolution was read:
Resolution appointing Municipal Judge for the City of Sanford Florida:
WHEREAS, Section 38,Chapter 5361,of the Laws of Florida,provides for a
Municipal Court of the City of Sanford,Florida,and provides that a Municipal Judge
shall be appointed by '-he City Commission of the City of San ford,Florida,who shall
hold office during the pleasure of the said City Commission,and
WHEREAS, this is an emergency measure necessary for the usual daily opera-
tion of the City Government of the City of Sanford:
NOWsTHEREFORE,BE IT RESOLVED BY THE CITY COivlivIISSION OF THE CITY OF SANFORD
FLORIDA, AS FOLLOWS:
SECTION 1 That Schelle Maines be,and he is hereby appointed Municipal
Judge of the City of Sanford Florida.
SECTION 2 That the S-id Municipal Judge shall hold office and serve during
the pleasure of the City Commission of the City of Sanford , Florida.
SECTION 3 That this Resolution is hereby declared to be an emergency
measure necessary for the usual daily operation of the City Government of the City
of Sanford,and shall take effect from and after the date of its passage.
The adoption of the above Resolution was moved by S.O.Chase,seconded
by C.E.Henry on the 29th day of March 1920,and on vote the same was unanimously
