Meeting called to order by Mayor H R Stevens at Eight P.M.. Present,H.R.Stevens
S.O.Chase,C.E.xenry Commissioners ,L.R.Philips,Acting City Manager and G.G.Herring
City Attorney.
Minutes of last meeting read and approved.
Mr.C.L.Goodhue came before the Board asking concessions on Tax Certificate #7
1911 Tax and the Auditor & Clerk was instructed to authorize the Clerk of the Circuit
Court to accept settlement of said certificate upon the payment of the face of same
$33.00 and all costs and fees thereon omitting the interest,and Mr.Goodhue was assured
that should he be able to produce evidence later that this tax had been paid,these
amounts would be refunded to him.
Mr.J.D.Jinkins addressed the Commission relative to extending the sewer about
to be laid in block 9 Tier 9 between French and Maple Aves.so as to give service &-a'
w
fgx,Eleventh Street in said Block and Tier,moved by C.E.Henry,seconded by S.O.Chase
that the extension be granted aid same was duly passed.
Communication from Mr C. J.Ryan of Lake City Florida stating that he would be
in Sanford on or before the 20th of June to take position as City Manager was read
and ordered filed.
Communication from G.P.Paxton ,Chief of Fire Dept. asking for permission to
take one weeks vacation beginning June 15 was read and request granted.
Communication from property owners on West First St.between Poplar and Ava-
cada Avenues agreeing to pay $50.00 each toward the cost of constructing drainage
outlet from their property along south side of West First . St. to Cloud Branch was read
and the City Engineer was instructed to advertise for bids on this work and make re-
port at next meeting of the Commission.
Petition from property owners on Sanford Ave.between Fifth and Tenth Sts.
asking that same be hard- surfaced with such material as the Commissioners may select:,
was read and on motion duly passed,the City Engineer was instructed to make up es-
timates on cost of constructing same as soon as practicable.
Mr.E.A.Douglass addressed the Commission relative to paving Commercial St.
between Park and Palmetto Ave. end the City Engineer was instructed to prepare es-
timates of the cost of this work and make report at next meeting of the Commission.
City Engineer was also instructed to prepartstimate of cost of hard -sur-
facing Myrtle Ave. from Fourth St to Tenth street and Tenth Street from Myrtle Ave.,
to Park Ave.
Communication from 11,11unicipal Judge_S.Maines relative to remitting balance
of fine assessed against one,J.H.Troutman and cancelling his bond was read and ordered
filed without action.

Opinion of the City Attorney in the matter of,a proposition from the Lake Front Imp.
Co asking certain concessions in regard to Bulkhead matters was read and on motion of
S.O.Chase and seconded by C.E.Henry,duly passed,the Auditor & Clerk was instructed to
send a copy of opinion to Mr 'J D Hood,President of said Company an d inform him that
the Commission cannot comply with their request.

The following Resolution was read and passed. 5
Resolution requiring the grading,paving and drainage of portions of Palmetto
Avenue in the City of San ford,Florida;prescribing the manner of constructing such
pavement;providing for the construction of such pavement by the City.of Salford upon
the failure of the erwners of abutting property to do so,and for the assessment of
the costs and expenses thereof upon the owner or owners of all the property bound-
ing or abutting on said portions of Palmetto Avenue,and declaring this resolution to
be an emergency measure for the immediate preservation if the public safety,to be-
come effective immediately upon its adoption.
WHEREAS, the owners of a majority of the frontage of lands on Palmetto Avenue,
between Second Street and Tenth Street in the City of Sanford,Florida,have petitioned
the City Commission to pave Palmetto Avenue between Second Street and Tenth Street;
and,
V EREAS, the City Commission is of the opinion that the public welfare and safe-
ty require that said Avenue,between the points named be paved;and,
VHEREAS, there are now on file in the office of the City Manager of the City
of Sanford complete plans,specifications,estima.tes and profiles of said proposed
improvements of Palmetto Avenue,giving all necessary information,and said complete
plans,specifications,estimates and profiles have been submitted to the City Commission
and approved by it,and the City Auditor and Clerk has made estimates of all the ex-
pense of said work to be done in making the aforesaid improvement,and the estimated
cost of said improvement is in the sum of $31,374.00;and,
WHEREAS, The City Commission is of the opinion that the public safety
and welfare require that the improvement aforesaid be undertaken immediately,and that
therefore,this resolution should be declared anemergency measure for the irrnmediate

preservation of the public safety,to become effective immediately upon its adoption
NOR; THERE FORE,BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SAN FORD,FLA.
that the owners of property abutting that portion of Palmetto Avenue beginning at
Second Street and extending South to Third Stre the and they:are hereby, required to
construct. wi thin sixty days , from the date of service of no ti ce, as hereinafter provided
a thirty foot pavement on the above described portion of Palmetto Ave. and lying ad-
jacent to the respective lots,pieces or parcelsof land abutting thereon,and that the
owners'oi property abutting that portion of Palmetto Avenue beginning at Third St.
and extending south to Tenth Street be,and they are hereby required to construct,
within sixty days from the date of service of notice,as hereinafter provided,a twenty-
four foot pavement on the last above described-portion of Palmetto Ave. and lying ad-
jacent to the respective lots, pieces or parcels of land abutting thereon;that said
pavement shall be constructed of the material selected by the City Commission after
receiving competitive bids on the various kinds of material seleeted by the City Com-
mission as desirable and suitable,and according to plans and specification now on file
in the office of
the City Manager. That
prior
to the
construction of
such pavement,the
portions of said
Avenue herein required
to be
paved
shall be graded
and the drainage
provided for in accordance with the said plans and specifications.
BE IT FURTHER RESOLVED, That the City Manager shall cause written notice of the
passage of this Resolution to be serve d,in the manner required by Section 179 of
Chapter 8361 Laws of Florida,Acts of 1919,upon the owner or agent of the owner,of
each lot or parcel of land rabutItin upon said portion of Palmetto Avenue,and,
BE IT FURTHER RESOLVED,The,t if the grading,paving and drainage of the said portion
of Palmetto Avenue, here inbefore described,be not done within sixty days from the ser-
vice of notice provided for in the preceding paragraph,the City Manager shall proceed
by contract to construct such paving,grading and ¢ drainage, the City of Sanford to pay
for all street intersections,and in addition,so much as will amount to one -third of
the total costs,and the remaining two - thirds of the total costs at the expense of the
owners of the property abutting said portions of Palmetto Avenue;and
BE IT FURTHER RESOLVED, That in the event the City Constructs such improvement
two - thirds of the total costs of which at the expense of the owners of the property
abutting said portions of Palmetto Avenue,that the total costs assessed against each
owner of property abutting on said portions of Palmetto Avenue shall be divided into
three equal annual payments,the first to be due upon the completion of said improvemen
and second one year from the completion of said improvement,and the third two years
from the completion of said improvement,and all payments to bear eight per cent, int-
erest from the completion of said improvement until paid.
BE IT FURTHER RESOLVED, That this Resolution be,and it is hereby declared an
emergency measure for the immediate preservation df the public safety,and shall beco
effective immediately upon its adoption, and within ten days after the passage and
adoption hereof the City Auditor & Clerk shall publish a notice of the passage acid
and admption of this resolution as provided and required by Section 25 and 26 of
Chapter 8361,Laws of Florida,Acts of 1919, the same being the Charter of said City
of Sanford
The foregoing resolution was unanimously adopted by the City Commission ofthe
City of Sanford,Fl.orida,this 14th day of June A.D.1920

and Tenth Street in the City of Sanford,Florida. You are hereby notified that the City
Commission of the City of Sanford,Florida,adopted on the 14th day of June. A.D.1920,a
Resolution requiring the owner or owners of each lot or parcel of land abutting upon
that portion of Palmetto Avenue described as beginning at Second Street and extending
South to Tenth Street to construct,within sixty days from the date of the service of
this notice,a pavement on said portions of Palmetto Avenue,be tween Second and Third
Streets thirty feet wide,and between Third Street and Tenth Street twenty -four feet wide;
that said pavement shall be constructed of the material to be selected by the City 'Com-
mission after getting bids on the various t7,pes of paving;and according to plans and "
specifications now on file in the office of the City Manager. That prior to the canstruc-
tion of said pavement that portion of said Palmetto Avenue herein required to be paved
shall be graded,and the drainage provided for,in accordance with said plans and speo-
ifications.
Upon your failure to construct said pavement within the time named the City Manager
of the City of Sanford will proceed,by contract,to do said grading,provide for said
drainage,and construct said paving and two - thirds the costs and expense thereof includ-
ing Street intersections will be assessed against the owner or owners of all the prop-
erty bounding or abutting thereon,ex --ept that in no event will any portion of the costs
of street intersections be assessed against the property owners.

The following Ordinance was read and duly passed.
ORDINANCE NO . 11
An ordinance fixing the compensation of certain officer and employees of the City
of Sanford,Florida and declaring the same to be an emergency measure necessary for the
usual daily operation of the Municipal Government of the City of Sanford,Florida,and
repealing all Ordinances and parts of ordinance in conflict herewith,
BE IT ENACTED BY THE PEOP?L E OF THE CITY OF SP!NFORD,FLORIDA:
SECTION 1. That the City auditor and Clerk,and EX- Officio Assessor of the City of San-
ford,Florida,shall receive as full compensation for his services,the sum of Two Hundred
Dollars ($200.00) per month.
SECTION 2 The Chief of Police shall receive as full compensation for his services as
,.Chief of Police of the City of Sanford,Florida,the sum of One Hundred Fifty Dollars
($150.00) per month.
SECTION 3.The members of the Police Foree,other than the Chief of Police,shall receive
as full compensation for their services,amounts as follows:
Motorcycler Officer, One Hundred Twenty -five Dollars ($125.00)
One Patrolman, line Hundred - Twenty -five Dollars ($125.00)
One Patrolman,One Hundred Fifteen Dollars ($115.00)
One Patrolman,One Hundred Fifteen Dollars ($115.00)
SECTION 4. The members of the Fire Department,other.than the Fire Chief shall receive
as full compensation for their services,amounts as fellows:
First Assistant, Ninety Dollars ($90.00)
Second Assistant, Eighty Dollars ($50.00)
SECTION 5. The amounts specified in Section 4 and three is the monthly compensation
of the employees- -and officers specified in said sections.
SECTION 6 That this Ordinance is declared to be an emergency measure for the usual
daily operation of the Municipal Government of the City of Sanford,Florida,and shall
take effect from and after - the date of its passage
• SECTION 7 That all Ordinances or parts of Ordinances in conflict with this Ordinance
are hereby repealed.
SECTION 5 Th&t this Ordinance shall be published once,within ten days after its final
passage,in a newspaper of general circulation in the City of Sanford,Florida.

An ordinance directing the extension of Sewer from its present terminus in Block
9 Tier S South to Eighth Street,thence west on Eighth Street to Alley between French
Avenue and Maple Avenue,thence south three blocks to Eleventh Street,in the City of
Sanford,Florida and declaring the same to be an emergency measure for the immediate
preservation of public health and safety.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SAN FORD,FLORIDA=
SECTION 1 That the sewer be extended from its present terminus in Block 9 Tier 8
to Eighth Street,thence west on EighthStreet to an Alley between French Avenue and Maple
Avenue,thence south three blocks to Eleventh Street.
SECTION 2. That the expense of such extension is hereby authorized and directed;but no
contract shall be made for same without first being approved by the City Manager and
City Commission.
SECTION 3 That this Ordinance is declared to be an emergency measure for the immediate
preservation of public health and safety, and shall take effect from and after the date
of its passage.
SECTION " That this ordinance shall be published once,within ten dar s after its final
passage in a newspaper of general circulation in the City of Sanford,Florida.

S.O.-- Chase,seconded by C.E.Henry duly passed,same were accepted.
It was moved by C.E.Henry and seconded by S.O.!-7hase that the City Engineer ad-
vertise for bids on construction and laying sewer* through blocks 10— 11 & 12 Tier 9
in accordance with ordinance # 12. Same was duly passed.
The following warrants were read and approved and the Auditor & Clerk authorized
to issue checks for the payment of same.
