The following Ordinanca was placed on its second reading.
ORDINANCE TdO. 15.
AN ORDINANCE PROVIDING That The Southern Utilities Company, a corporation organi
and existing under the Luws of Florida,, shall have the right and privilege of electing
whether it will charge its customers according to the flat rate or according to the meter
rate per gallon of water used as provided under the present franchise and privilege heret
grantad, and undet which it is now furnishing water to the inhabitants of the City of San-
xTioxi"_ xford, Florida, and providing that all water furnished shall be aerated.
BE IT ENACTED BY TFLE PEOPLE OF THE CITY OF SA. FORD FLORIDA:
Section 3. That `talis ordinance shall be published once within ten days after its
final passage.
Section 4. That this ordinance shall become effective thirty (30) cdays from and
after its passage.

An Ordinance providing a Minimum Monthly Rate to be charged all Con-
sumers of Gas by The Southern Utilities Company, a corporation organized and existing
under the Laws of the State of Florida under its present franchise and privilege .of
furnishing gas to the Inhabitants of the City of Sanford, Florida.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA:
Section I. That The Southern Utilities Company, a corporation organiz
ed and existing under the Laws of the State of Florida and now doing business in and
furnishing gas to the inhabitants of tha City of Sanford, under a franchise and
privilege heretofore granted by the City of Sanloord, be, and they are hereby authorized
to change their present rates under their said franchise and privilege to the extent
and in the manner as follows, only to -wit, the said The Southern Utilities Company may
charge each consumerof gas in the City of Sanford a minimum monthly rate of one dollar
per month.
Section 2. That this ordinance shall be published once within ten day
after its final passage.
Section 3. That this ordinancg shall become effective thirty (30) day
from and after its passage.

Communication from property owners on North French Avenue4 relative to hard-
surfacing the same. On motion by C.E.Henry, seconded by S.O.Chase, the matter was
referred totthe City Manager with instructions to proceed with the improvement. 1

Petition from property owners on 9th Street between Park and Sanford Avenues
asking that same be paved was read and the City Attorney was instructed to draw up
resolution for proceeding with this improvement.

to prepare resolution for proceeding with this improvement.
Communication from H. Zitrow.:r asking certain concessions on the following
Tax Certificate;
Certificata No. 191- -1913 #346 - -I9I4 #�26- -1915 #'30- -1916 ,+63--1917
#467- -1915 #293--1919• On motion by S. O. Chase, seconded by C. E. Henry, and
carried. The Auditor and Clerk was instucted to authorize the Clerk of the Circuit Court
to accept settlement on same upon payment of taxes and costs , omitting the interest.
The Trustees of the Methodist Church came before the Commission requesting
adjustment of paving liens Lot 5 Block S Tier 3 on payment of face of liaa
without interest and the Commission granted said request.
Communication from Hon. Be Maines, Municipal Judge, enclosing check for
Sixty -Three ($63.00) Dollars, covering amount of Fees paid him for June in excess of
agreed salary of Seventy -Five ($75.00) Dollars per month. The same was accepted and
ordered filed.
The following warrants were read and the bills Approved and the Auditor and
Clerk authorized to draw checks covering the same.

AN ORDINANCE DIRECTING THE IMPROVEMENT OF FRENCH AVENUE? ji 4ETWEEN NINTH
STREET AND HUGHEY STREET_j AND OF GOLDSBORO STREET,BETWEEN FRENCH AVENUE AND THE ROAD
LEADING TO UPSALA, IN .THE CITY OF SANFORDi FLORIDA, TO PROCEED; LEVYING THE ASSESSMENT
APPROVED AND RECOMMENDED BY THE `EQUALIZING BOARD OF THE CITY OF SANFORD, FLORIDA, ON ALL
LOTS AND 1ANDS BOUNDING AND.ABUTTING UPON SUCH IMPROVEMENTS BETWEEN AND INCLUDING THE
'TERMINI OF THE IMPROVEMENTS; PROVIDING HOW AND WHEN THE SPECIAL ASSESSMENTS ARE TO BE
PAID; DIRECTING THE CITY MANAGER TO CAUSE THE IMPROVEMENTS TO BE MADE BY ENTERII ?G INTO
A CONTRACT THEREFOR; AND DECLARING THIS ORDINANCE TO BE AN EMERGENCY MEASURE FOR THE
IMMEDIATE PRESERVATION OF THE PUBLIC SAFETY, TO BECOIfiE EFFECTIVE FROM AND AFTER THE DATE
OF ITS PASSAGE.
BE IT ENACTED BY THE PEOPLE OF THT • CITY OF SAIIFORD, FLORIDA:
Section I: That the improvement of French Avenue, between Ninth Street a
Hughey Street, and of Goldsboro Street,between French Avenue and the public road leading
to Upsala, in the City of Sanford, Florida, according to plans and specifications on file
the office of the City Mana;er,proceed.
Section 2: That all lots and lands bounding and abutting on such improve -
ments,between and including the termini of the improvements, are hereby assessed in actor' a
with.the assessment roll of the Assessor, which was approved,recommended and•returned by
the Equalizing Board of the City of Sanford,and is hereby made the permanent:assessment
roll of all lots and lands bounding, and abutting on such ,improvements.
Section j: That the special assessmenta hereinbafore levied shall become
due pnd payable upon the completion of the work on said improvements, and shall be paid in
one installment,and shall bear eight per cent interest from the time they become payable
until paid.
Section 4: That the City Manager shall cause such improvements' to be made
by entering into a contract therefor.
Section 5 That this Ordinance shall be published once,within ten days
after its final passage, in a newspaper of general circulation in the City of Sanford,
Florida.
Section 6: That this Ordinance is declared to be* an emergency measure for
the immediate preservation of the public safaty,and shall become effective free and after
the date of its passage.
Passed by the unanimous vote of the City Commission of the City of Sanfor ,
Florida, July 26th. A.D.1920.
