Communication from F.T.Williams,City Engineer giving estimate of work completed by W.B.Milliams Contractor in construction of Musson Sewer showing amount due Contrac- tor to date $919.53• Report was accepted. Communication from City Engineer F.T.Williams relative to correspondence with L.E.White concerning paving on French Ave. etc. was read and ordered filed., eq �d4,.A aA4w City Manager called attention of the Commission to Sec-369 to 37"affecting Plumbing and Plumbers License,Inspection etc. as not being now enforced and the Com- miesionrinstructed the City Manager to enforce this ordinance and to designate G.P. Paxton as Plumbing Inspector. The following Ordinance was read. ORDINANCE No. 18 An ordinance regulating the keeping of hogs within the City Limits of the City of Sc-nford,Florida;providing a penalty for violation of this ordinance;and declaring this to` be an emergency measure for the Immediate preservation of the public health . BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANTORD,FLORIDA: SECTION 1: That it shall be unlawful for m y person,firm,partnership or corporation to keep or maintain any hog or hogs within the corporate limits of the City of Sanford Florida,unless the same are kept or maintained in a pen which shall contain not less than twenty -five hundred (2,500) square feet of ground space for each hog kept,o'r maintained in such inclosure;provided,that one sow with pigs,less than three months old,may be kept in a pen which contains a ground space of not less than Five Thousand (5,000) square feet;all pens in which any such hogs are kept or maintained shall be at all times lept in a sanitary condition;provided,no such pen shall be kept or main- tained for _the use of such hogs within one hundred feet of any residence or occupied building. Section 2 : That it shall be the duty of the Sanitary Inspector and Policemen ofthe City of Sanford Florida,to report any and all violations of the provisions of section One of this Ordinance to the City Health Officer,to be dealt with in accordance with the provisions of this ordinance. Section 3 Tha'tany person,firm,partnership or corporation violating the provisions of Section One of this Ordinance shall be punished by a fine of not more than Twenty - five ($25.00)Dollars , or imprisonment at hard labor for not mcr e than Fifteen (15) days,or by both fine and imprisonment in the discretion of the Court. Section 4: That all Ordinances,or parts of Ordinances,in conflict with this ordinance are hereby repealed. Section 5; That this ordinance is declare; to be an emergency measure for the immediate preservation of public health and shall become effective from and after the date of its passage. Chase 0Tmissloner 170 The following resolution was read: *k_1 RESOLUTION declaring that sidwalks shall be constructed on the south side of Tenth Street,between Park Avenue and Palmetto Avenue,on both sides- of Magnolia Ave. between Tenth Street and Thirteenth Street on the North side of Seventh Street,be- tween Park Avenue and French Avenue,and on the east side of Sanford Avenue,on the west sid of and adjacent to lot 7, Block 6 , Tier A., and Lots 7,599,10,11 and 12, Block T Tr. A, in the City of Sanford,Florida;prescribing the width of said sidewalk s,and the material to be used in their construction;directing that such sidewalks be constructed in accordance with the City Ordinances governing the construction of sidewalks,and declaring that if the property owners do not construct such sidewalks within sixty days from the service` of notice upon them so to do,the City will proceed to construct such sidewalks and as- sess the cost of same to the property owners whose lands abutt thereon. BE IT RESOLVED BY THE CITY C0MMISSION OF THE CITY OF SANFORD,FLORIDA: That' sidewalks be constructed on Tenth Street,between Park Avenue and Palmetto Avenue along the north side and adjacent to Lots 1 and 6, Block 12, Tier 2; Lots 1 and 60 Block 12 Tier 3; and on Magnolia Avenue,between Tenth Street and Thirteenth Street, along the west side and adjacent to Lots 6,7,5,9 and 10,.Block 12, Tier 2; Lots 6,7,5,9 and 10OBlock 13,Tier2 ; Lots 6,7,5 and lO,Block 14,Tier 2;and alonz the east side and adjacent. to Lots 1,2,3,4 and 5, Block 12, Tier 3; Lots 1,2,3,4 and 5,Bl6ck 13,Tier 3. BE IT FURTHER RESOLVED, That such sidewalks shall be constructed of cement; shall be Six feet wide ;and shall be constructed in accordance with the City Ordinances governing the construction of sidewalks. BE IT FURTHER RESOLVED, That the City Manager shall cause written notice of the passage of this resolution to be served, in the manner required by Section 179 of Chapter 5361, Laws of Florida,Acts of 1919,upon the owner,or the agent of the wwner of each lot or parceL of of land abutting upon the sidewalks herein designated, and BE IT FURTHER RESOLVED, That if the sidewalks hereinbefore described be not constructed within Sixty days from the service of the nonce provided for in the proceeding paragraph, the City Manager shall proceed,by contract,to construct such sidewalks at the expense of the owners of the property abutting on such sidewalks.
