Meeting called of order by Mayor, H R Stevens at 8 o'cleock P.M.
Present: H R Stevens, Mayor, C E Aenry & S 0 Chase Commissioners.
Minutes of last iegilar Meeting read and approved, minutes of called meeting
October 22nd read and approved.
Communication from the Sanford Chamber of Commerce relative to soft water for City
supply was read and filed.
City Auditor � Clerk was instructed to authorize the Clerk of the Circuit Court to
cancel 'Tax Certificate 7r87 - 1920 Taxes X4.30. this tax showing to have been paid
by Tax Receipt ;522.
The City Auditor & Clerk was authorized to cancel part of -eersonal 'Taxes of the
Automobile service Co. 1920 taxes, as follows:
Value yroperty assessed 1,500.00 Tax $25.50
Value -grope rty in fact. 100.00 Tag 1.70
Amount Cancelled, 23.80
This assessment having been made in error, the property assessed not having been
owned on January 1,1920.

To The Honorable City Commission October 11 1921
City of Sanford, Florida.
Gentlemen:
In regard to the matter which was referred to me for an opinion, namely
the right of the City to grant the 6anford Library and Reading Room Association the
right to erect a Library building in one of the Parks of the City of Sanford, Florida,
I beg to submit the following as my opinion on this matter:
erection 7 of Chapter 8361, Acts of 1919, being the Charter of the City of
Sanford, Florida , grants to the City Commission certain_ rights and powers, and among
these the power "to do whatever may be deemed necessary and proper for the safety,
health, convenience, and ;general welfare of its inhabit nts." The powers confer-
red are very broad.
The dedication of the parks to the City of Sanford tas for public use,
and I am of the opinion that by granting the Library Association the right and priv-
ile?_-e to build a Library in one of thse� parks you would in no wise be either exceed -
ing your authority or diverting the Park from the use and purpose for which it was
intended. On the Contrary, I am of the opinion that the building_ of a Library in one
of the public parks would be entirely in line and in keeping �,rjith the intent and pur-
pose of the dedicator of the said parks.
I therefore see no po.'sible objection_ to ;M_r<4r }tiny the said right to e
said Library Association .

RESOLUTION -,� `�,4
Resolution declaring a Public Library to be a general and Universal Benefit
to the citizens of the City of Sanford, Florida, and that in aiding the iDanford Libra-
ry and Reading Room Association by furnishing them a buildin7 site, a substantial public
service will have been done; granting to the aanford Library and reading room Aaso-
olation the privilege and authority to erect a public library and reading rooi*
building in that park in the City of Sanford, F.lorida, lying between Fourth St.
and Fifth Street and Between Park Ave. and Oak Ave., on such location in said Park as
shall be selected and designated by the City Commissioners of the City of Sanford,
Florida; Providing that in the event the Sanford Library and Reading Room Association
shall eaase to use and occupy said Building, or shall become disbanded, that the
City Commission may require the said building to be removed from the aforesaid park.
''IHEREAS, The Banford Library and Reading Room Association has applied to
the City Commission of the City of Sanford, Florida, for the right and authority to
erect a Free Library and Reading Room building in that certain park in the City of
Sanford, Florida, lying between Fourth St and Fifth St. and between Oak Ave. and Park
Ave..; and
'WHEREAS, The City Commission of the Oity of Sanford Florida feels that the
erection of such building, as is contemplated, will.. be a very decided public bene-
fit to all of the citizens of the Cit7, of Sanford, Florida, Now Therefore:
BE IT RE60LVED BY THE CITY COlvIKISSION OF THE CITY OF SANFORD, FLORIDA:
That in recognition of the public benefit to be derived by the citizens
of the City of Sanford, Florida, from the erection and maintenance by the Sanford
Library and - reading Room Association of a Library and Reading Room building in
that park bounded on the North by Fourth St. on the East by Park Ave. on the aouth
by Fifth St. and on the west by Oak Ave.; permission and authority is hereby granted
and given the said Sanford Library and Reading Room Association to build a - Library
and reading romm building in the park aforesaid, upon the submission, to,and ap-
proval by, the City Commission of the plans and specifications of said building.
BE IT FUIRTHER RESOLVED, that said building is to be erected upon the location
selected for the same by the City Commission of the City of aanford, Florida, and with-
out any cost or charge to the said City of oar-ford, Florida, in the erection of said
building.
BE IT FURTHER RESOLVED, That should the.said Sanford 1,ibrary and Reading
Room Association become disbanded, or forfeit its charter, or cease, from any cause
to use and occupy the said building as a Library and Reading Room, that then, and
in that event, the City Commission of the City of oanford, Florida, reserves the right
to require the said building to be removed from said park.
