ADJOURNED REGULAR MEETING OF CITY COMMISSION
THURSDAY, DECEMBER 29,1921
Meeting called to order by Mayor H R Stevens at 8 P.M.
.Present: Mayor H R St evens,S.O.Chase and C E Henry Commissioners, 0 J Ryan
Oity Manager, G.G.Herring, City Attorney.
Minutes of last regular meeting read and approved.
Mr W C Hill came before the Commission in reference to old building now
on Lot 1 Blk 5, Chapman & Tucker's Addition and requested that steps be taken to con- '
demn and remove samd owing to its condition rendering it unsafe and a menace to surroummil
ing property. The matter was referred to the City Attorney to draw suitable resole -
tion.
Mr .L A Brumley and Dr. J T Denton came before the Commission relative to caring
for Paupers , asking that the City share these expenses with Seminole County.
The Auditor & Clerk was requested to white several other cities and get in-
formation how this matter is being handled in other counties.
Mr E F Lane and Mr W A Ginn presentek a plat of a proposed addition to be
known as Lanets Addition to Sanford. The matter was referred to the City engineer
requesting an early report on same.

Communication was read from Mr 1t H Kent relative to extension of sewer
in Wellingtonts Addition . The matter was referred to the City Manager
Communication from the Sanford Chamber of Commerce relative to bonding
issue etc. read and ordered filed.
Communication from Mr A P Connelly relative to sidewalk said to be
improperly located on Lot 1 Blk 3 Tr. 1 Sanford was read and referred to the
• City Attorney for reply.
The City Auditor & Clerk was authorized to cancel the Personal taxes for
1921 $1.70 against Homer Ellison, this assessment showing to have been in error.
No property in the City in 1921.
Communication from Landis,Fish & Hull rendering bill for legal services
rendered, embracing bulkhead investigation and settlements and several suits etc.
from March 1920 to October 1921 - $2,772.35. It was moved by S 0 Chase and
seconded by C E Henry that this bill be and if is hereby approved and ordered
paid as soon as funds are available. Motion was duly passed by the Commission .
Communication from the B.S.Rubber Co. rendering statement of bill for
hose purchased for Fire Department October 27,1921 - $1,300.00, requesting
that 2 notes of $650.00 each for one and two years from date of purchase bear-
ing 6% interest be signed and sent them. On motion duly seconded and passed
the bill was apjr owed and the Mayor authorized to sign said notes for the City.
The City Manager reported having removed Mr J M Vickery from the Poli oe
Force for cause and having employed Mr J H Powell in his place., also recommend-
ed increasing the salary of J A Killebrew, Chief of Police from $150.00 to
$165.00 per month. On motion duly passed the Manager's recomendation was approved.
On motion duly passed the Auditor & Clerk was authorized to transHer'
any unexpended balances of appropriations to such other appropriations as
may show a deficiency.
The following resolution was passed:
RESOLUTION-'}
Resolution condemning the building situated on Lot 1 Blk 5, Chapman
and Tucker addition to the City of Sanford.Florida, and on the southeast cor-
nor of the intersection of Sanford Pe. and Third Street in the City of San-
ford, Florida; declaring said building to be a nuisance, dangerous to the
public health and safety, and requiring the owner of said building to remove said
building within a peiiod of Thirty days from the passage of this resolution,
or on his failure or refusal so to do, directing the City Manager to have said
building removed and to file a lien against the said property for the cost of
said removal.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD,FLORIDA.
That that certain building situated on the northwest corner of Block
5 Chapman & Tucker's Addition to the City f Sanford ord and on Lot 1 of Block
5 Chapman & Tucker's addition, be condemned as unsafe,unsightly and dan-
gerous to the public health and welfarA A.nA a r „1,, 4,.

BE IT FURTHER RESOLVED, That the owner of the above described building be not -
Pied by the City Manager of the City of Sanford, Florida, to remove said building with-
in a period of Thirty Days from the passage of this resolution, and upon the failure
or refusal of the owner of said building to remove the same within the time speoi-
fied, that the City Manager be authorized and directed to remove the said building
at the expense of the owner thereof, and that a lien be tiled on the said Lot 1
Block 5, Chapman & Tuckers Addition to the City of Sanford Florida, to pay for the cost
of removing said building.
Passed by the unanimous vote of the City Commission this,29th. day of
December A.L.1921.

RESOLUTION It �.
Resolution declaring the appreciation of the City Commissioners of the 04
City of Sanford, Florida, of the able,faithful and honest services rendered the City
by the Honorable H R Stevens, Mayor and Commissioner, and expressing regret that
the City will be deprived of his services, which have always been for clean government
honestly and faithfully administered.
WHEREAS , the term of office of the Hon. H R Stevens, Mayor and City Commission-
er of the City of Sanford,'Florida, expires on the 3rd, day of January A.D.1922, and
WHEREAS, the said H R Stevens, has, for the past two years, rendered to the
City of Sanford, faithful, loyal, able and efficient service as Mayor and City
Commissioner, through the critical period of *the orgainization of the Commission
form of Government, and has established a record for efficient service, unadulter-
ated with selfish aims or political aJmbitions, and.
WHEREAS we, the Commissioners whose term of office has not exphred, do re-
gret the loss of the most capable, and able co-operation of the said H R Stevens,
NOW THEREFORE;
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORDT FLORIDA.

That in recognition of the ablgloyal,honest and unselfish services ren-
dered the Cityof Sanford by the Hon. H R Stevens, we express our hearty
approval of his administration as Mayor.-and of his services rendered as
City Commissioner,
BE IT FURTHER RESOLVED, that we, the City Commissioners whose term of
office has not expired, express our sincere regret that we shall be deprived
of-the able co- operation and assistance of the said H R Stevees after the
3rd. day of January A.D..1922
BE IT FURTHER RESOLVED ; that a copy of thks resolution be published
in the Sanford lierald and a copy mailed to Hon. H R Stevens.
The foregoing resolution was adopted by a two - thirds vote of the City
Commission of the City of Sanford, Florida ( H R Stevens not voting), this
29th day of December A.D.1921,
