The Following report of the Equalizing Board was read, and upon motion, accepted and
ordered filed:
REPORT OF EQUALIZING BOARD
To The Hon. City Commission
City of Sanford, Florida.
The Equalizing Board has completed the reviewing and adjusting of the Tax Roll
for the year 1922 taxes as presented by the Assessor, and have considered all complaints
and made such adjustments as they deemed fair and equitable, and have referred Roll
back to the Assessor for extension and completion, and recommend that the values as
fixed by the Assessor and Equalized by this Board be accepted by the City Commission
and stand as the correct and just valuations for the year 1922.

Communication from Chamber of Commerce read and referred to the City Engineer
Re: establishing a bulkhead line on Lake Front .
Communication from First National Bank of Sanford enclosing receipt for
$60,000.00 in Government Liberty Bonds placed with the Federal Reserve Bank, Atlanta,
Georgia as surety to the Bond Trustees for Bond deposit read and referred to Forrest
Lake , Secretary Board of Bond Trustees. Seminole County Bank also presented Depository
Surety Bonds $60,000.00 as surety to Bond Trustees for Bond Deposit, same was referred
to Forrest Lake, Secretary Bond Trustees.
Letter was read from the Peoples Bank of Sanford Florida, stating that they
had instructed the National Bank of Commerce of New York City.to Place Liberty Bonds
amounting to $20,518-00 subject to order of Bond Trustees, City of Sanford as surety for
Bond Deposit, same was referred to Frorest Lake, Sec. Board of Bond Trustees with in-
structions to obtain - letter from the National Bank of Commerce showing that this De-
posit had been made.
The following resolution was placed upon its second reading:
Resolution condemning the buildings situated on Lot 14 Block 4, Tier 1,
and on the rear of Lot .2 Block 3, Tier 4, in the City of Sanford, Florida,; declaring
the said buildings, and each of them to be a nuisance, dangerous to the public health
and safety; and requiring the owner or owners of said buildings, and each of them, to
remove said buildings within a period of thirty days from the passage .of this resolu-
tion, or, on their failure or refusal so to do, directing the City Manager to have
said buildings removed and to file a lien-against the said property for the cost of said
removal; declaring this to be an emergency measure necessary for the immediate preser-
vation of the public health and safety.
The above and foregoing resolution was placed upon a second reacting and
read this 11th day of September A.D.1922, whereupon Commissioner Lake moved it t s adoption.

PRELIMINARY RESOLUTION REQUIRING THE GRADING AND PAVING OF FIRST STREET FROM
MILL CREEK WEST TO CITY LIMITS; FRENCH AVENUE FROM FIRST STREET, SOUTH TO NINTH ST.
SANFORD AVENUE FROM FIFTH STREET, BOUTH TO TENTH STREET; PALMETTO AVENUE FROM SECOND
STREET, SOUTH TO FIFTEENTH STREET.
BE IT RESOLVED, that the City Comai1asion of the City of Sanford, Florida,
deems it advisable. to improve, grade and pave with vitrified brick or other hard
surface material, the following streets in the City of Sanford Florida, to -wit:
FIRST STREET, from Mill Creek, west to the City Limits.
FRENCH AVENUE, from First Street South to Ninth Street.
SANFORD AVENUE, from Fifth Street, south to Tenth Street.
PALMETTO AVENUE, from Second Street South to Fifteenth Street.
All of said improving, grading and paving shall be done in compliance with the
estimates for said work on each of said streets as indicated by complete plans, speeilfi-
cations, profiles and estimates of said proposed improvements now on file in the of-
fioe of the City Manager of the City of Sanford, Florida, which said plans, specific tions
profiles and estimates have been heretofore approved by the City Commission and con -
stitute the plans and specifications for said work; and this Commission hereby de-
Blares the necessity for doing said work on each of said streets and that this reso-
lution is an emergency measure, providing for the usual daily operation of a Munieip
department.
The City Commission is hereby authorized to expend for said work on each of said
streets, the following sums of money payable out of any moneys available therefor
to -wit:
First Street, from Mill Creek West to City Limits ................... $41,000.00
which said sumeis the total estimated cost of the improvement of said por-
tion 'of First Street.
FRENCH AVENUE: from First Street South to Ninth Street ..............$23,000.00

portion of Freno Avenue.
SANFORD AVENUE; from Fifth Street South to Tenth Street .............$16,520.00
which said sum is the total estimated cost of the improvement of said
portion of Sanford Avenue.

which said sum is the total estimated cost of the improvement of said
portion of Palmetto Avenue.
That one -third of the total cost of the improvement of the streets aforesaid
shall be borne by the City of Sanford, and shall be paid from the 'General Improve-

That two - thirds of the expense of the improvements aforesaid, shall be paid by
special assessments made and levied upon all lots and lands bounding and abutting upon
such improvements between and including the termini of the improvements upon the streets
aforesaid.
That the method of making such special assessments shall be based upon the foot
frontage of the property bounding or abutting upon the improvemeAt as provided by
Par. C. of Sec. 156 of Chapter 83610 Laws of Florida, of 1919s the same being the City
Charter of the City of Sanford, Florida, That is to say, two - thirds of the cost of such
improvements shall be distributed among the several lots fronting or abutting on each of
said streets per front foot in proportion to the frontage thereon.
That said special assessment shall be payable at the option of the property owners
as follows: either in full within thirty days after the completion of the work, or in ten
equal
annual
installments
with
interest at the rate of Eight per Cent. per annum from. the
date
of the
completion of
said
improvements.
BE IT FURTHER RESOLVED, That this resolution is hereby declared to be an emergeno
measure, providing for the usual daily;tperation of a municipal department of the City of
Sanford Florida, and shall become effective immediately upon its passage and adoption.

rules be waived and said resolution be placed upon its
second reading and final passage,which resolution was
unanimously passed. Said resolution was then placed upon

Copy of communication from City Attorney to Southern Utilities Co. relative to
change of rates on lights and power was read and filed.
Commissioner Forrest Lake then offered the following ordinance
ORDINANCE #37
An Ordinance determining the amount and fixing the rate of taxation and making
the Annual Tax Levy for the City of Sanford, Florida. for the year A.D.1 §22
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SWORD, FLORIDA:
SECTION 1 That the amount determined necessary to be raised by taxation for the ordi-
nary purposes, of the municipality and to pay interest upon the indebtedness of the Ci
and for sinking fund purposes is $137,682.00
SECTION 2. That a tax rate for the year A.D.1922 is hereby declared and fixed as fol-
lows: for the Ordinary purposes of the Municipality (10) mills on the dollar; for the
paying,o,f interest on the indebtedness of the City anA for sinking funds eight (8) mill
on the dollar.
SECTION 3. That a levy is hereby made of ten (10) mills on the dollar for ordinary pur-
poses of the municipality, and. of eight (8) mills on the dollar to pay interest on the
indebtedness of the City, and for sinking fund, on all property, subject to taxation fc
municipal purposes, within the corporate limits of the City of Sanford, Florida, on the
1st day of January A. D.1922; and all the property aforesaid is assessed, and is hereby c
charged with they payment of this 1'ely.
-SECTION 4. That this ordinance shall be published once within ten days after 'its final
passage in a newppaper of general circulation in the City of Sanford, Florida.
SECTION 5. That this ordinance is declared to be an emergency measure necessary for t
usual daily operations of the municipal government, and shall become effective from
after the date of its final passage and adoption.
The foregoing ordinance was introduced and read by Commissioner Forrest Lake
who moved its adoption, at the regular meeting of the City Commission September 11th.
A. D.1922, and was seconded by Commissioner S 0 Chase, and upon a vote the same was
unanimously passed this 11th day of September A. D.1922 as follows:

The Auditor & Clerk was instructed to publish notice that the Commission would
meet on
the 14th day of September to give hearing upon the appropriation Ordinance.
Also to
publish notice of public improvements covering proposed
paving on West First
Street,
French'Avenue, Sanford
Avenue, and Palmetto Avenue, and
to serve notice of
same on
the ownersof property
abutting thereon.
The City Manager presented a contract with the Nye Odorless
Crematory Co. of
Macon,
Georgia for the. purchase
of a single unit standard Incinerator at a price of
$8,500.00 payable $3,000.00 cash
and balance divided into three
notes , one of 0400o
one year, one of $2,000.00 two
years, and one of $1,500.00 three years ® 6� interest
from date.
Whereupon Commissioner Forrest Lake moved that said
contract be accepted.
Same was seconded by Commissioner
