Minutes of last Regular Meeting read and approved.
Mr B F Whitner presented Plans and Specifications for the Municipal Library
building, as approved and recommended by the Library Commission for consideration
by the City.Commission. Commissioner, Forrest Lake moved , and it was seconded by
Commissioner S 0 Chase that said plans and specifications be, and they are hereby
approved by the City Commission, which motion was unanimously passed.

�, he City Attorney presented opinion as to placing Library in parks and same was
filed.

An ordinance amending ti hat certain ordinance No.25 passed by the City Com-
missioners of the city of Sanford, Florida, on the 29th day of August A.D.1921,
in so far as said Ordinance applies to the license on fruits and vegetables
sold from car on railroad tracks, and in so far as said ordinance applies to
license. for the sale of fruits, vegetables, or produce sold from wagons, or other
conveyance, at retail, by other than the producer; and fixing the license on fruits
and vegetables sold from car on railroad track, and on fruits,iregetables or pro-
duce sold from wagons; at retail, by other than the producer, declaring this to be
an emergency measure necessary ,for the immediate preservation of public health and
safety to take effect immediately upon its final passage and adoption.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA:
SECTION 1 , That, that portion of Section 5, of ordinance #25, passed and adopt-
ed by the City Commission of the City of Sanford, Florida, on the 29th day of
August A.D *1921, which fixes the license tax to be charged for the sale of fruits

and vegetables sold from car on railroad traek§,,,, be amended to read -as follows:
"Fruits and vegetables sold from car on railroad tracks, per car $75.00 ". and that
that portion of Section 5, fixing the amount to be charged ffV license for the
sale of produce sold from wagons, or other conveyance, at retail, by other than the
producer, be amended to read as follows: "Fruits, vegetables, or produce, sold
from wagons, or other conveyance, at retail, by other that the producer $25.00."
SECTION 2. That this ordinance shall be published once within ten days after its
final passage and adoption in a newspaper of general circulation in the City
of Sanford, Florida.
SECTION 3. That this ordinance is declared to be an emergency measure neces-
sary for the immediate preservation of public health and safety, and shall become
effective from and after the date of its final passage and adoption.
The foregoing ordinance was offered by Commissioner, Forrest Lake, who moved
its adoption, and seconded by Commissioner, 0 Chase, this 23rd. day of October

that the requirements of a second reading of the above and foregoing ordinance
at another regular meeting of the City Commission, not less than seven days
from this date, shall be dispensed with by the City'Commission.
And upon vote the motion was unanimously carried. as follows this 23
day of October A.D.1922.

Commissioner Forrest Lake offered the following Ordinance:
ORDINANCE #41.
An Ordinance assessing the cost and expense of making and'laying that eer- "
tain sidewalk in the City of Danford, Florida which was passed by resolution of
the City Commission of the City of Sanford, Florida, on the 10th day of April
A.D. 1922, upon the owners of all the property bounding and abutting thereon
who have failed or refuesed to pay their- proportionate part of the espense
of said sidewalk; declaring this to be an emergency measure necessary for the usu-
al daily operation of a Municipal department and to take effect immediately up-
on its final passage and adoption; and fixing a penalty of ten per cent and int-
erest for failure to pay the amounts assessed against the various lots, pieces
or parcels of land bounding and abutting on said sidewalk, on or before the 22
day of 14ovember A.D.1922
WHEREAS, The City Commissioners of the City of Sanford, Florida, did on the 18th
day of April A.D,1922, pass a Resolution requiring certain sidewalks to be laid in
the City. of Sanford, Florida, on the East side Of Oak Avenue in said City, and
WHEREAS, Certain property owners have failed or refused to pay for the sidewalks
laid in front of and bounding and abutting their property, and;
WHEREAS, the said property owners failed and refused to construct within the

the sixty days.from the serviee of notice upon them so to do the said sidewalk, and
WHEREAS, The pity Manager did proceed by contract to carry out such const- ruction of the
said sidewalks, and all such expneses have, by the City Manager, been reported to the City
Commission; and;
WHEREAS, the expense of constructing said sidewalks, as shown by the report of the 0ity
Manager filed with the City Commission, was 21V per square foot, and
WHEREAS, the owners of the following lots now owe to the City of Sanford, Florida, the
cost of constructing the saidewalks bounding and abutting their lots on the East
side of-Oak Avenue, in the City of Sanford, Florida: Harriett Thompson, for the
cost of the sidewalk bounding lot 9 Blk 13, Tr. 4, 50 ft. x 6 ft4 ® 210 - $63.00
D C Howard, for the cost of constructing sidewalk bounding and abutting Lot 7, Blk 13
Tr. 4, 50' x 6' V 21� - 063.00; Maria Horton, for the cost of sonstrueting sidewalk
bounding and abutting Lot 9, Blk 14, Tr. 4, $0l x 6' 0 21� - $63.00; J G Sharon, for
the cost of constructing sidewalk bounding and abutting Lots 6 & 7 Blk 12, Tr. 4
106' x 6' @ 21V - $133.56; NOW THEREFORE,
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA.
SECTION 1. That there is assessed against Harriet Thompson, the cost and expense of
constructing the sidewalk on the East side of Oak Avenue, bounding and abutting Lot
9 Block 13 Tier 4, of 46.3.00, which assessment is hereby declared to constitute a
lien against the said lot; there is assessed against D C Howard the cost and expense
of constructing the sidewalk on the east side of Oak Avenue bounding and abutting Lot
7 Blk 13, Tr. 4, 063.00; there is assessed against Maria Horton the cost and ex-
pense of constructing the sidewalk on the East side of Oak Avenue bounding and abutting
Lot 9 Blk 14 Tr. 4, - $63.00, there is assessed against 41 G Sharon, the cost and
expense of constructing the sidewalk on the East side of Oak Ave.. bounding and
abutting Lots 6 & 79 Blk 12, Tr. 4 - $133.56, that all the aforesaid assessments shall
be a lien on and upon each of the aforesaid lots,
SECTION 2. That should the above lot owners fail or refuse to pay the above amounts
assessed against the said several lots on or before the 22nd. day of -November A.D,
1922, that the penalty of ten per cent. on the amount due shall there upon imme-
diately attache and thereafter the- said amount shall bear interest at the rate of
85a per annum until paid.
SECTION 3, That this ordinance is deo red to be an emergency measure necessary
for the daily operationof a municipal department and shall become effective from
and after the date of its passage and adoption.
The foregoing ordinance was offered by Commissioner r'orrest Lake, who moved
its adoption and seconded by Commissioner a 0 Chase. this 23rd day of October

October A.D.1922.

The following resolution was offered and on motion unanimously passed.:
RESOLUTION y
Be it resolved by the Mayor and pity Commissioners of the City of Sanford.
Florida, in council assembled, that the Mayor, be, and he is hereby authorized
to enter into an agreement with the Atlantic Coast Line Railroad Company, and
to ''ign same on behalf of said Mayor and Councilmen, whereby the said Railroad
Company (gives and grants unto the said City of Sanford , i'lorida the right
and privilege to lay, under the tracks and across the right -of -way of said
railroad Company in said City of ''anford, Plorida, three sewer pipe lines;
all as particularly described in said agreements dated October 23,1922, and as
shown on blue print attached thereto.

RESOLUTION
- resolution declaring that B F Whitner and Dr. C J Marshall, have duly qualified
for the office of City Commissioner of the -Oity of Sanford, Florida, in accordance
with the provisions of Section 217, and amendment thereof, and section 218, of the
charter of the City of Sanford, Fllrida, and that they are,the only candidates
who have qualified for said office, and declaring it unnecessary to hold a primary
election, and declaring B F Whitner and Dr C 'j Marshall the nominees for the of-
fice of City Commissioner to be elected at the regular municipal election to be held
on the first Tuesday after the First Monday in December A.B.1922.
WHEREAS. petitions have been filed with the City Auditor and Clerk, in conformity
with the. requirements of section 217, as amended of the charter of the City of San
ford Florida, nominating B F dhitner and C J Marshall as candidates for the office
of City Commissioner, and.
WHEREAS, no other candidate has been nominated, as required by Section 217, and amen
meet thereof, and,
WHEREAS, the time fog making nominO ias now elapsed; and
11THEREAS, there-are only two candidates nominated; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA.
That no Primary Election shall be held, and we, the City Commission of the City
of Sanford, Florida, do hereby declare 8 F Whitner and C J Marshall as the nominees
for the office of City Commissioner of the City of Sanford, Florida, to be voted
for at the regular municipal election to be held on the first Tuesday after the
first Monday in December A D 1922..

City Engineer, Fred T Williams, offered plat of "Avaeado Terrace" and re-
quested its adoption." Commissioner eorrest Lake moved and it was sec ended
by commissioner S 0 Chase that the said Plat be accepted and recorded in the
City Plat Book. Motion was passed unanimously.
The City Commissioners then,acting as Equalizing Board proceeded to equal-
ize on

The Commission then proceeded to open bids on sewer construction and
material as advertised for, and the following bids were read:

ADJOURNED SESSION OF CITY COMMISSION ,OCTOBER 24th.1922
Commission met in adjourned session and after duly considering all bids as
tabulated by City Engineer, it appearing that they were all in excess of the appropria-
tion for sewer construction, Commissioner Forrest Lake moved, and it was seconded by
Zi S 0 %'hase and passed unanimously that all bids be and they are hereby rejected, and
.the Auditor - Clerk instructed to return all certified checks to bidders, and that

the City Manager be authorized to again advertise for bids after the next meeting
of the city Commission.

opening andVgrading Highland 6t. from Sanford Ave. to Park Ave. was considered and
the City .Manager was authorized to proceed at once to open and grade same
On noiion by Commissioner Forrest Lake, seconded, by Commissioner, 6 0 Chase
and passed unanimously, the City Manager was authorized to purchase from the Dixie
Culvert & Metal Co. of Atlanta Ga., 400 sanitary outfits 9 $1 *.00 each, $4,800.00
on the following terms, 1/4 to be paid in 3 months , 1/4 in 6 months; 1/4 in 9
months, 1/4 in 12 months, with interest 6 6% per annum from date of invoice.
Four notes to be given covering said purchase.
On motion duly seconded and passed the City Commission appropriated $75.00
for decorating the City property for Armistice Day.
There being no further business the meeting adjourned.
