The Commission then proceeded to open bids for library construction*
The following bids were considered,

After due consideration it was moved by Commissioner Forrest ake,. and
seconded by Commissioner S 0 0hase that the did of d B Southard be, and it is
hereby accepted with the understanding and agreement that any change in location
of Library will make no difference in the amount of bid. Same was unanimously passed,
Mr George A DeCottes presented bill from Attorney, Fred R Nilson, for
drawing contract with the Lake Front Improvement Co. for $25.00, and on motion same
was approved and ordered paid.
Communication from W A Fitts Sr. et al, re; opening up 2almetto Ave, south
of Hughey 'St, was read and the Auditor & Clerk was instructed to write parties that if
they would secure the right -cf -way through private property in that location, that the
Commission would proceed to open street at onoe.

OAK AVENUE WEST TO FRENCH AVENUE, FIFTH STREET FROM MAGNOLIA AVE WEST TO MYRTLE
AVENUE, NINTH STREET.' FROM CYPRESS AVENUE WEST TO SANFORD AVENUE,. AND FROM SANFORD
AVENUE WEST TO PARK AVFMB* AND FRENCH AVENUE FROM FIRST STREET NORTH TO COMMERCIAL
STREET] AND FROM COMMERCIAL STREET NORTH TO LASE MONROE.
Be,it resolved, that the Oity Commission of the City of Sanford; Florida
deems it advisable to improve., grade, and pave with vitrified brick or other hard • sur -
face material, the following streets in the Oity of Sanford, Florida, to -wit.
Palmetto Ave. , From Central Street south to Hughey Street.
Central Street, From Sanford avenue best to Park Avenue, and from
Barg Avenue west4to French Ave.
Second Street, From Oak Avenue west to French Avenue.
Fifth Street, From Magnolia Avenue West to Myrtle Avenue.
Ninth Street. From Cypress Avenue west to Sanford, Ave., and from
Sanford Avenue west to Park Avenue.
French Avenue, From First Street North to Commercial Street and from
Commercial Street North to Lake Monroe,.
All of said improveing, grading and paving shall be done in aeuplianes
with the estimates for said work on each of said streets as indicated by complete plans

Specifications, profiles and estimates of said proposed improvements now on file
in the office Of the City Manager of the City of Sanford, which said plans
specifications profiles and estimates have been heretofore approved by the City
Commission and constitute the plans and specifications for said wank; and this
Commission hereby declares the necessity for doing said work on each of said streets
and that this resolution i.san emergency measure, providing for the usual daily
operation of a municipal department.
The City Commission is hereby authorized to� expend for the Said work on each
of said streets, the following sums of money payable out of any moneys available

That Twit- thirds of the expense of the improvements aforesaid shall be paid by
special assessments made and levied upon all lots and lands bounding and abutting upon such
such improvements between and including the termini of the improvements upon the street • ':
aforesaid.
That the met�od of making such special assessments shall be based upon the frontage ;
of the property bounding and abutting upon'the improvement, as provided by paragraph C.
of Section 156 pf Chapter 8361, Laws of Florida, of 1919, the same being the City Char-
ter, of the City of Sanford, Florida, That is to say; two- thirds, of the cost of
such improvement shall be distributed among the several lots fronting and abutting on
each of said 6treets per front foot in proportion to the frontage thereon. v
That special assessments shall be payabl& at the option of the property owners
as follows; either in fall within thirty clays after the completion of the work, or in
ten-equal annual ` installments with interest at the rate of Eight per cent, from the
date of completion of.said improvement.
BE `IT FURTHER RESOLVED, that this resol *.tion is hereby declared to be an emer-
gency measure, providing for the usual daily operation of a T=ioipal department of the
City of Sa ord, JFlorida, and shall become, effective immediately upon its passage and
adoption.

RESOLUTION AMENDING SO MUCH OF THAT CERTAIN RESOLUTION PASSED BY THE CITY COM-
MISSIONERS OF THE CITY OF SANFORD, FLORIDA, ON THE 6th DAY OF JANUARY A.D.1928
AS FIXES THE HOUR THAT THE CITY COMMISSIONERS MEET ON THEIR REGULAR MEETINGS
AND CHANGING THE HOUR FROM EIGHT P M TO TWO - THIRTY P M4 DECLARING THIS TO BE
AN EMERGENCY MEASURE BROVIDING FOR THE USUAL DAILY OPERATION OF A MUNICIPAL
DEPARTMENT.
WHEREAS, The City Commissioners of the City of Sanford, Florida did, on the
6th Day of January A. D. 1920, in accordance with the provision' of Section 19
of Chapter 8361 of the laws of the .State of Florida, pass a Resolution providing
for the time of meetings of the City. Commission, and for rules of procedure and
order of business of said city Commi.ss2oners, and
WHEREAS, the City Gommissioners, after due deliberation, did, on November 27
1922, declared that it was for the best interest of the City and of the City
Commission to change the hoDr of meeting of the regular monthly meetings of the
City Commission from 8:00 P.M. to 2:30 P.M., and
WHEREAS, this is an emergency measure, providing for the usual daily opera-
tion of a municipal department, NOW THEREFORE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD FLORIDA
That the hour for the holding of the regular monthly meetings of the City Com-
mission be, and it is hereby fixed for 2 :30 P.M., and that so much of Section
1 of that certain resolution passed by the City Commissioners on the 6th day
of January 1920, which is in conflict with this resolution, be, and it is here-
by repealed. But only such part of said resolution as is in conflict with this
resolution is hereby repealed.
BE IT FURTHER RESOLVED, That this resolution, being an emergency measure
shall take effect immediately upon its final passage and adoption.

Commission re- convened and City Engineer read a tabulated statement of all bids
on sewer construction, and it appearing that the bid Of Messm Donshoo & Guest in
sum of $26,524.22 being the lowest bid it was moved by Commissioner,Forrest
take, and seoonded by Commissioner S 0 Chase, that said bid be, and it is
hereby aoa.ept ed,and that the said Donahoo & Guest be requested to give Surety
bond in the sum of 50% of amount'of said bid before the signing of oontraot
for the work.
There being no further business the meeting adjourned.
