MINUTES HISTORIC PRESERVATION BOARD CITY COMMISSION CONFERENCE ROOM CITY HALL DECEMBER 14, 1995 4:30 P.M. I. Call to Order and Roll Call: The meeting was called to order by Chairperson Laura Sollien at 4:40 P.M. MEMBERS PRESENT: Don Moore Helen Stairs Laura Sollien Kimberly Capucille Cathryn Welch II. MEMBERS ABSENT: Buck Mullins Chris Cranias Margaret Frison Paul Porter Michael Skat Jerry Mills OTHERS PRESENT: Andrew VanGaale, Associate Planner Marion Anderson, Recording Secretary The Meeting Could Not Be Held Due To Lack Of A Quorum. Mrs. Stairs asked that the Board support the grant for the Ritz with a letter to the Secretary of State. She also asked that individual members of the Board support the grant in writing. She explained that the Legislation reduced the grant to $9 million. The Secretary of State is calling for a rally. If the grant stays at $12, there is the possibility that the grant is guaranteed. She stated that a Council Member out of Dade County has voted high for the grant every time. Many Council Members do not know of Seminole County. Mrs. Stairs asked for support for the Ritz Grant. The applicants and their attorney for 207 E. 10th Street was present. Mr. VanGaale stated that it was not a good idea to hear anything regarding this application. However, Ms. Sollien stated that Mr. Mills is the representative of the Board that is willing to go out to this address for review. He would be asking some of the questions that the Board has. The attorney stated that his clients were looking for guidance. Mr. VanGaale stated that he had approved the removal of aluminum siding. Other material had been removed in a manner that was not conducive with the Board. He noted that the applicants proposal is of a different material, not historical, and that the Board wants to see if there are any alternatives or if there is any justification for the proposed. Ms. Sollien requested that Mr. VanGaale contact Mr. Mills and let him know that the applicants would be at home the day after Christmas and see if he can review this with them. Mr. VanGaale noted that the letters from the Sanford Post Master indicated that he was more than willing to work with the Board and that he would not purchase any more mail boxes. The Post Master wanted this to be a verbal only. Ms. Sollien asked what is happening with the wording of mail boxes with the City Commission. Mr. VanGaale reported that the amendment is on hold until the City has correspondence from the City Attorney because mail boxes were lumped together with news stands. Mr. Moore requested that the City get something in writing from the Post Master, to make him state it. He stated that if the Post Historic Preservation Board December 14, 1995 Page 2 Master does not agree with the Board, then he should put it in writing what he can do. Mr. VanGaale stated that this is not the policy of the Post Office and that he did not want to antagonize him. Mr. VanGaale reported that the contributing structures in Goldsboro were not enough for historic recognition. Ms. Sollien suggested that measures be taken to replace Mr. Mullins. She stated that when people don't show up or call it is embarrassing. There being no further discussion, the members left at 5:30.
