II. Excused /Unexcused Absences
It was requested that Andrew VanGaale review the City's Historic
Preservation Board Ordinance regarding absenteeism and report at
the September 7, 1995 Meeting for discussion on what policy this
Board should adhere to.
III. Approval of Minutes
011ie Williams moved to approve the Minutes of April 6, 1995; May
4, 1995; June 1, 1995; and July 6, 1995, with the necessary
correction to the April 6, 1995 Minutes. Seconded by Laura
Straehla and carried by unanimous vote.
IV. Applications for Certificate of Appropriateness
commercial
a) 207 Magnolia Avenue - Repair Marquee
This application has been withdrawn.
b) 118 South Sanford Avenue - Signage
Michael Skat moved to approve the application with the condition
that the existing sign be removed or painted over. Seconded by
Helen Stairs and carried by unanimous vote.
c) 222 Magnolia Avenue - Signage and Awning
Michael Skat moved to table the application due to lack of
information. Seconded by Chris Cranias and carried by unanimous
vote.
d) 217 South Oak Avenue - Awning
Chris Cranias moved to table the application until the applicant
can provide an explanation why heichooses to go with the rectangle
awning. The Board prefers consistency with the awnings on the
building. Seconded by Laura Straehla and carried by unanimous
vote.

e) 120 South Park Avenue - Lights, Landscape, and Redo Corner of
Building
Michael Skat moved to approve the application as submitted.
Seconded by Laura Straehla and carried by unanimous vote.
Discussion was held regarding the possible code violations at 120
South Park Avenue. Charles Rowe, Director of Community
Development, gave an update on the work in progress which may be in
violation of the intent of the Historic codes. The Board requested
that Barbara Ferrell be contacted to submit an Application for
Certificate of Appropriateness for the work that she has done
without approval. It was further requested that she attend the
September 7, 1995 Meeting.
f) 121 East First Street - Signage on Awning
Chris Cranias moved to approve the application as submitted.
Seconded by 011ie Williams and vote was carried. Helen Stairs
abstained from the vote.
Residential
a) 911 South Palmetto Avenue - Demolition and New Construction
Michael Skat moved to approve the demolition of the structure with
the condition that the financing for new construction be in place
and provided to this Board as evidence of this commitment. The
reasons for allowing this demolition is that it is a non-
contributing structure in the Residential Historic District and
partially condemned. The new construction will need to comply
with the district's regulations. Seconded by Helen Stairs and
carried by unanimous vote.
b) 211 French Avenue - Demolition or Moving Structure
Michael Skat moved to approve moving the structure to another
location within the Sanford Residential Historic District or the
Commercial Historic District.. The applicant will advertise the
structure for a two month time frame and report back to the Board
at that time. Seconded by Laura Straehla and carried by unanimous
vote.
Discussion was held regarding the possibility of a prospective
restaurant chain building in this location after the current
structure has been moved. The Board indicated that they encourage
new buildings and developments but the new construction will need
to comply with the district's regulations.

Helen Stairs moved to acknowledge the Minor Review Committee
Actions. Seconded by Michael Skat and carried by unanimous vote.

VI. Site Plan Review for Conditional Use Application
918 Magnolia Avenue
After review of the Conditional Use Application for a zoning
variance for the classification of church /wedding chapel there was
not a consensus of the Board. This issue is to be referred
directly to the Planning and Zoning Commission.
VII. Revised Certificate of Appropriateness Proposal
Andrew VanGaale recommended that the Certificate of Appropriateness
be revised using a multi - colored carbon copy. The Board concurred
with this recommendation.
VIII. Update on Certified Local Government (CLG) Program
Andrew VanGaale requested that all Members complete an Application
for Certification, attach a Resume' and return to him by the
September 7, 1995 meeting.
IX. Review Preliminary Historic Tax Exemption Ordinance
Helen Stairs moved to endorse the proposed Historic Tax Exemption
Ordinance contingent on becoming a Certified Local Government (CLG)
Program. Seconded by Laura Straehla and carried by unanimous vote.
X. Update on HPB Budget
Andrew VanGaale provided the Board with an update on the current
Historic Preservation Board Budget.
XI. Update on the Goldsboro National Register Nomination
Andrew VanGaale informed the Board that the nomination was denied
due to lack of concentration in that area.
XII. Acknowledge Leo Trepanier's Efforts in Restoring Park Benches
The Board recommended a Certificate of Appreciation be given to Leo
Trepanier for restoring the park benches.
XIII. Other Business
Site Plan Review for Conditional Use Application for a zoning
variance for parking lot at 1115 Palmetto Avenue. This item was
not on the agenda and the Board did not have sufficient time to
review the information. It was requested that the applicant
provide a full application to be placed on the September 7, 1995
Agenda.
Meeting was adjourned at 6:49 P.M.
