M I N U T E S HISTORIC PRESERVATION BOARD MEETING June 1, 1995 4:30 P.M. Members Absent: Margaret Frison Jerry Mills Buck Mullins Others in Attendance: Russ Gibson, City Liaison Penny Turner, Secretary Andrew Van Gaale Michael Skat Laura Straehla The Meeting was called to order by the Chairman, Laura Sollien at 4:30 P.M.. The Board welcomed Andrew Van Gaale as the new City Liaison for the Historic Preservation Board. Chris Cranias moved to approve the Minutes of March 2, 1995. Seconded by 011ie Williams and carried by unanimous vote. Andrew Van Gaale, representing the City of Sanford submitted an — Application for Certificate of Appropriateness to install lamp posts at 119 West Fifth Street. He explained that initially the City of Sanford Recreation Department purchased two lamps for outside the Cultural Arts Building. These post were contemporary in style, this Board made recommendations to change the light fixtures to a more appropriate style and add decorative post base and ladder rest. The Recreation Department ran into problems with the funds to get the specific recommended light fixtures. They had further problems with the dealer which sold the original lamp posts. To send the posts back for a refund the dealer wanted to charge a $400 restocking fee. The Recreation Department is proposing to work with the posts that they have using a Cape Town Lamp. He explained that the base for the post that the Board recommended were actually the whole post the same company provides wrap around bases which are slightly different. They are proposing to use the wrap around base so they can utilize the existing poles. They wish to eliminate the ladder rest on the post. Later rest were initially used in the time when they used oil lamps which are more appropriate for the Paul Revere style light fixtures. -The fixture that the Board recommended is an enclosed fixture. HISTORIC PRESERVATION MINUTES PAGE 2 JUNE 1, 1995 Discussion was held regarding the illumination and placement. The City is proposing to place the post 4' off the sidewalk and 7' from the each end of the entrance sidewalk. As far as the illumination it appears that they will use a yellow light high pressure sodium high efficient Mercury Viper. Mr. Van Gaale was not clear on which type of bulb is to be used. He indicated that Tom Farnsworth, with the Recreation Department has the appropriate answers. Chris Cranias moved to table the Application for Certificate of Appropriateness , to install the lamp post at 119 West Fifth Street until Mr. Farnsworth can be available to answer the questions. Seconded and carried by unanimous vote. Joe Duggar was present and submitted an Application for Certificate of Appropriateness for the windows and doors at 118 South Sanford Avenue. Mr. Duggar explained that he is proposing to build an apartment as their permanent residence inside the existing building. He wishes to convert a window to a door and add two additional windows. He further requested that the existing garage which is currently boarded up be opened up so that he has entrance into the apartment. He is proposing to use vinyl clad double hung aluminum windows. Don Moore moved to approve the Application for Certificate of Appropriateness for installation of a door, two vinyl clad double hung aluminum windows and the reopening of the garage door at 118 South Sanford Avenue. The door is to be either metal or wood. Seconded by Helen Stairs and carried by unanimous vote. Helen Stairs made a motion to make recommendation to Planning and Zoning Commission to allow a Conditional Use at 118 South Sanford Avenue, this will allow for residential use. Seconded by Chris Cranias and carried by unanimous vote. Ronnie Motts, representative for the Recreation Department, entered the meeting to answer questions regarding the Application for Certificate for the lamp posts at 119 West Fifth Street. The Board requested that the bulb be the highest efficiency with the best lighting possible. Laura Sollien moved to approve the Application for Certificate of Appropriateness using the suggested Cape Town lamps, with the wrap around base, and drop the ladder rest. She requested that the Recreation Department find a type of illumination with the highest wattage, for the highest output of light possible for the fixture that they have already purchased. She further approved the proposed placement of the lamp posts. Mr. Van Gaale presented a sample of the material. The Board explained that the sample is a 5V Crimp not corrugated tin. Cal Conklin moved to approve the Application for Certificate of Appropriateness to change the shingles to the 5 V Crimped tin on a portion of the kitchen roof at 800 Elm Avenue. Seconded by Laura Sollien and carried by unanimous vote. Peter and Eva Nagy submitted an Application for Appropriateness to install a 6' to 8' board on board fence at 400 Palmetto Avenue. Applicants were not present. Laura Sollien moved to approve the Application for Certificate of Appropriateness to install a 6' board on board on the north side, east side and on the south side only up to where the north /south fence meets it. The 20' piece that the applicant is proposing to put on north side at the front of the house at 400 Palmetto Avenue is to be 54" high. Seconded by Cal Conklin and carried by unanimous vote. John Gonzalez submitted an Application for Certificate of Appropriateness for a fence at 1110 Palmetto Avenue. He has requested that this application be withdrawn. Cindy McGinnis, with Schweizer, Inc. was present and submitted an Application for Certificate of Appropriateness to re -use previous back lighted sign board with removable letters in a new brick and stucco surrounding wall to match new brick on sanctuary building. The proposed sign will be located facing Park Avenue at the First Baptist Church of Sanford at 519 South Park Avenue. Discussion was held regarding the sign being back lighted. The Board explained that the Sign Regulations, Schedule S, Section 5.0 (C) (6) states signs shall not be internally illuminated. Ms. Sollien indicated that usually when you are in a Historic District a sign for a church is usually a wood sign that has front lighting. Ms. McGinnis explained that when the sign was taken down it was disassembled and if there is a desire to not have back lighting all of the guts have been pulled out of the sign they can leave the lighting out and they can still be able to change the letters. So there is a possibility to front light the sign opposed to using the existing back lighting in the sign. Mr. Cranias stated that they are using a pre- existing sign and he is not opposed to them salvaging what they have. He suggested not using the back lighting and use front lighting. Chris Cranias moved to approve the pre- existing sign with the condition that they omit the back lighting and go to a front flood lighting. He based his motion on the Sign Regulations listed in HISTORIC PRESERVATION MINUTES Page 4 JUNE 1, 1995 Schedule S, Section 5.0(C)(6) signs shall not be internally illuminated. Discussion was held regarding the sign being a pre- existing sign, the sign was brought down and therefore needs to conform to the new codes. Darla Johnson submitted an Application for Certificate of Appropriateness to replace the natural plank on plank on the porch at 1104 Magnolia Avenue. The Board considered this ordinary maintenance and does not require action from this Board. The Board acknowledged the Minor Review Actions for the following Certificates of Appropriateness: Commercial a) 116 South Palmetto Avenue - Window Sign Residential a) 117 West Tenth Street - Fence b) 813 South Magnolia Avenue - Roof c) 820 Myrtle Avenue - Ordinary Maintenance d) 120 South Park Avenue - Remove Boarded Windows and Paint Exterior Ms. Sollien provided the Board with a questionnaire she received from Kay Bartholomew regarding Florida's Statewide Comprehensive Historic Preservation Plan. She recommended that all the members complete the questionnaire. Ms. Sollien informed the Board that the City of Deland is forming a Historic Preservation Board it is in its infancy stages. They currently have two designated Commercial Districts, which they have done a lot with through their Main Street Program. They are now trying to do something with their Residential District. They are asking for some guidance. They have requested an informal get together to do idea exchanges. There being no further business before the Board, the meeting was adjourned at 6:12 P.M.
