M I N U T E S HISTORIC PRESERVATION BOARD MEETING May 4, 1995 4 :30 P.M. City Commission Conference Room City Hall, Sanford, Florida Members Present: Laura Sollien, Chairman Cal Conklin Margaret Frison Jerry Mills Don Moore Helen Stairs 011ie Williams Members Absent: Chris Cranias Michael Skat Laura Straehla Others in Attendance: Russ Gibson, Staff Liaison Penny Turner, Secretary Andrew Van Gaale, Planning Technician The Meeting was called to order by the Chairman Laura Sollien at 4:30 P.M. Jerry Mills moved to table the Minutes of March 2, 1995 and April 6, 1995 to allow the Secretary time to edit said Minutes. A portion of the March 2, 1995 Minutes, requires action due to the applicant appealing this Board's decision: This portion pertains to the Application for Certificate of Appropriateness for a driveway, at 1019 Magnolia Avenue. Cal Conklin moved to approve the portion of the March 2, 1995 Minutes relating to said application. Seconded by Helen.Stairs and carried by. vote. Alex Ford and Martin Rak were present and submitted an Application for Certificate of Appropriateness for graphics and signs at 217,, South Park Avenue. On April 4, 1995 the Board requested a meeting with FINA representatives, City Staff and Michael Skat, representative of the Historic Preservation Board. At that held on April 19, 1995 three items discussed 1) the facia and canopy graphics, 2) freestanding pole, and 3) removal of the credit card signage. FINA representatives submitted standards regarding graphics which are included in the agenda packet.. It was a consensus that the existing canopy signage and dimensions were in accord with that particular structure. A discussion was held regarding site visibility and the height of the freestanding pole sign. DATE 8 -3 -95 ITEM [ b HISTORIC PRESERVATION BOARD — Minutes Page 2 May 4, 1995 Laura Sollien moved to approve the current canopy graphics and the FINA ID and price signs, with the site clearance on the pole sign being 7' as required by FDOT. If the City's requirement is an 8' site clearance the pole sign is to be raised. She further moved that the credit card holders and signs that are attached to the price sign be removed at 217 South Park Avenue. Seconded by 011ie Williams and carried by unanimous vote. Mr. Mills asked the status of the code violation on chain link fence at 217 South Park Avenue. Mr. Ford explained that they have appealed the decision of the City Commission to the Circuit Court. The City has filed a Motion to Dismiss and his response to the Motion to Dismiss is due the beginning of next week. Discussion was held.regarding placing a. statement on the bottom.of the Board's agenda advising the Public that applicants represented by counsel must so state in the application to allow the Board to obtain equal representation. Mr.. Mills volunteered to speak with the City Manager to determine the best method of notifying. applicants. W. Scott Culp, representing Paulucci International Ltd., Inc., submitted an Application for Certificate of Appropriateness to replace existing doors and window covers at 201 West First Street. Applicant was not present. Jerry Mills moved to approve the Application for Certificate of Appropriateness with the condition that the applicant apply a high quality sealant to top surface between the wood and the brick and along both vertical sides. Seconded by Cal Conklin and carried by unanimous vote. Maureen and David Kelly submitted an Application for Certificate of Appropriateness to move existing plants at 321 Magnolia Avenue. Applicants were not present. There was discussion on whd'fher or not this required an application. Mr. Gibson explained Schedule S of the Land Development Regulations state that fixtures and other natural features such as trees and shrubbery, require an application. The Board concurs that this section of the-, regulations will need to be researched. Don Moore moved to approve the Application for Certificate of Appropriateness to move existing plants at 321 Magnolia Avenue. Seconded by Laura Straehla and carried by unanimous vote. Cecil and Doris Butler submitted an Application for Certificate of Appropriateness to replace gutters, replace wooden staircase with cast aluminum spiral staircase, open boarded windows in garage and replace with wood windows, and replace..the rolled roofing at 1217 Magnolia Avenue. Mr. Gibson presented photographs for this application. HISTORIC PRESERVATION BOARD - Minutes - - Page 3 May 4, 1995 Jerry Mills moved to approve the Application for Certificate of Appropriateness as submitted with the exception of rolled roofing. He moved to table the request for replacement of rolled roof. There is not enough information available for him to make a decision. Laura Straehla seconded that motion with the assumption that the stair case is going to be the quality level that the brochure indicates. Motion was carried as follows: Cal Conklin Aye Margaret Frison Aye Jerry Mills Aye Don Moore Aye Laura Sollien Nay Helen Stairs Aye 011ie Williams Aye Kim Myers was present and submitted an Application for Certificate of Appropriateness to remove two carports and install privacy fence. at 718 Oak Avenue. Mrs. Myers provided diagrams and photographs of the impacted areas. She explained that diagram A shows the existing two carports which are attached to the main house and the carriage house. Diagram B shows removal of both carports and installation of a picket fence. The fence will provide more privacy where the courtyard turns to the carriage house. Diagram C shows a one car covered porch area and the picket fence along the property line. Ms. Myers indicated that she will not be requesting to do the work described in Diagram C for another year and is concerned that it be approved. If both of the carports are removed and sheds not able to replace the courtyard covered structure she does not wish to remove the carports. Jerry Mills moved to approve the Application for Certificate of Appropriateness to remove the carports and install a picket fence. He furthered moved to approve the concept of Diagram C for installing a one cad: covered porch area at 718 Oak Avenue. Seconded by Laura Straehla and carried by unanimous vote. Laurie Von Bampus. was present and submitted an Application for Certificate of Appropriateness to remove three palm trees, new porch railing and enclose rear balcony, change windows, remove old rotten windows and replace with french doors, and a stockade fence at 618 Park Avenue. The Applicant submitted photographs for the .Board's review. She expressed to the Board that the. columns„ currently on the house are not original to the house there are marks on the outside walls that show it originally had a serpentine rail and in the future she wishes to go back to the serpentine rails. At this current time she is requesting a basic railing between the columns. Discussion was held regarding the Arbor Regulations in effect to protect the tree canopy. Jerry Mills moved to approve the Application for Certificate of Appropriateness as submitted with the exception of removing the 3 trees. Per applicant's request Item C enclosing rear balcony was not consideration. Seconded by Don Moore and carried by unanimous vote. HISTORIC PRESERVATION - -Minutes - -- -- Page 4 May 4, 1995 Ms. Von Bampus informed the Board that she has considered applying for a conditional use to have a Bed and Breakfast. Her plan is to do intimate weddings. She would like this Board to endorse this concept. Tom Tinyes, with Creative Environment, was present and submitted an Application for Certificate of Appropriateness to repair windows at 709 Palmetto Avenue. Mr. Tinyes explained that he is painting the house and there are some double sash wood windows which are damaged. The home owners are working on a tight budget and to replace with wood windows would be expensive, running approximately $500 per window. Jerry Mills moved to table the Application for Certificate of Appropriateness to repair the windows at 709 Palmetto Avenue. Mr. Mills informed the .applicant that there are companies that will replace wooden sashes to meet almost the exact profile of the originals for a lot less than aluminum windows. -Mr. Mills requested that Mr. Tinyes call him at work on Monday and he will provide names of companies that replaces wooden sashes for much less than $500. Mr. Mills stated that if the applicant is willing to have one of these companies replace the wooden windows to match the existing then it is considered ordinary maintenance and does not require an Certificate of Appropriateness. Seconded by 011ie Williams and carried by unanimous vote. The Board acknowledged the Minor Review Committee Actions for the following Certificates of Appropriateness: a) 900 South Magnolia Avenue - Facade b) 117 West 10th Street - Paint Exterior c) 813 South Magnolia - Roof d) 718 Oak Avenue - Paint Exterior e) 709 South Palmetto - Paint Discussion was held regarding the Minor Review Committee' s - action on 900 South Magnolia Avenue, the McCory building. All of the facade will not be removed only an exploratory portion. . Discussion was held regard Sanford Main Street, Inc., requested permission from the City to locate a Farmers' Market in Magnolia Square and in the 75 feet of right -of -way south of Magnolia Square. This market will operate on Saturdays between 8:00 a.m. and 12:00 noon in the summer and between 8:00 a.m. and 1:00 p.m. in the fall. Fresh produce, baked goods, food and beverages, specialty plants and flowers will be sold. No crafts or flea market items will be allowed. Jerry Mills moved to approve the location of a Farmers' Market in Magnolia Square as proposed by the Sanford Main Street, Inc. Seconded by Laura Straehla and carried by unanimous vote. HISTORIC PRESERVATION - BOARD -- Minutes - Page 5_ May 4, 1995 Andrew Van Gaale, City of Sanford Planning Technician, gave a presentation on Ad Valorem Tax Exemptions for improvements to historic properties. Laura Straehla moved to approve to endorse the concept of implementing state enabling legislation to allow for Ad Valorem Tax Exemptions for improvements to historic properties.
