The was called to order by the Vice Chairman, L•aura.Sollien
at 4:46 P.M. The Chairman was delayed.
Due. to the delay in starting the meeting. the Board went directly to
the.Applications for Certificate of Appropriateness. 'Request was
made to review the applications which had representatives present
first.
Douglas King, with Charmatt, Inc., was present and submitted an.
Application for Certificate of Appropriateness to replace seven
existing double hung wood windows on the second floor elevation at
110 South Palmetto Avenue. The proposed aluminum windows are
similar in style to the existing windows. Mr. King presented a
sample of the windows.
Discussion was held regarding restoring the existing wood windows.
Mr. King stated that there is significant decay to the sashes and
they will need to be repaired to specific State codes. He is
proposing to remove the sashes and keep the original frame, thus
preserving the same appearance with low maintenance. The Board
explained that the purpose of this Board is to preserve and protect
the integrity of the original elements of historic structures. It
was - stated that the sashes are original elements to the property
and that there are certain codes that allow for exemptions and
waivers for historic structures. (Standard Building•Code, Section
101.6): The applicant stated he was not aware of such codes. The
Board agreed that if the-applicant-can prove that the windows are
beyond repair then the proposed material would be acceptable. It
was indicated that the sash is in a reusable condition as long as
wood is not termite ridden.

Jerry Mills moved to table the Application for Certificate of
Appropriateness to replace the existing windows at 110 South
Palmetto Avenue, until the applicant provides proper photo
documentation of non - repair of the existing windows. Mr. Mills
further volunteered to visit the site and determine if the .windows
could be repaired. Seconded by Helen Stairs and carried by
unanimous vote.
Willie B. Sherman, Jr. D.D..S., submitted an Application for
Certificate of Appropriateness to install light fixtures to the
building at 217 South Oak Avenue. Applicant furnished photographs
of the style of the light fixtures and the location where they are
to be attached on the building. Applicant was not present.
Kevin Stubbs moved to approve the Application for Certificate of
Appropriateness to install light fixtures.to the building at 217
South Oak Avenue, as proposed. Seconded by 011ie Williams and
carried by unanimous vote.
Michael Fouts was present and submitted an Application for
Certificate of Appropriateness for the replacement of windows at
718 Magnolia Avenue.
Mr. Fouts explained that after several attempts to re -work existing
windows he had to replace the windows with a product of similar
type and style. The replacement windows are all wood, double hung,
Anderson or Pella windows. The screens are .aluminum clad. He
stated, if necessary, he is willing to replace.the aluminum screens
with wood. He explained to the Board that he had started replacing
windows in the house prior to this Board's conception and was not
aware he needed approval prior to doing this work. The City's
records still show the property under the previous owner.
Jerry Mills moved to approve the Application for Certificate of
Appropriateness to replace the entire window unit on the structure
at 718 Magnolia Avenue. He approved this under the following
considerations for only those windows changed to date: the work was
started prior to conception of this Board; applicant .did not
receive notice that he was in a historic residential district under
Board review; and the City records still show the property under
the previous owner. The aluminum screens are accepted because they
are part of the entire unit and are well manufactured quality
products, being Anderson and Pella. Seconded by Kevin Stubbs and
carried by unanimous vote.
David Sumner was present and submitted an Application for
Certificate of Appropriateness to replace.rotten wood pillars, and
to replace floors on the side porch, front porch, rear entry. and
upstairs, balcony, with the same type of wood at 901 Magnolia
Avenue. He explained he wanted to replace the floors with 3/4 inch
tongue and groove.. On the side porch he wishes to have an open
rail and banister which was - originally there. He removed the
hollow column pillars because they were no longer supporting the
roof.

Jerry Mills moved to approve the Application fo= Certificate of
Appropriateness to replace the porch floors and aaalow the Minor
Review Committee to provide recommendations for the: pillars and the
open rail and.banister on the south side at 901 Md gnolia Avenue.
Seconded by Helen Stairs and carried by unanimous. vote.
Mr. Sumner asked if the motion included the rep of the shed_
This item was not on the application before the Bard and if the
applicant is repairing with like material it will d to go before
the Minor Review Committee.
Ralph and Mary Jones were present and re- submitte(h an Application
for Certificate of Appropriateness to install Height aluminum
replacement windows, with white frames, colonial gri d, 37!' X 63" im
the glass room at 1101 South Park Avenue.
At the Board's January 5,. 1995, meeting motion.wam made that Mr_
Stubbs was to visit the site and determine tlz®e location and
ascertain if it was cost prohibitive to replace the windows with
wood windows. Mr. Stubbs reported that the exist mill finished
aluminum windows face both streets. The room is am- alder addition,
if not original to the property and there are simir six over six
windows in the one story porch on the opposites side of the
property. It appears that the room was a screen Lnurch at oneti
and.when it was closed in that is when the existing aluminum
windows were installed. He further reported. that itt is possible tM
replace with wood windows but he is not speaking ecmnomically. The
proposed windows are similar in style being white fished colonial
grid, true divided light, single hung, tilt aluminum windows 37" Z
63 ". Charles Houston, contractor for Mr. and N rs. Jones, was
present and left the meeting to get a sample of the_ - window from his
car.

The Board recognized Chris Cranias', Michael Stet's and Laura
Straehla's absences as excused. The Board was infmrmed that Monte
Olinger will be submitting a letter of resignation effective
immediately.
The Board examined the sample windows for 1101 Pa3rk Avenue. The
Board recommended, and Mr. and Mrs. Jones agreed, tthat the windows
should be double hung, six over six, giving a - mnore residential
appearance.

Kevin Stubbs moved to approve the Application for Certificate to
replace the windows as submitted, with the exception that they be
double hung windows instead of single hung, six over six, true
divided light, with the full screen at 1101 South Park Avenue. Mr.
Stubbs explained the reason for his approval is that the existing
windows are not historic elements to this property and he feels.
this is an effort on the property owner to be compatible in the
renovation of the property and that is encouraged. Seconded by
Helen Stairs and carried by unanimous vote.
Darlene Johnson was present and re- addressed the Application for
Certificate of Appropriateness to install a driveway and curb cut
at 1104 South Magnolia Avenue. At their January 5, 1995, meeting
the Board denied the application based on the Old, Sanford
Regulations not allowing vehicular driveway access from main
streets. Rather, it promotes access from the rear of the property
along an alley. The property in question does not have an existing
curb cut and it is discouraged to cut through existing curb.
The Discussion was held regarding alternatives for access through
the rear of the property. Ms. Johnson explained that the main
reason for the driveway is security. She further stated that the
area for parking in the rear is limited and there is not enough
room for two vehicles. Mr. Conklin volunteered to visit the site
to try and determine if there is another workable solution. The
Board explained to Ms. Johnson that she can appeal this Board's
decision to the City Commission.
Jerry Mills moved to table the Application for Certificate of
Appropriateness to install a driveway in the front of the property
at 1104 South Magnolia Avenue. Mr. Conklin will visit the site to
try and determine another alternative and report back at the March
2, 1995, meeting. Seconded by Kevin Stubbs and carried by
unanimous vote.
Brenda Poteet, representative 'for the Willow Tree Cafe, was present
and submitted an Application for Certificate of Appropriateness to
attach a sign to the building at 205 East First Street.
Kevin Stubbs moved to approve the Application for Certificate of
Appropriateness to attach a sign at 205 East First Street, as
follows: he approved the sign graphics and color contingent that
the sign is made of a permanent material (ie., wood or metal); it
must not exceed 4 square feet; must be perpendicular to the
building; and be a minimum of 8' above grade, as required by the
Sign Regulations. Seconded by Jerry Mills and carried by unanimous
vote,,

Alexander and Barbara Then were present and submitted an
Application for Certificate of Appropriateness for 1019 Magnolia
Avenue, to erect a privacy fence, paint the exterior of the
structure and install a new driveway approach off. of Magnolia
Avenue.
Mr. Then explained that item one of the application is to erect a
6' high treated cypress board on board privacy fence. They are
proposing to run the fence the length of 11th Avenue from the back
of their screen porch on the side to the fence on the other side of
the alley, which is 7' off the curb placing it in the City's right
of way. It was indicated that this would require an Application
for a Right of Way Use Agreement. Mr. Mills stated he would be
willing to approve the fence contingent on the City Commission's
approval of the Right of Way Use Agreement. The Board'explained
that the old Sanford Regulations require that.the fence be placed
on the property line. Item two of the application is to install a
driveway off of Magnolia Avenue, which will require a curb cut. He
stated that a driveway was there previously and they are just
purposing to re -open it. The existing driveway that is being used
can only handle one vehicle. The Board explained that based on the
old Sanford Regulations vehicular driveway access is not allowed
from the main streets. Item three of the application is to paint
the exterior of the structure yellow, white and green.
Jerry Mills moved to approve items one and three of the Application
for Certificate of Appropriateness and table item two, until Mr.
Conklin has the opportunity to go to the site to determine if there
is another workable alternative for the driveway at 1019 Magnolia
Avenue. Seconded by Kevin Stubbs and carried by unanimous vote.
Violetta Williams submitted an Application for Certificate of
Appropriateness to replace the tile caps on two porches at 612 Park
Avenue. Applicant was not present. Mr. Gibson presented a sample
of the proposed tile caps.
Jerry Mills moved to approve the Application for Certificate of
Appropriateness to replace the tile caps on the two porches at 612
Park Avenue, as proposed. Seconded by Helen Stairs and carried by
unanimous vote.
Billy Painter submitted an Application for Certificate of
Appropriateness to remove mechanical air condition devices and
replace them with a 18' X 12' metal storage shed at 115 East First
Street. Applicant was not present.
Jerry--_Mills moved to table the Application for Certificate of
Appropriateness for the metal storage shed at 115 East First
Street; until the March 2, 1995 meeting requesting that the
applicant attend and required that a photograph of the proposed
structure be submitted. Seconded by Kevin Stubbs and carried by
unanimous vote.

The;Board was requested to turn in proposed changes to the Old'

Walking Tour Brochure. The secretary will compile all changes and
provide a draft of the changes to the Board.
There being no further business before the Board, the.meeting was
adjourned at 6:30 P.M.
