MINUTES HISTORIC PRESERVATION BOARD CITY COMMISSION CONFERENCE ROOM CITY HALL FEBRUARY 8, 1996 4:30 P.M. I. Call to Order and Roll Call: The meeting was called to order by Chairperson Laura Sollien at 4:30 P.M. MEMBERS PRESENT: Helen Stairs Laura Sollien Kimberly Capucille Paul Porter Michael Skat Jerry Mills Don Moore II. MEMBERS ABSENT: Sue Olinger Cathryn Welch Chris Cranias OTHERS PRESENT': Jay Marder, Director of Planning and Development Marion Anderson, Recording Secretary III. APPROVAL OF MINUTES: Mr. Porter moved to approve the Minutes as circulated. Seconded by Mr. Stairs. All in favor. Motion carried. IV. Applications for Certificates of Appropriateness: Residential: a) 207 East 11th Street - Remove masonite siding and replace with stucco Remove chain link fence and replace /resituate with wooden privacy fence 5' from the curb: Mr. Mills moved to approve as submitted with the fence being along the north property line 5' back from the curb and to allow the installation of the stucco in lieu of the masonite siding; the materials for the fence to be 54" picket on the front, 6' stockade on the side, to change at the 90 corners. Seconded by Mr. Skat. All in favor. Motion carried. b) 811 Elm Street - Remodel previous addition to house: William Kolodzeski, 327 W. 9th Street, was present for representation. Mr. Mills moved to approve. Seconded by Mrs. Stairs. Mr. Skat noted that the addition on the back of this structure is not historically significant. Mr. Mills explained that his understanding is that the applicant will reuse and repair the wood windows in the back, and that the siding is going to be the siding that the applicant has taken down from other areas, the materials that the applicant uses in place of that will be something that matches the original materials. Ms. Sollien, Ms. Capucille and Mr. Moore opposed to the motion. All others in favor. Motion carried. c) 718 Oak Avenue - (1) Re -roof, (2) remodel front porch, (3) remove side porch., (4) fence side: yard, (5) replace two windows: Stephen Myers was present for representation. Mr. Mills moved to approve items 1. re- roof - 3 tab shingle - color: desert tan; 3. remove side porch - north side; 4. fence side yard - north side. For item 2, Mr. Mills moved to retain the roof shape as it is until the applicant comes before the Board with a two -story porch. For item 5, Mr. Mills moved to retain MINUTES HISTORIC PRESERVATION BOARD MEETING OF FEBRUARY 8, 1996 PAGE 2 the existing windows, the way they are, having new sash built in the existing frames the way they are, rather than having architectural elements that are not of that particular building. Mrs. Stairs seconded. Mr. Mills stated that his request for item 2 would be to repair the roof with new shingles the same way the applicant is going to re- shingle the upper roof and leave the profile of the roof the way that it is until such time that the applicant comes before the Board with drawings and is ready to do the full two - story. Mr. Myers explained that what he is proposing to do, because of the rot problem, is to tear the entire porch away from the house, and rebuild it with all new materials. Mr. Mills stated that he would like to see drawings that will show that the foundation will support the second floor, and that the columns will support the second floor and the second floor roof. Mr. Myers asked if it would be satisfactory to the Board if he included in the plans a railing on the second floor. Once the porch is rebuilt it would immediately appear that it has a second floor porch. Mr. Mills moved to deny item 2. Mr. Mills restated his motion to approve item 1, deny item 2, approve items 3 and 4 and deny the octagon windows and request that the applicant retain the window on the first floor and install sash and glass on the second floor to match the existing frames for item 5. Ms. Stairs second stands. All in favor. Motion carried. d) 1119 Magnolia - Replace garage doors and paint trim: Mr. Mills moved to approve. Seconded by Mr. Skat. All in favor. Motion carried. ADDENDUM: e) 107 East 7th Street - Replace existing siding with Hardiplank Lap Siding: Donald Whitling was present for representation. Mr. Skat moved to table until the applicant comes in with a smooth, 10 -foot piece of siding, a sample of what is to be installed. Mr. Mills seconded. All in favor. Motion carried. OTHER BUSINESS: Mr. Mills stated that he had found out that the old Westside School is no longer owned by the School Board. It is now owned by the County. The County's intent is to demolish this building and construct low income housing. Low income housing can go from multi- family, project -type residential, up to Habitat for Humanity, which are single - family residential units. He stated that he was not aware of exactly what the County is going to do, however, he had found that any type of work would be through the Community Block Development Grant, which involves Federal monies. The building cannot be torn down unless it is approved in Tallahassee by the Department of Historic Resources. Mr. Mills stated that he was going to request that the Board ask the Chairman to write a letter to the County to temporarily delay the demolition until further information is obtained. The Division of Historic Resources called and spoke with a County Liaison and told them to stop demolition. Mr. Marder stated that he had spoken to Buddy Balagia with the County and that Mr. Balagia said that they had called the HANDS group and delayed demolition. Mr. Mills stated that if the demolition is being delayed, then the problem is solved, at least for now. There being no further business, the meeting adjourned at 6:00 P.M.
